SUMMARY
Subject of this book, as stated by its title, is the Guvernadur-ship1-
Archbishop controversy in Montenegrin historiography. More precisely,
in the centre of its interest is the relationship of Montenegrin histori¬
ography toward one of the largest and most essential ideological and
political confrontations in Montenegrin history in the second half of
XVIII
and first decade of
XIX
century, which would significantly determine
social and national development of Montenegro, its internal organization
and international orientation during the last two centuries. As such, this
book is a unique book about books, precisely it is a book about those
parts of books that are considered as representative reading of the current
Montenegrin historiography, which contain descriptions and exposed
valued judgments on the manifestation and character, that is, on theoreti¬
cal, political, ethical and other implications of decades-long rivalry and
confrontation of ideas and orientation in social and national development
of Montenegro, preferred, on the one hand, by the Radonjic Guvemadurs
and, on the other hand, the Petrovic Archbishops.
Guvernadurship-Archbishop controversy in Montenegrin historio¬
graphy is not in any way a common, accidental, ephemeral and thus a
long-forgotten phenomenon in Montenegrin history. On the contrary, it is
about a process which, although significantly changed its form compared
to its initial manifestations, still lasts, and equally has powerful influence
on Montenegrin political orientation and destiny as well as the time when
it appeared. Because, its essential content does not include neither fight of
certain Guvemadurs and Archbishops for personal prestige and dominant
political influence in the country, nor rivalry caused by dynasty interests
and families vanity, or fight for political (pre)dominance of the first
socially and economically differentiated social groups, which have been
already stringently pushed by
rudimental
„market throbbing into a
general mutual competition and confrontation. Certainly, all that existed in
Guvernadurship-Archbishop controversy, and all that gave it, to some
extent, a character of implacability. However, the essential characteristics
of such controversy arose from different conceptions about the (social and
national) development of the country, that is, different projects of its
foreign-policy orientation, represented by Guvemadurs and Archbishops.
Namely, such projects, of which one followed the spirit of time, in the
Guvernadur

Montenegrin title established at the beginning of

sense that it corresponded with changes that brought civil revolutions in
Europe, and the other inherited the idea of Montenegro as a restoration
nucleus of an old (foreign) empire and economy, and in those same
(medieval) grounds which caused its collapse in the past. Despite that,
Montenegrin historiography never seriously confronted that fact, not to
mention that it never tried to explain its social essence and historical
implications.
Making of this book about the books is not lead by an ambition to
write a book of all books , where this book would be used as a tool to
change, amend, redraft or retrieve any of the Montenegrin historiography
texts, which feature as subject matter of the book, and the purpose of the
book is not to offer its own interpretation instead of the Guvernadurship-
Archbishop controversy interpretation of these texts. The aim of this book,
and its sense, is to contribute, as much as possible, to disintegration of
both methodology-theoretic and strategic-political and ethical basis on
which mythomania, cultomania and conspiracy in Montenegrin histori¬
ography originate and exist, which affected, supposedly for scientific
purpose, the formation of historical awareness which does not correspond
to the social reality nor to common sense. In that sense, it shall not strive
further from an attempt to extremely curiously but also absolutely
accurately, concretely and argumentatively present where Montenegrin
historiography does not strive up to science and theoretical level where
such request may be accomplished, without involving in historiographers
and their commitments regarding that issue.
Apart from the mentioned assumptions there are some special
reasons in the basis of making a decision to have Guvernadurship-
Archbishop historiography as a subject-matter of this book. One of them
is of a principal character and refers to significance which historiography,
as an establishing factor of („historical ) human sense, has for the
development of one society and country. Others belong to the so-called
specific reasons and refer to significance of Guvernadurship-Archbishop
controversy for the development of Montenegrin society and country
during the last two centuries, studying level of Guvernadurship phenome¬
non in Montenegro and debt which Montenegro and its historiography has
toward Guvernadurship, and especially toward the Radonjic Guvernadurs.
Requests of scientific analysis, imposed by such „motivated
structure , make this book a complex research and analytical project. That
project can be realized if relevant historiography evaluations on all key
„constitutional elements and moments of Guvernadurship-Archbishop
controversy have not been found in its focus, and that means on all aspects

