SUMMARY
The turn of the IS 1 and 19th century in Europe was full of political,
economic and social events. The borders between countries were being
changed under the influence of French Revolution followed by Napole¬
on s Campaign, the development of 19th-century science caused a radi¬
cal change in the economic relations, which in turn was reflected in the
changing social relations. Catchy phrases of freedom, equality and fra¬
ternity introduced a new view of the world in the mind of the people.
Political changes taking place caused the breakdown of the Polish
Republic of nobility and alongside the Grand Duchy of Lithuania was
taken under the Russian rule. One thing remained unchanged
-
the ne¬
cessity to provide help for sick, orphaned or abandoned children, for
disabled or unemployed.
The command for help was included in the fundamentals of the most
important religious systems, therefore the first institution that addressed
this problem was the Church. As time went by the church and state au¬
thorities interested in liquidation of the poverty, supporting each other,
worked with great pains to create a system of providing help to the needy
involving the wealthier classes of the society.
The protective activity in Lithuania was undertaken relatively early

century the priest
Piotr Skarga
founded the first Charity
Society in Vilnius and the following kings took great efforts to establish
institutions protecting the poor.
Another Vilnius Charity Society owned its foundation in
1807
not
only to the burning need for the liquidation of the beggary, but also to
the initiative of the representative of the Church
-
the Vilnius bishop Jan
Nepomucen Kossakowski
and the professor
Józef
Frank, who came to

with his father and wife and started his work at the University
refurbished by the tsar Alexander I.
The Society was originated by the medical help offered to the poor
sick at their homes and in the dispensary created by professor Frank.
Very soon from this initiative grew an institution, approved by the tsar,
consisting of four departments providing not only shelter to the needy
but also medical and financial support. The resources for this activity
were raised through membership fees, donations, collections and events
organized by Frank and his wife
-
an opera singer. The most noble citi¬
zens of Lithuania were members of the Society and supported it in dif¬
ferent ways. The first president of the Vilnius Charity Society was the
bishop
Jan Nepomucen Kossakowski.
In the running of the institution
actively took part:
Michał Kleofas Ogiński, Tomasz Wawrzecki, Józef
Frank, Józef Kossakowski.
It was supported by
Ludwik Pac, Aleksander
Pociej, Wojciech Puslowski, Radziwiłłowie, Duke Adam Czartoryski
and many other aristocrats of names well known in Lithuania. On the
square donated by
Dominik Radziwiłł
an edifice was erected intended
as a housing for the people under the Society s protection doing different
jobs and bringing in an income which supplemented their livelihood.
A factory was built, where under the supervision of experts brought
from abroad, the poor produced textiles for their own use and for sale.
Father
Alojzy
Korzeniewski was its director for many years. This kind
of existence gave the poor a sense of personal worth and usefulness.
There was also a mutual teaching school founded there, educating the
orphans (also those from the city) according to the conception of a well
known Swiss pedagogist

Pestalozzi.
More talented pupils
were sent by the Society for further education, the rest had the opportu¬
nity to learn technical and practical jobs under the eye of specialists to be
able to start their adult life with skills ensuring a decent existence.
Organizationally Vilnius was divided into quarters, in which the is¬
sues concerning the poor were dealt with by parish guardians. Their
responsibility was a general orientation in the material situation of those
under their care and verification of the people applying for help. Al¬
though the Society supported the needy financially, their selection was
necessary due to the limited resources that were available.
The most resilient was the Medical Department of the Vilnius Char¬
ity Society, which under the leadership of
Józef
Frank successfully initi-

ated chicken-pox vaccination in the Vaccination Institute that was cre¬
ated; offered help to pregnant women in the Motherhood Institute; ad¬
vised and treated the poor sick, giving free prescriptions recognized by
Vilnius chemists cooperating with the Society.
The Society enjoyed the respect among Vilnius community, favour
of the authority and the succeeding governors of the city. The most dif¬
ficult period for this institution was
1812,
when Napoleonic and Russian
armies were marching through Lithuania and of course Vilnius. A part
of the institution s building was turned into a military hospital. Many
donors left the city, which immediately negatively influenced the finan¬
cial condition of the institution, and finally the state of war deepened the
poverty of Vilnius citizens. Returning to normal everyday existence
started soon after the end of the warfare, and after
1815
the Society de¬
veloped a very intensive activity and operated until the outbreak of the
November Uprising. The failure of the uprising changed the attitude of
the Russian authorities towards all social institutions including the Vil¬
nius Charity Society.
In spite of difficulties and reprisals on the part of the authorities, the
Society survived the storms of history and still helped poor Vilnius citi¬
zens.
