ummary
The first part of the book is a follow up of the changes and
trends in the present development of the financial mediation and their driv¬
ing forces and factors. It is determined that the trends are formed under the
influence of various factors (structural changes in the economy, integration
and globalisation, ICT, deregulation and liberalization). The changes occur
in several directions: consolidation and more aggressive competition; ex¬
pansion of the financial markets; innovation, based on progress in technolo¬
gies, blurring the line between banks and other financial institutions, dis¬
solving of the differences between the markets, rendering the geographical
and time limitations outdated; changes in the industrial structure of finances.
The second part consists of an extensive in-depth analysis of the present
state of the financial infrastructure of mediation, as well as the functioning of
the financial brokers in both the banking and non-banking sectors in Bulgaria.
In the financial infrastructure (the legal framework mostly) have oc¬
curred considerable changes, which have pushed the development of the ca¬
pital market and the institutional investors, however, some of its components
need to be perfected. The dynamic development of the institutional structure
leads to a broadly based and further diversified financial sector; a new type
of financial mediation is formed through functional integration -financial
holdings. The banks dominate the financial market, however, there is a struc¬
tural deficiency in this sector- it lacks diversity of financial crediting insti¬
tutions, which is a trait of the banking sectors of most developed countries.
The tendencies and issues in the development of financial intermedia¬
ries are identified: In the banking sector the diversity of products on the
credit and deposit markets is growing, but the changes in the structural loan
policy and the fast pace of growth do not contribute enough for the efficient
development of the economy.
The financial intermediaries on the non-banking market are growing in
number and diversity. Most notable growth is achieved by collective invest-

ment
schemes (CIS) and Special Purpose Investment Companies
(SPIC).
The insurance sector is rapidly developing, but is still falling behind the
general trend in the other
EU
member states. The pension funds mark stable
growth, the liberalization of the investment regulation norms has visibly
changed the structure of their investment portfolios. The crash of the stock
markets seriously affected their profitability. The main trends for all non-
banking financial intermediaries are: tight competition, considerable foreign
interest, a broad spectrum of services ahead of the development of the market
and the existing demand; fast incorporation of ICT.
At the end of the book, based on the performed analysis, there is an out¬
line of the perspectives and the paths for development of the financial inter¬
mediaries in Bulgaria in a mid-term horizon. The author's expectations are
of a rapidly changing and ever growing more complex macro-environment,
forming under the influence of factors of global, regional and local nature.
The country will face considerable challenges and hard to overcome issues.
This predetermines the need of a broader strategic approach and a new tar¬
geted policy, taking into consideration the local conditions. It is necessary
to maintain an environment stimulating the financial brokers and support
the development of their mechanisms of self-regulation, also raising aware¬
ness and promoting transparency in order to gain society's trust, applying
consumer protection policies on the financial services market.
The perspectives ahead of the banking sector are the introduction of new
players on the scene, a more competitive environment; horizontal and verti¬
cal consolidation; more specialized banks. The effect of the global crisis will
result in higher resource costs, and with assets
-
less loaning, surge of inter¬
est, more strict risk evaluation policies. The achieved fast growth in lending
and the techniques applied by the banks present a considerable risk to the
stability of the banking system; the share of unattended loans will keep on
growing. The banking and non-banking sectors will keep competing and the
banks will be able to exploit their advantages only if they adopt more ade¬
quate business strategies and develop a more apt structure of the value chain.
The recovery of the financial markets at home and abroad will be cru¬
cial for the future development of the non-banking institutions. The forecast
for the development of the separate non-banking intermediaries are multi¬
directional: insurance sector still has good perspectives; the great challenge
for the pension funds will be the level of yield protection; the clients' incli¬
nation to the more conservative mutual funds; the expansion of
SPIC;
the
enhanced pace of development of the secondary trade of debt (factoring,
discounting of receivables etc.)
