Summary
More than sixty years after the event, the Communist takeover in Czechoslovakia in late
February
1948
remains one of the most tragic milestones not only of relatively recent
Czech and Slovak history, but also of the beginning of the Cold War in Europe. It reminds
us why, and with what consequences, the Communists established a totalitarian
régime
in Czechoslovakia on
25
February
1948.
This also leads todays historians to continue to
research the causes and circumstances of this watershed moment, which ushered in one
of the most dreadful periods in the recent history of the Czech and Slovak nations. The
topic of the Communist takeover comprises intertwined questions related both to local
Czechoslovak and to international developments from the Munich Agreement of late
September
1938,
through the German Occupation and the Second World War, to the
limited democracy of the post-war years and the advent of the Communist
régime
in
Czechoslovakia and much of Europe during the early years of the Cold War.
This research must take into account the political developments that preceded the
takeover. Of the many factors between May
1945
and February
1948,
the decisive one is
the fact that the Communists had become the most influential, most numerous politi¬
cal force in liberated Czechoslovakia as early as the spring of
1945.
Their strength had
been made possible not only by the influence and authority of the Soviet Union, which
had played an important role in the defeat of Nazism, but also by the trust of a large part
of the post-war Czechoslovak population. Those people believed that the Communists
had abandoned their more radical political aims, particularly that of establishing a revo¬
lutionary dictatorship of the proletariat, and was now a trustworthy national force that
had taken part in the struggle against Nazi Germany and now, after the war, wanted by
peaceful means to bring about socialism, which had been so anticipated and discussed
in various forms. Few people in post-war Czechoslovakia suspected that the government
programme announced at
Košice,
on
5
April
1945,
had been worked out by the Com¬
munist leadership in Moscow exile, headed by
Klement Gottwald,
and implemented on
instructions from top Soviet functionaries and under their close observation for the three
years since the end of the war. The fact that as early as
1945
the Czechoslovak Commu¬
nists had already held the important ministries of the interior, agriculture, information,
and finance, which they kept right up to February
1948,
turned out in many respects to
be fatal for Czechoslovak democracy.

One of the most important tasks for historians of the February takeover and its conse¬
quences is researching and documenting the victims of Communism in Czechoslovakia.
Closely related to this is the question of the role of the Communist Party as the vehicle
for the establishment and forceful implementation of totalitarian power, and the question
of the instruments and mechanisms of repression
-
particularly the nature and forms of
the work of the Czechoslovak Security Forces
(Státní bezpečnost
-
StB). The develop¬
ment and activity of the anti-Communist resistance as a reaction of no small part of the
population to the post-February developments in Czechoslovakia, the actual potential of
this resistance, and the forms of intervention against it by the Communist regime and its
secret police, are among the still not fully explored aspects of this history.
There is, however, also an important international dimension of February
1948,
for
which we have yet to find an entirely satisfactory answer. Historians still know too lit¬
tle about the active role of the Soviets in Czechoslovakia prior to the February takeover
and also during the government crisis. It would certainly be interesting to know how the
Soviets would have proceeded had the Czechoslovak Communists failed to take power
-
whether the 'Finlandization of Czechoslovakia would have occurred or whether the
Soviets would have ordered Czechoslovak Communists to take up arms against domestic
democratic forces. Other important questions for historians are related to the Sovietiza-
tion of Czechoslovakia, for example, how the February takeover led to the definitive loss
of Czechoslovak political sovereignty and, in its place, submission to Moscow. Much his¬
torical evidence from Russian archives confirms that the public enthusiasm and sympathy
that Communism and the Soviet Union had enjoyed in Czechoslovakia cooled consider¬
ably right after the February takeover.
The conflict in February
1948
was an important event in European post-war history. It
took place on the threshold of the Cold War, which, in particular, divided Europe into two
power blocs for four decades. Rather than being a step contributing to peace and the post¬
war European renewal, the Communist takeover in Czechoslovakia helped to accelerate
the advent of Communist totalitarianism in much of the Continent. The takeover led for
years to the destruction of democracy, the suppression of civil rights and freedoms, the
loss of human life, and an onerous future for much of the Czechoslovak population. The
Communist Party
-
ideologically constructed on the implementation of elements of an
undemocratic system and on the submission of Czechoslovak interests to those of another
foreign power
-
became the
hegemon
of these changes for forty sad years of Czech history.
The February
1948
Communist takeover in Czechoslovakia and its political, economic,
social, and cultural consequences remain an important set of topics requiring further
research. The consequences of the takeover for Czechoslovakia, and also for international
affairs and the long-term social impact of the establishment of the Communist regime in
Czechoslovakia are the focus of this publication. |