of its genesis, ideological, ethical and political considerations and
differences, then contents and forms of its manifestation and implications
of all that to social and national life of the country and its international
orientation and position. On that grounds, the book, apart from introdu¬
ctory and concluding analyzing, then common name register and summary
in foreign language, has four parts, of which each is divided to several
chapters.
The task of the book, contained in the purpose to present a more
actual Montenegrin historiography in a documentary manner, offers as its
own truth on Guvernadurship-Archbishop controversy, has been also
determined by the method of presentation of relevant contents. Particula¬
rly, that means that its attention is not directed toward finding new
documents and arguments which would oppose to already written
subject in question, with the aim to define certain new truths, yet it is
focused to written, that is, to issues contained in relevant texts of actual
historiography and what it considers its i.e scientific truth, on that ground,
or at least its comprehension of essence and meaning of one of the greatest
and by many implications the most important ideological and political
controversies in Montenegrin history. The basic method to present this
topic, which is the subject-matter in this book, is: to show in black and
white , by precise indication of concrete relevant contents presented in
appropriate historiography texts, how Montenegrin historiographers
connect and interpret facts, then, wherewith and how they substitute
eventual absence of arguments for their statements. More precisely,
backbone of the general narration in the book includes, on the one hand,
comparison of different statements of the same author on the same issue.
That enabled insight on which and what kind of unknown terms,
understatements, (un)intentional constructions and misinformation on
Montenegrin historical past, the sense of modern generations is formed
and what they should undertake regarding this issue in order to replace
others myths and tradition based on the past of their country and their
ancestors with that quantity of scientific knowledge which can, with all
poverty of sources and structure be reached.
Such goal and purpose of this book, together with methodological-
theoretical principles on which it is based, have made that its demystifying
campaign for the image of the past offered by Montenegrin historio¬
graphy, does not imply reduction, adjudication and denial of the truth on
Montenegro and those who created and preserved it, but on the contrary,
its emphasis in full and true light. Namely, not by replacement of existing
historical facts with some new, or by use of sources and documents not

having been available before, but by means of some different, more logical
and more persuasive mutual schedule and explanation of those same
elements and moments on the grounds of which Montenegrin historio¬
graphy attempts, and considering the achieved results succeeds in doing
so, to convince that Montenegro was not created and preserved by its
nature and people, but by holy bishops (as Montenegrin historiographers
with enthusiasm and awe refer to archbishops
-
the earthly lords ), with
its supernatural nation-building gift and great emperors (as Montene¬
grin historiographer with enthusiasm and awe refer to Russian monarchs),
with their mercy.
Concerning, however, the research results, they undoubtedly show
that Montenegrin historiography, regarding its relation toward Guverna-
durship-Archbishop controversy, objectively and subjectively, is more
expressed as a set of randomly occurred incidental stories and comments
on something mentioned by someone sometime before and thereby made it
a constituent part of the general narration about certain period in time
and its important characteristics, but as a science which cares about it and
accordingly by means of appropriate methods and principles explain (or at
least to describe) its subject-matter.
As a consequence, it failed to reliably determine any reference
important for evaluation of factual position and role of Guvernadur-ship in
social and national development of the country during the second half of
XVIII
and first decades of
XIX
century. Precisely, it failed to offer any
safe data and persuasive evidence neither for: when, how and why the
Guvernadur-ship appeared in Montenegro; nor when, how and why the
Guvernadur-ship was transferred to the Radonjic family; or how many
Radonjic guvernadurs held that position; or who, when, how and why was
abolishing and abolished Guvernadur-ship in Montenegro; or that Monte¬
negrin archbishops ever had power, not only the one inherited from the
Crnojevic but of any kind; or that the Radonjic Guvemadurs, as leaders
of only bodies of the central authority in the country (of those that there
were and such as they were), could have been the opposition to archbi¬
shops who were never the leaders of those bodies or in position to legally
and legitimately define what someone should do or should not do in a
particular situation; or that the Radonjic Guvernadurs at any time or on
any issue made a mistake in performing the highest political and military
functions in the country; or that Guvernadur-ship was a lower rank than
the archbishop s, correspondent with historical reality of the time and
factual needs of Montenegro; or that internal and foreign-policy effects of
Guvernadurs in Montenegro were smaller and less valuable that results of

