Destroying to Create.
The Germanization of the
Żywiec
District by National Socialist Germany
1939-1944/45
The spread of German control throughout Poland in the fall of
1939
created
a functioning problem in many areas of the Third Reich. One of these areas was
Germany s political approach toward Jews and Poles and the discussion of the future
of Germany in relation to other nations. While the Nazis were already able to imple¬
ment their racial theories towards Jews from
1933-1938,
they had to wait to unite
theory and practice concerning the Poles until the fall of
1939.
The actual implementation of national politics concerning annexed Polish territo¬
ries, did not always match up with the plans developed in Berlin. As it happened, the
interest of local governing officials as well as military economic and social conditions
of the particular place determined the practical outcome of these plans. Addition¬
ally, personal interdependencies, viewpoints, ambitions, and limits of personnel also
played a factor.
The reality of this condition also affected the Silesian province. In the beginning,
the German administration of the Silesian province, which remained under the ideo¬
logical views of Gauleiter Wagner and the Katowice district superintendent Sprin-
gorum, focused only on displacing those Poles who were suspected of being likely to
become part of a resistance movement against German rule.
Starting the latest in
1939, Von dem Bach-Zalewski,
a high-ranking officer in
the
SS
and the police in Wroclaw, had an ever increasing role in the decision-making
of the displacement policy. His en-masse displacement vision and intentions extend¬
ed beyond the selective, less-invasive concepts of the Wagner-Springorum duo. His
projects (e.g. deporting

to

thousand people a day) had the possibility of success
as long as General
Guberně
Governor Frank, although reluctantly, was still receiv¬
ing those unwanted people in his quasi-state. The ambitions of
Von dem Bach
were
partially materialized by
„Aktion Saybusch . Von dem Bach
should also be credited
for choosing the
Żywiec
district as the first within the Silesian province where dis¬
placement and colonization began. Up to today, it is impossible to give a satisfying
answer as to why the
Żywiec
district became an experimental area for the Upper
Silesian structures of the RKF. There were long-term plans to turn the
Żywiec
and

parts of the
Bielsko
and
Cieszyn
districts into a resort and recreational region. Because
of these plans, it remains a mystery as to why the
Żywiec
district was chosen first
as the experimental playground for the displacement agenda. It is possible that the
professions of the German settlers could have played a role in settlement ideas of the
Silesian province. The Germans from East
Galicia,
and especially from
Bukowina
re¬
gion, inhabited highland or mountain areas and were mostly employed in the sector
of forestry. Forestry was also a main sector in the
Żywiec
district, and the Poles living
there were also to some degree knowledgeable about working in the tourism sector.
One should not concentrate too much on the fact that the
Żywiec
district was
chosen first for beginning the resettlement process, as it was necessary to start some¬
where.
Ifit
had not been for an end to the deportations to the GG in March of
1941,
„Aktion
Saybusch would have only been the first of many such undertakings contin¬
ued in the other districts of the Silesian province.
It is also interesting to see that the resettlement process in the entire Silesian prov¬
ince was very slow. For example, in
Pomerania
and Greater Poland
(Wielkopolska/
Warthegau), deportations already began in the fall of
1939,
whereas
„Aktion
Say¬
busch in the
Żywiec
district only began on September
23, 1940.
One reason why
it started so late could be due to the behavior of Gauleiter Wagner whose approach
to the situation was guided by pragmatism and economy rather than racial and na¬
tionalist ideology. Another contingency that slowed down the ambitions of
Von dem
Bach was a lack of a proper
SS
administration, which began to function in Katowice
at the end of
1939
and took the entire year of
1940
to extend into the
Żywiec
and
Bielsko
districts. In the end, it was
SS-Reichsführer Himmler
who pushed on the
RKF to begin the resettling.
„Aktion
Saybusch , which lasted from the end of the summer of
1940
until January
and February of
1941 -
and in some cases spring of
1941 -
should be considered an
organizational success for the
Von dem Bach
team. The brain behind the operation,
however, was Dr. Fritz Arlt, one of
von dem
Bach s subordinate. He used the opera¬
tion to consolidate his power in the area of colonization and agricultural policies, which
used to be part of the public central administration of agriculture and food supply.
It s also important not to forget that
„Aktion
Saybusch was a test for the ability
for three organizations of the Reich to cooperate in regards to displacement, deporta¬
tion, and resettlement plans. The success of the test, which incorporated the
Landrat
Eugen Hering, NSDAP, SS/RKF,
continued until the end of the occupation.
After the war, Herning blamed all his nationalistic politics, which were put into
action in his district on the
SS
and the Gestapo. However, hundreds of documents
show that the
Żywiec
district next to the
Bielsko
and
Blachownia
districts underwent
a very intense attempt at Germanization. None of the documents show that Hernig
opposed this process or the methods that the
SS
and Gestapo used.
From
1941
to
1944,
the successors who continued the colonization after
Von
dem Bach,
Gauleiter
Bracht,
and two following chiefs of his staff Arlt, and
Friedrich
Brehm,
did not have the freedom of planning in regard to the colonization of the

