An issue of the borderland is a very complex research problem that should be
analysed from the point of view of history, political science, economics and socio¬
logy. Because of twentieth-century border changes, a continuity of a series of eco¬
nomic and social phenomena was broken. Many a time, ethically, culturally and
economically homogenous areas were divided by administrative barriers. The¬
refore, the borderland was a dynamic structure dependent on a political situation.
At the beginning of the 20th century the term 'borderland' used to describe
the areas spreading between
Białystok
in the west and Minsk in the east. Nowa¬
days it means the areas adjacent to the borders of Poland, Lithuania and Bela¬
rus. Within the 20th century the Polish, Lithuanian and Belorussian borderlands
underwent radical changes, which made them irretrievably lose their nineteen¬
th-century character.
A fundamental stage in the borderland's reconstruction took place with the
outbreak of the World War II. Both Soviet and Nazi German authorities con¬
tributed to the end of disintegration of the historic borderland. Apart from the
landed gentry, there were other social and ethnic groups that were severely af¬
fected by the communist revolution. Additionally, Nazi Germany's criminal ac¬
tions led to total extermination of Jewish population. The damage of the border¬
land ended in the post-war relocation of its population.
An issue of the Polish, Lithuanian or Belorussian population was a part of
Soviet Union's global ethnic policy. The relocation was regarded as the best so¬
lution to the problem of ethnic minorities in this part of Europe. At the end of
the World War II Soviet authorities thought that another conflict between the
Soviet Union and new Germany would be possible several dozen years after the
end of military activities. Thus, they aimed at removing any etnic-oriented tin-
derboxes in the theatre of military operations.
The communistic period was distinguished by quietening former disputes
and feuds. In a big socialist family adding fuel to the atmosphere of animosities

and hatred was not possible. In fact, the problems that had been raised in the first
part of the 20th century did not disappear. Therefore, there was a fear that the
demise of the Soviet Union would lead to the outbreak of inveterate conflicts.
The principles of Polish foreign policy to Poland's eastern neighbours after
1989
(worked out by the circles of the
Kultura
(Paris) and its leaders
Jerzy Gie-
droyć
and
Juliusz Mieroszewski)
were connected with supporting the aspira¬
tions of Soviet Union's republics for their independence. The changes that were
taking place in the Soviet Union (especially in the Lithuanian Soviet Socia¬
list Republic or Belarus) got a sympathetic response from Polish authorities.
Unfortunately, the elite of these countries treated Polish willingness to become
a link between Lithuania and Belarus, and other European countries as an ini¬
tiative to rebuild Polish areas of influence in this part of Europe. The relations
between Poland and Lithuania were shadowed by the issue of Vilnius and Vil¬
nius Province, and their status. Finally, the parties managed to sign the Treaty
of Friendship and Good Neighbourhood on 26th April
1994
in Vilnius, which in¬
itiated a new period in Polish-Lithuanian relations. On 29th March
2004
Lithu¬
ania joined NATO and on 1st May both countries entered the European Union
(EU),
which offered new opportunities of cooperation. Similarly, Poland and
Belarus signed the Treaty of Friendship and Good Neighbourhood on 23rd June
1992
and managed to establish friendly relations. They changed substantially in
1994
when Alexander Lukashenko came to power. He opted for closer relations
between Belarus and Russia and that deteriorated the relations with his western
neighbour (i.e. Poland) and other European countries. As a result of the referen¬
dum held on 24th November
1996,
Lukashenko was given unlimited power. In
2005
the relations between Poland and Belarus became strained after the elec¬
tions to the Union of Poles in Belarus. Its ruling body was chosen by Belorus-
sian authorities and consequently lessened the influence of Poland on the Po¬
lish community.
At present Lukashenko is trying to thaw out his relations with
EU
members.
Its hard to predict
ifit
is a long-lasting tendency or a temporary change resulted
from a possible Russian-Belorussian conflict over energy resources.
On the other hand, Lithuania has chosen a west-oriented membership of the
EU.
Although there are some problems that need to be settled (the most impor¬
tant one is the Polish minority in Lithuania) between the two countries, their co¬
operation is going to be intensified. As time goes by, previous controversies are
going to be less and less important and gradual integration with political and
economic structures of the
EU
is going to make both countries solve their eth¬
nic-based problems in a more satisfactory way. |
