In March
1939
the order in Central Europe changed radically. The state which
had belonged for the previous
20
years to important geopolitical, economic and
cultural factors of European dimension had come to an end.
In the years
1938 - 1939
Czechoslovakia came under the microscope of poli¬
tical and diplomatic elites and broader international audience. As a result of the
expansionary politics of Nazi Germany a serious discussion about the future of
Central Europe started. Great powers were searching for possibilities for on one
hand to satisfy the demands of the Third Reich and on the other hand to preserve
peace in Europe and to protect the political stability of the region. At the end of
September
1938
the peace solution prevailed at the conference in Munich. France
and Great Britain chose to make significant political compromise in order to come
to an agreement with Germany. This led to weakening of their position in Central
Europe and on the whole continent, too. They used their power including the
threat that France will not fulfill its obligation to defend Czechoslovakia to force
the republic to make significant political and territorial concessions. Czechoslo¬
vakia was presented to the international public as a main culprit which was an
obstacle to the peace solution of the crisis and not as a victim of aggression. As
a result of this pressure the country was forced to give up part of its territory. At
the same time, the effort to find a compromise became the basis of a new Nazi
expansion. The Munich Agreement did not satisfy aggressive ambitions of Adolf
Hitler. It had created conditions for later expansion of the Third Reich to Central
Europe and consecutively for the outbreak of the World War II. The liquidation
of Czechoslovakia still remained one of the goals of the Nazi policy. Hitler only
fulfilled his goals which he talked about already during the whole
1930s
and
started to carry them out after the Munich conference in the short period of the
second republic.
Presented collective monograph was written by

historians
-
experts on the
history of Central Europe and Czechoslovakia in the 20th century. It is a general¬
ly accepted fact that March 14th and 15th are important milestones not only for
Czech and Slovak history, but also for the development in Central Europe. Des¬
pite of that these events have not been a subject of broader international research
at international or even domestic scientific conferences which could bring more
complex view on them. As a result of that it has become a collective ambition of
authors of this monograph to offer papers dealing with the significant problems
related to the termination of the Czecho-Slovak Republic in
1939.
They try to
analyze the domestic development, but mostly they set their papers to broader
international frame and considered the attitudes of neighboring countries to the

problems. Apart from the results of the newest and the older research they offer
to the broader professional audience their own interpretations of this turbulent
and significant historical period. March 14th and 15th
1939
brought new era to the
region which was heavily influenced by the direct German presence. The space
for the actual realization of the aggressive policy of Nazi Germany opened up.
The new era, in which Berlin was able to isolate individual victims of its aggres¬
sion and liquidate their independence, begun. This process led to innumerable
human tragedies which are without precedent in the modem history.
The 1st chapter of the book deals with the broader international and domestic
problems of the second republic. The part about international politics comprises
problem oriented papers by
Jindřich
Dejmek, Emilia
Hrabovec, Jan Němeček
and
Miroslav
Tejchman. J. Dejmek focuses on the foreign policy of the dying republic
from the fall of
1938
till the mid of March
1939.
E. Hrabovec writes about the
reflection of the international affairs by the Holy See. J.
Němeček
deals with the
liquidation of the Czecho-Slovak Foreign Service. The analysis of foreign affairs
reflection on the domestic situation of the Czecho-Slovak republic follows. This
relatively short time period can be characterized by radical deviation from the
democratic values preferred during the 1st republic and consecutive construction
of authoritative regimes. This process was different in both parts of the republic
and had been faster in Slovakia. Very important question emerged for the poli¬
tical elites and also for the whole society. It was the organization of state securi¬
ty and the stabilization of its territorial integrity. After Munich Czechoslovakia
was not able to achieve guaranties arising from the agreement. It was a result of
the opposition from the Nazi Germany and the indifference of the western great
powers. After September
1938
the future of the republic was in the hands of its
aggressive neighbor. This allowed Nazi Germany to prepare for the definitive
liquidation of Czecho-Slovakia without any concerns from the military confron¬
tation. Its goal was a political preparation of the operation working with the con¬
cept of internal dissolution or disintegration of the republic.
Significant domestic changes and the parallel foreign policy degradation of
the state to an appendix of the Third Reich together with the loss of many ter¬
ritories resulted in modifications of economy, changes of domestic conditions,
increase of separatist ambitions of the people s party with differences among its
moderate and radical wing. Two parallel conceptions started to be promoted:
one working with the case of instant independence and the other working with
a broader picture and planning to declare independence in future years. These
significant changes starting in the fall of
1938
are described in the papers by Mi¬
lan Zemko, Milan
Olejník, Miloslav Čaplovič,
Josef
Harna,
Valerián Bystrický,
Eduard Nižňanský and Ľudovít
Hallon.
The goal of the 2nd chapter is to analyze concrete problems related to the brake
down of the second Czecho-Slovak Republic. In this case, the German politics to¬
ward its eastern neighbor has its significant place. Some of its aspects are descri¬
bed by Angela Hermann and David Schriffl who consider Slovak autonomism as
a subject of the politics of Hitlers s Germany. In this context there is a significant

observation
that the definitive and final decision of A. Hitler to march to Pra¬
gue was made on March

