The organization of space
Summary
Between the fourteenth and sixteenth century
Dubrovnik
(then called Ragusa)
experienced the greatest period of prosperity. Freedom from a burdensome
supremacy of Venice, achieved in
1358,
and adoption of protection from distant
rulers of Hungary (under which the city remained formally until
1526)
created the
conditions for the development of an autonomous political activity. Consequently,
despite of its small size,
Dubrovnik
became an important political factor in the
Western Balkans. Although Ragusa could not openly oppose the powers of
Venice and Turkey, the city was able to influence their policies and to effectively
compete with smaller neighbouring countries.
ItisinterestingthatthedevelopmentofDubrovniktookplace under unfavourable
external conditions due to the Turkish invasion of the Balkans. Since the mid-
fifteenth century the territory of Ragusa was surrounded by the possessions of
the Ottoman Empire. Since
1458
the city had to pay tribute to the Sultan, which
started an uncomfortable double Hungarian-Turkish dependency.
This work is devoted to only one aspect of the history of medieval Ragusa,
i.e. the organization of space. The concept of „space we mean both in the literal
sense, as a real urban area closed by the city walls and filled with private and public
edifices, as well as figuratively, as a space for political and social institutions and
defined ideology. Part of „space in this sense is a „private space i.e. for example
structure and functions of
Dubrovnik
homes or suburban villas as well as the
functioning of the family, the role of father and child rearing.
After a detailed analysis of the issues the author came to a few basic
conclusions:

General framework for the organization of the political system of
Dubrovnik
began to shape during the period of Venetian supremacy. Even before
1358
constitution of Ragusa began to evolve, probably with the approval of (and
perhaps even cooperation), the Venetians. The role of meetings of the city
residents
(arenga,
concio)
decreased and the Great Council became more and
more important. It took over the right to represent Ragusans.
2.
Ragusans obtained high degree of autonomy during the negotiations with the
king of Hungary in
1358.
They took advantage of this situation with amazing
restraint and moderation. Seemingly little has changed but in fact Ragusans
made a deep reorganization of the system by changing the competence of major
organs of the state. The Great Council took over the legislative powers, and most

executive powers, which previously belonged to Venetian count {comes). Since
the mid-fifteenth century we observe a growing impotance of the Senate. That
was accompanied by an expansion of its size (but it was kept within the limits
of reasonable proportions) and increase in the frequency of its meetings The
members of the Senate received a special legal status. Studies do not confirm,
however, deeper cracks within the nobility and the existence of rivalry between
families
{casate). In
particular, for the fourteenth-fifteenth century, the theory
about the existence of division into clans seems to be doubtful.

Based generally on members of the nobility (i.e. amateurs)
Ragusane
managed
to create a well-functioning mechanism of public services. Worthy of notice is
their pragmatism and unusual ability to modify the previously adopted solutions
(for example the organisation of judiciary).

One of the biggest achievements of Ragusa (generally underestimated in the
studies) was to spread its power to neighbouring areas (so called districtus) and
gaining subordination of several islands. Taking into account the great social
heterogeneity of the incorporated areas (mental, legal and religious) and political
complications (e.g. Konavle) this process ran relatively smoothly. Separatist
tendencies appeared infrequently and never constituted a real threat.

Ragusane
were very keen on maintaining a high external prestige of the
Archbishop of Ragusa. On the other hand, since the time of Venetian rule, they
steadily reduced the political
nad
economical importance of the Archbishop inside
the country. From the beginning of the fifteenth century it was legally prohibited
to choose the Archbishop from the ranks of Ragusa clergy.
6.
Ragusan policy towards the religious orders was stable. Government tried
to establish independent structures and gain control over the authorities of all
orders.
Ragusane
achieved excellent results here. The creation of the Benedictine
Congregation in
1528,
the Franciscan
Vicariate in
1484
(raised in
1517
to the
rank of the Province), and in
1486
establishing the
Dubrovnik
Dominican
Congregation was the best proof.

A very good organisation and economic prosperity allowed for a radical
reconstruction of the city. Although the urban layout was basically mapped out
at the beginning of this era, in the fourteenth-sixteenth century the overall image
completely was changed. New public buildings were erected and the city received
a sewage system, paved streets and the aqueduct. Ragusa walls were completely
upgraded.

As far as the marriage is concerned in medieval
Dubrovnik
there was the
Mediterranean pattern of marriage. Typically, a much older man married a girl
ten years younger. There was also a very high percentage of bachelors
(40%
of
men in the stratum of the gentry in the fifteenth century).

A complex family dominated inside the
Dubrovnik
nobility, in which adult
members were living in the community. There were two main types of family: the
commmunity where grown sons lived under the authority of their father
{patria
potestas) and the community of brothers (communitas
fraterna). In
accordance
with the principles of Roman law father s position was very strong. Characteristic
feature of medieval
Dubrovnik
was liberal treatment of extramarital relationships,
at least with regard to the relationship between married men (especially noble)
and unmarried women.

Generally speaking
Ragusane
perfectly combined pragmatism, efficacy
and conservative principles which were the basis of their country. Despite the
rapid political and economical changes, which took place in the Balkans in the
fifteenth-sixteenth century, a small group of Ragusan nobility was able not only
to preserve the monopoly of power in the country, but to strenghten it. At the
same time, relying only on members of their own social group, they built an
efficient administrative and judicial apparatus which, without modifications, was
able to ensure the smooth functioning of the state over the centuries.
