In
2010
Kraków
is celebrating a centenary of one of the most important events
in its history. The expansion of the city s boundaries in
1910
was the first admini¬
strative transformation conducted on such a massive scale, and was fittingly called
the establishment of Greater
Kraków.
It was thanks to that major expansion that
the city could be transformed into a modern urban agglomeration.
At the beginning of the 20th century
Kraków
had practically no opportuni¬
ties for development, especially in terms of economic growth. The city s area was
merely
5.77
km2
(6.88
km2 including
Błonia
Common
-
the
1.11
km2 of greene¬
ry which was also part of the city). The population that inhabited this tiny area in
1910
was over
103,000.
The City of
Kraków
was surrounded by
14
neighbouring communes. The strict
regulations that thwarted Krakow s development so effectively did not apply the¬
re. In fact, it was due to Krakow s weakness that the neighbouring communes co¬
uld thrive, which, in turn, reinforced the stagnation within Poland s former ca¬
pital.
The issue of expanding the city s boundaries had been on the local authorities
agenda for years, however, the fact that this project was finally launched was the
personal achievement of the then Mayor of the City of
Kraków Juliusz
Leo.
By the end of
1903
the
Kraków
Municipality had sent official letters to the
neighbouring communes asking them to join in the project. The first negotia¬
tions commenced in
1904.
On
19
September
1907
the City Council passed the
bill on the expansion of Krakow s boundaries. Two years later, on
18
Decem¬
ber
1909,
the Governor s Office based in Lvov issued a directive on the
annexa
-

tion
of the neighbouring communes into
Krakow
that would go into effect on
1
April
1910.
Following the implementation of that directive, the city had gained ten new
districts which were named and numbered as follows:
Zakrzówek

Dçbniki

Półwsie

Zwierzyniec

XIII,
Czarna Wieś
- XIV,
Nowa Wieś

XV,
Łobzów
- XVI,
Krowodrza
- XVII,

Over the next few years further communes were incorporated into the city.
On
1
April
1911
the
Kraków
City Council gained administrative control over
two new communes which were transformed into District IX
-
Ludwinów,
and
District XX
-
Dąbie.
Yet another commune
-
Płaszów
-
was incorporated into the city on
1
Fe¬
bruary
1912,
becoming Krakow s District
XXI.
The last administrative unit annexed as part of the Greater
Kraków
project
was the Town of
Podgórze.
By the time
Podgórze
became Krakow s District
XXII (1
July
1915),
World War One was already underway.
Mayor Leo could legitimately admire the result of the many years of his hard
work with much pride. He did realize, however, that this was merely the begin¬
ning of the city s transformation into a metropolis. At that time
Kraków
was,
indeed, great, but it mainly applied to the sheer size of the city: in the course
of the annexation process its area had grown to
46.90
km2, while its population
had increased to
183,040.
On
1
April
1909
the City Council passed a resolution that a public contest
be launched to select a comprehensive regulation plan for
Kraków.
Expectations
were high: the Council sought bold, spectacular designs whose grand scale wo¬
uld help to create a truly Greater
Kraków .
Nine entries had been submitted
in the contest. Alas, none of these grand city designs was executed
-
the plan
was thwarted by the outbreak of World War One and Poland s subsequent eco¬
nomic problems following the reinstatement of the Polish state after the many
years of foreign rule. The only investment associated with the idea of regulating
Greater
Kraków
which came to be accomplished already in the interwar period
was the construction of the Three Bards Avenues
(Aleje Trzech Wieszczów)
-
one of the best and the most visionary designs in Krakow s history.
Several ventures commemorating the creation of Greater
Kraków
also dese¬
rve a mention here.
On
25
November
1924
the City Council passed a resolution to name one of
the streets in
Kraków
after
Juliusz
Leo; one of the clearings in
Wolski
Forest
was also named after Mayor Leo.
An imposing tomb commemorating the great mayor
(Juliusz
Leo died on
21
February
1918)
was built at Rakowicki Cemetery. The monument, designed
by
Czesław Boratyński,
was founded by the municipal authorities and consecra¬
ted on
27
February
1927.
An ex-voto expressing people s gratitude for the creation of Greater
Kraków
is
St Stanislaus
Kostka
Parish Church in the
Dçbniki
district; the decree to built the
church was passed by the City Council on
16
April
1910.
The impressive edifice,
designed by
Wacław Krzyżanowski,
was built from
1932
to
1938.
Another form of commemoration is the fresco decorating the
façade
of the
south wing of the Town Hall building. The frieze underneath the eaves features
a heraldic depiction of the establishment of Greater
Kraków,
with the coats of
arms of the communes which had been incorporated into the city as major ele¬
ments of the composition.
We should also mention the comprehensive book discussing the creation of
Greater
Kraków
titled
Kraków. Rozszerzenie granic
1909—1915
[Kraków.
The
expansion of the city s boundaries in
1909-1915]
published by the then Mayor of
Kraków, Karol
Rolle
and the Urban Commune of the Royal Capital City of Kra¬
kow in
1931.
The only monograph on Mayor Leo published to date was written by
Dr Ce¬
lina Bąk-Koczarska
of the Historical Museum of the City of
Kraków.
Her book
