Economic Reforms in Czechoslovakia in
1950s

1960s
and Slovak Economics
SUMMARY
The main objective of the presented monograph is to pay attention and to stress the
importance of the economic reform, which means the effort to improve the steering
of the so-called socialist economics by preserving the existing social order. The atten¬
tion is focused especially on
1950s
and
1960s.
Simultaneously, the authors ambition is
to analyse the impact of these reforms on the economics of Slovakia, which, although
inhabited by a sovereign nation
-
the Slovaks, wasn t in an equivalent position, taking
into account the whole structure of the state, in comparison with the Czech nation and
the Czech Lands. The economic development in Slovakia and Czechoslovakia in the
immediate after-war period made a application of a planed (controlled) economy much
more difficult, then expected by its adherents. Attempts to reform the existing econo¬
mic model as a logical result of the failures and dysfunctions of the state-controlled eco¬
nomy were created and implemented in order to ameliorate the system of a centralised
administrative
bureaucratisation
of the so-called socialist economics. Undoubtedly, it
is a paradox that by all these attempts for an economic reform a more active approach
was evident towards the economic categories (in the sense of their implementation)
typical for the free market economy. The particular authors of these reforms were aware
that the economy cannot develop or cannot be controlled without taking into acco¬
unt the basic economic theories, such as price, profit, rate etc.

the fact, that the Czechoslovak economy compulsory entered into foreign trade and as
such was confronted with other economies. Special attention has been paid to Slovakia
in the context of economic reforms in Czechoslovakia in
1950s
and
1960s
in order to
verify the impact of these reforms on Slovak economy, since the government officially
proclaimed the support of economic growth of Slovakia. Despite of the positive aspects
resulting from the economic reforms and their positive impact on the steering system,
there were also some negative impacts on the Slovak economy that were more percep¬
tible than in the Czech lands and Moravia, which cannot be underestimated. This fact
was given by the existing position of power of Slovakia in Czechoslovakia that means
the asymmetric state-constitutional model of the state. On the other hand, these nega¬
tive factors partly resulted from the fact that the conditions of Slovakia such as its needs
and sources given were not fully taken in consideration by the economists when prepa¬
ring the economic reforms. These were based on overall economic situation, which was
synonymous with the Czech lands. This fact led to the strengthening of demands for
an increased (perceived as more just and legitimate) jurisdiction of the Slovak national
executive authorities. That s why in January
1968,
after Alexander
Dubček s
assumption
of office as First Secretary of the Communist Party of Czechoslovakia, the
fédéralisa¬
tion
of Czechoslovakia has been considered. It is understood that the
fédéralisation

the state couldn t be a panacea for all problems, especially the federation based on the
so-called socialist order.
The economic reforms of the
1950s
and
1960s
were important also from the point of
view of the political development of the country governed by a Soviet-type commu¬
nism. Although the first economic retorm wasn t so far-reaching and the political sys¬
tem wasn t really endangered by putting it into practice, the more ambitious second
economic retorm was hitting the wall and in the existing political situation couldn t be
realised without threatening the compactness ot then socialist state in Czechoslovakia
and in the consequence the whole Eastern Bloc.