foremen of
Cetinje
archbishop; nor that fight of Guvemadurs for the leader
position in the country slowed down the processes of political and national
emancipation of Montenegro, that is, the formation of central power and
general institutional-legal organization and regulation of social life; nor
anything else, that could in any way confirm the story that only pacifier
and statehood prelate were those who, defying the temptations of the
history and cleverly maneuvering between Turkish-Venetian-French-Au¬
strian
Scila
and Guvernadur Haribda, could transform Montenegro from
the
Crnoj
evie
state to the modern one.
The importance of such discoveries becomes even greater, because,
the quite complicated and sometimes even confusing, contemplative
situation , created by Montenegrin historiography, could be explained
only from such discoveries and by using them. This, on one side, offers the
judgments that it was the period of successful fight against Guvernadur-
ship that was the first and true historical period of Montenegrin nation-
building decline and rise, then that the archbishops, as winners over the
Guvemadurs, and precisely because of the fact that they were the winners
against the Guvemadurs, were the founders (sometimes also called crea¬
tors) of the state of Montenegro, and on the other side, it also offers a lot
of data that (despite not being recognized as such by it) prove completely
the opposite. In other words, without such discoveries it is not possible to
understand how and why the Montenegrin historiography could reach the
following conclusion about the resolution of Guvernadur-Archbishop
controversy: that the decision to abolish the Guvernadur-ship had an
extraordinary political importance and that the removal of the last Guve¬
rnadur from Montenegrin political scene had positive implications on
further political life of Montenegrin Vladikat , and in doing so did not
offer any arguments that would oppose the following:
that Montenegro, at time when it succeeded to become free from
guvernadur-ship (by its abolition), had more disputes with its neighbors,
was more odious (closed) toward emancipated expansive West, more
dependant on geographically and in many other ways distant Russia and
less internally organized and ready to independently perform anything,
than in the period of
Šćepan
Mali, when (mainly by his advocating) the
institution of guvernadur-ship was revitalized .
that only factual result of repressing, that is, removing of guverna¬
dur-ship plague was the delay of introduction of civil (profane, secular)
authority in Montenegro, almost for the whole century, and as long preve¬
ntion of including Montenegro into the civilization processes of European
modernism;

that only from shortening the blurred (historical and scientific) sense
it can be determined that Montenegro was more in need of prayers and
curses than the rational ideas and dialogues in the period of the second half
of
XVIII
and first half of
XIX
century, and that Montenegrin tribes
(normally mature enough to resolve all internal issues and even to manage
foreign policy according to the highest legal and moral customs of their
time) could stay together or be persuaded to do something regarding its
organization and emancipation only by fear from God s punishment;
that abolition of Guvernadur-ship was not precondition for develop¬
ment of Montenegro and its statehood, but an act of receding before challen¬
ges of the new society and time, whose high price is still being paid, since
nothing really emancipated in Montenegrin historical courses during last
two centuries has not been done on that side of principles and requests
where it was founded and regarding goals it strived.
Being deprived of the power of perception of such facts and coded
only for that vision of the past when Montenegrin Archbishops were not
considered only and primarily as spiritual leaders, undoubtedly very
meritorious for encouraging the fight against Ottoman Empire, but as a
founders of the state predestined by God s providence, whose mind and
intention could be opposed only from the position of outlaws from true
religion and foreign mercenary , current Montenegrin historiography
still rather perceives Montenegro as a part of Serbian (Balkans), that is,
Slovene-Orthodox state area under the Russian auspices, than as an
independent state. With that mortgage, that is, with that quantity of
imprisonment with myths of the past and debt not only toward Monte¬
negrin historiography itself, but toward belonging science, it hardly can be
more than anything that, as Rovinski would say, resembles more to a
wicked joke, or irony than to the truth . Whether it desires more than that,
i.e. whether it is going to subsist and to develop as a free, democratic
society and an independent country, admired by its residents as the only
homeland and are willing to find the substance of such feelings and
dedications not only in factual goods which it offers but also in
inspirations of its authentic millennium reality which they know, and not
in myths of prisoners of transcendental higher goals , Montenegro shall,
instead of the current historiography school and its production, have to
create another one