1939
when the reports about the military action of
the Prague s government in Slovakia came to Berlin. The same conclusion has
been gradually made by Czech and Slovak historiography as well as by the his¬
torians from other countries who deal with this topic.
The next chapter is dedicated to the place of Slovakia and Sub-Carpathian
Ruthenia
or Carpathian Ukraine in the politics of the two neighboring countries
-
Poland and Hungary. Polish-Hungarian discussions about the future of Central
Europe were in the first case influenced by the ambitions of Budapest to revise
the Treaty of Trianon in order to create a common border. These ambitions were
combined with concepts of some barrier against the expansion of Nazi Germany
to Central Europe. The common border should primary include the territory of
Sub-Carpathian Ruthenia which was in contradiction to the Vienna Arbitration
from the November 2nd,
1938.
Hitler gave his permission to fulfill the ambitions
of Budapest only when it was favorable to him from the perspective of adjusting
and justifying the inner dissolution or disintegration of Czechoslovakia. There
was a precise script to this process: occupation of Carpathian Ukraine by Hun¬
gary, declaration of Slovak independence and finally the occupation of the Czech
Lands in order to stabilize and to consolidate conditions in Central Europe.
He could present it to the international audience as a justification or even the
contribution to preservation of peace. In this context, other demands of Hungary
came out.
František Cséfalvay
describes and analyzes the armed operations of
Budapest against the eastern part of the republic in
1938 -1939.
Sub-Carpathian
Ruthenia (Carpathian Ukraine) is also a theme of the paper by
Dariusz Dąbrow¬
ski
and
István
Janek
examines the activities of Hungary towards Slovakia. Ethnic
question was used as an important political tool with a goal (apart from others) to
destabilize Czecho-Slovakia. It is also the theme which can t be described only as
a tool of foreign policy, the so called 5th column.

Simon deal systematically with this phenomenon
in the context of problems considering German and Hungarian minorities.
The 3rd chapter offers detailed perspective on the events from March
1939
in
domestic but also in international context. Papers about international context
focus on propaganda, foreign affairs but also on the reflection of the events in
March among Slovak countrymen in the USA. They are written by

The last chapter is dedicated to the origin of Slovak state which suddenly and
surprisingly emerged on the European map. Authors

and outcomes of these changes for the position of the Slovak state in Central
Europe as well as for the position of the Czech Lands after their occupation by

The epilogue of the book is made from the analysis of the dissolution of Cze-
cho-Slovakia by historians from
1939
till the present day. Both authors

deal in great extent with the introduction of ideo¬
logy to historiography. In this context it is very interesting that after some papers
of different value and scientific asset about this theme by Slovak historians from
the
1960s
(Ladislav
Lipscher,
Ľubomír Lipták,
Bohuslav
Graca,
Jozef Danáš
etc.)
Slovak historiography started to avoid systematic research and writings about
this time period and specially about the declaration of Slovak state. There were
only some sporadic papers
(Ladislav
Suško).
On the other hand, at the end of the
1960s
high quality scientific publications emerged in the Czech Lands
(František
Lukeš,
Robert
Kvaček, Miloslav Moulis, Dušan Tomášek
etc.) which followed the
line of previous works
(Jiří Hájek).
This topic was largely presented among the Slovak historians and publicists
abroad who published monographs
(František Vnuk,
Milan
Stanislav Ďurica
etc.) or memoirs
(Konštantín Čulen. Karol Murín, Jozef Paučo a o.).
There are also
very significant works by German historians
Jörg Hoensch
and partly also by
Jo¬
han
Kaiser. The year
1989
was a big turning point for the interest in this theme. It
was displayed by the publishing of older works by emigre historians in Slovakia
or by publishing of memoirs and diaries
(Karol Sidor s
memoirs) which could not
have been published during the previous years. This process was accompanied
by a fierce confrontation of opinion marked with ideological criterions and inten¬
tions. Events from
1938 - 1939
had been evaluated in numerous synthetic works
in Slovakia and in the Czech Republic
(Jan Rychlík,
Jan Gebhart, Jan
Kuklik). Du¬
ring the last decade there has been much more attention aimed to publishing of
archive documents
(Michal
Schvarc, Martin
Holák,
and David Schriffl), memoirs
of the active participants of these events
(Gejza Medrický,
Martin
Sokol, Július
Stano,
etc.) and information provided by prominent members of the people s par¬
ty
(Valerián Bystrický, Róbert
Letz,
Ondrej
Podolec). There is quite a large source
of documents emerging and this book should be an asset for this push.
This publication is a result of work by the team of historians from several co¬
untries (Slovakia, Czech Republic, Germany, Poland, Hungary and Austria) who
belong to different generations and are employed at various educational and
scholarly institutions. Despite the fact that it is a collective monograph, the pub¬
lication brings (apart from lot of information) also some form of discussion about
conditions and reasons for the dissolution of Czecho-Slovakia which is already
mentioned in its title. As a result of that we had no ambition to come with unified
interpretation which would have forced the authors to work within some strict
prearranged boardings. Anyhow, attempt of this kind would probably still not
be successful because of the high number of authors. The aim of the book is not
to offer synthetic view on given topic because there had been several key works
about this theme published in the context of the history of the Czech Lands. This
is also the reason why the chapter about Slovak question prevails in the mono¬
graph. We consider it to be another entry to the discussion about Slovak, Czech
and Central European history in the years
1938 -1939.
Another significant asset

for us is the fact that this is the first attempt by historians from several countries
to present their views on these events. On the other hand it is important to notice
that it is a subject of permanent discussion often resulting in completely different
conclusions.
