Coping with Migration
Aid for Economic Migrants from the Polish Lands
to Beginning of 21st Century)
The book presents the issues of economic migration from Polish territory
over the past
150
years and earlier from a different perspective than previous
studies on migration. It draws attention to the phenomenon of risk accompa¬
nying migration associated with work-related travel, difficulties, threats, and
crises which migrants have experienced, and on the other hand
-
the pheno¬
menon of extensive and diverse activity for the support and aid to migrants,
which have also been a constant element of the migration processes.
The primary objective of this research was to identify and describe the
forms of aid to migrants which occurred in the history of economic migration
from Polish territory, and to determine their role in the progress and success of
migration processes. The work presents the question of factors stimulating aid
and support for work migrants and seeks to identify the regularity of social life
that allows for the explanation of the phenomenon of various forms of assis¬
tance emerging, which individual migrants, groups, and entire communities
have received.
The history of migration from Polish territories set the time frames of the
work in a natural way, thus the breakdown of the content considers respecti¬
vely: the times of partition, the twenty-year interwar period, the years of com¬
munist Poland and the period of socio-economic and political transformation
after
1989,
and ultimately, the so-called post-accession period, counted from
the date of Poland s official entry into the European Union on

May,
2004.
The large introductory part of the book indicates the lack of extensive
analyses in existing studies on migration, of issues concerning aid to migrants
which take into account the whole of Polish migration processes. This problem
has been presented against a background of theoretical concepts of migration
dominating in the social sciences, especially compared with sociological con¬
cepts of greatest interest to the author, but also in indicated explanations of
migration processes in the field of economic theory and political science.

Summary
Until World War I, emigrants in the Polish land of all three partitions were
not sufficiently protected by law and therefore were vulnerable to abuse and
exploitation by dishonest recruiting agents and false propaganda in favor of
travel, unreliable intermediaries and conductors in transport of seasonal wor¬
kers and exploitation by employers. The first chapter of the work examines
these problems, focusing primarily on presenting those forms of care for emig¬
rants, which in the absence of state structures, have been undertaken by the
Catholic clergy (especially bishops of the dioceses of
Tarnów
and
Kraków,
and
many parish clergy), as well as the first social welfare organizations emerging at
the time (including the Polish Emigration Society in
Kraków
and
Lwów,
the
Ukrainian Emigration Society in
Lwów,
the Society for the Welfare of Emig¬
rants based in Warsaw, and the Society for the Welfare of Seasonal Migrants in
Poznań).
The second chapter, analyzing migration during the interwar period, desc¬
ribes attempts at developing Polish state emigration policy aimed at facilitating
economic migration abroad, which was the purpose of establishing internatio¬
nal conventions on migration with other European countries. Some govern¬
ment agendas, led by the Emigration Office coordinating the whole of emig¬
ration processes, the state agency offices for work abroad, and the Polish
consular services, have played an important role in efforts to support migrants.
In addition to assistance from the state, which proved to be insufficient in
supporting migrants in their various difficulties and risks, other social entities
were involved: the structures of the Catholic Church of the Latin and Greek
Rites, and social organizations. The latter developed their activity mainly in the
borderland voivodeships, where problems of abuse towards migrants occurred
with particular severity and on a significant scale. Welfare Societies in eastern
Lesser Poland (southeastern Poland) were organized separately for Polish,
Ukrainian, and Jewish emigrants, but interacted with each other (for example,
in
Lwów),
and conducted similar activity. The Church independently conduc¬
ted activity to support migrants, having its own measures of influence on po¬
tential migrants (preparation for departure and care for the families of mig¬
rants), and also for those abroad in seasonal work (travelling of pastoral wor¬
kers with religious service to migrant communities).
The third chapter examines a long period
(1945 - 2004),
diversified in terms
of the conditions and dynamics of economic migration from Poland. Economic
migration, as well as aid for migrants during the period of communism, were
limited and consisted largely of gradual mitigation of the rigorous policies
concerning travel, and with time, organization and facilitations by the govern¬
ment for collective migration on contracts to some countries. Departures du¬
ring the period of Solidarity and after the period of martial law, and especially
during the years of socio-economic and political transformation in Poland, have
highlighted the importance of migration networks not only as an effective