border regions of the Silesian/Upper Silesian province in terms of the
„Siedlungsak¬
tion Buchenland
as
Von dem Bach
had in
1940.
The reason was that the deportation
transports were too big to accommodate in the GG. Paradoxically at least until
1942,
they had a very effective method of displacement/settlement within the structures of
SS/RKF.
The speed at which the colonization went forward starting in
1941
was impacted
by circumstances that were beyond the control of regional administrators. The war
effort, which became ever larger, kept involving an ever-increasing number of Ger¬
mans. This in turn prevented them (especially soldiers) from participating in the divi¬
sion of agricultural lands and industrial plants grabbed by the Reich. As a result the
deportation and removal of Poles from the districts in question slowed severely. The
German leadership decided to keep Poles as temporary administrators of farms, and
craftsmen s shops. The administration of the Reich did not want ethnic Germans to
take over administrative duties (till the Germans from within the Reich would take
over the property as owner) out of concern that they would become resentful for
being used in this manner. At the same time, however, the German repatriates who
were staying in temporary camps wanted to be compensated for the property they
left behind in the east and were becoming restless. The increasing pressure of the situ¬
ation partially contributed to
Heinrich Himmler s
decision to increase the percentage
of incorporated land destined to be owned by the repatriates from
25
to
50
percent
of the districts.
Himmler s decision created the necessity to find a very effective way to remove
Poles from their property. It was complicated because the GG stopped being an op¬
tion for deportation. The GG had already been flooded to excess by earlier transports
of Poles and Jews. Initially the Poles, who were disowned of their lands and posses¬
sions, were moved to various locations in the immediate vicinity, which in the
Żywiec
district lasted throughout all of
1941
and the early parts of
1942.
Eventually, the oc¬
cupational administration ran out of space and developed the idea of „Polish Camps ,
which were a surrogate of the earlier deportations into the General
Guberně.
From
these Polish Camps, which were located along the edges of the Silesian province, Poles
would be moved to areas all over the Reich to be put to work either on farms or in
arms production.
On September
17, 1940
a few days before the beginning of
„Aktion Saybusch,
an
ordinance regarding the property of the citizens of the former Polish state went into
effect throughout the entire Reich. This ordinance sanctioned the immediate con¬
fiscation of all the property owned by Poles. Not only those Poles who were forcibly
moved to the GG or later the Polish Camps were affected by this decree. The decree
also afFected those Poles who remained and were suddenly only the administrators of
their farms and craftshops.
It is important to realize that when talking about the tragedy of those who were
deported into the GG or the Polish Camps, one also needs to consider those who
stayed behind. In response to resistance, theft, or black market trading, tens of Poles

were shot on a regular basis by the Gestapo or the police. The situation created by
the invaders, however, made it impossible for the local population to function with¬
out engaging in theft and trading in contraband goods. Taxes, contributions, fines,
confiscations and out-right robbery on the part of the invader all had all shaken the
foundations of the local population s existence.
The colonization effort undertaken in the
Żywiec
district during World War II
was only a tiny prelude to the plans at colonization that the German leadership was
planning in the east. The colonization of lands conquered in the east was an under¬
taking that the
SS
and
NSDAP
considered to be post victory as opposed to going in
parallel to the war. It was assumed that after German victory, the leadership of the
Third Reich would control an area all the way to the Ural Mountains to establish its
Lebensraum,
space for existence within. With so much territory planned to own within
the minds of these strategists, there seemed to be plenty of space for moving not only
tens and hundreds of thousands of people but entire nations around. It was assumed
that only after victory would it be possible to utilize the transportation infrastructure,
laborers, military financial means, which were tied up by the war effort.
The Third Reich never truly captured a space for existence. The farther to the east
the more nominal was the control by the army of conquered territories. Only the
General Guberene could realistically be utilized as a „dump of nations but already
in the early part of
1941
this option exhausted itself. As a result, even in late
1942
when the soldiers of the
Wehrmacht
were setting up camp at the gates of Stalingrad,
the Germans were still choking within their old borders while tens of thousands of
colonists were stuck on bunks in temporary camps all over the Great Reich instead of
gathering harvests on their new farm lands.
Himmler
never decided to cross the
50
percent reserve barrier put in place to preserve the spoils of land for Germans from
within the Reich out of concern for the morale of German soldiers. Due to ideologi¬
cal reasons, the SS-Reichsfuhrer and the leadership of the
Wehrmacht
thought it was
a grave injustice if the cake of the captured lands was cut up while native Germans
were shedding their blood on the eastern battlefields in the ideological war
(Weltan¬
schauungskrieg).
There is a strong possibility that the soldiers would see it as a betrayal
if the lands incorporated into the Reich were divided before the end of the war.
In theory Fritz Arlt, his successor
Friederich
Brehm
as well as their superior,
Gauleiter
Bracht,
had a lot of influence on the planning and development of national
politics within the Silesian/Upper Silesian province. In practice, however, the true
potential of their power could have only come to light if Germany won the war. One
can however not deny the enormous amount of theoretical work that planners, archi¬
tects, builders and army of officials did during the occupation. For the
Żywiec
region
alone, hundreds of maps, plans and projects were drawn up, tens of councils were held
and an uncounted number of reports were filed regarding many different aspects of
transformation of the colonized towns of the
Żywiec
district.
