SUMMARY
The Embassy of the Republic of Poland in Moscow
1921-1939
The Embassy of the Republic of Poland in Moscow occupied a particular place on the map
of Polish diplomatic posts in the inter-war period for a number of reasons. Firstly, it was related to
the importance of Polish-Soviet relations, which were crucial for Poland s geopolitical position.
For this reason the heads of the Moscow diplomatic post were among the most important diplo¬
mats in the Ministry of Foreign Affairs. But it was not only political questions that decided the
exceptional nature of the Moscow mission. The lives of its workers differed markedly from what
we generally associate with the work of a diplomat. The exceptional nature of the hosting country,
the state of a new type , had a direct effect on all aspects of the Embassy s activities.
The book contains a lot
ofinformation
on the political activities of the mission s managers.
Their actions and the chaos surrounding them brilliantly reflect the dilemmas facing Polish eastern
policy, wildly swinging between various ideas for establishing relations with the Soviet Union.
It describes both the establishment of the diplomatic post, as well as its winding up in the dramatic
days of September and early October
1939.
A lot of space is given over to the daily life of the mission. Friendship and hatred, love and
betrayal, honesty and lies, none of the human passions were strangers to the mission s personnel.

more mundane things, such as the ways of purchasing
food, which was always difficult in the permanently crisis-stricken Soviet Union; or the methods
of contacting the home country (telegraphs, telephones or in a diplomatic bag). Diplomats also
needed some form of transport.
Foreign diplomats in the USSR were treated as intruders, agents of international capitalism,
always wanting only one thing: to overturn the world s first socialist state. Therefore, they found
themselves under the tender gaze of the Soviet security services. The constant observation, the in¬
ability to move freely through the city, affected the work effectiveness of the Poles in Moscow,
as well as their mental state. All this created the need to react against it, which found its outlet
in alcohol or excessive promiscuity.
While many of the elements characteristic of diplomatic routine were abandoned in the USSR,
some details had to remain. Readers will thus encounter the ceremony of presenting letters of cre¬
dence. They will get acquainted with the Moscow diplomatic corps as well as the opinions

portantly, of both sides: Polish and Soviet

concerning mutual cooperation between the Embassy
personnel and the members of the People s Committee for Foreign Affairs.
The monograph also had to include consular matters. Alongside the Embassy, throughout the
entire period of its operation, functioned a consular division and also a military attache. Following
the experiences with the intelligence services of the Polish People s Republic, it is hardly surpris¬
ing that intelligence contacts and the word agent itself have taken on a decidedly pejorative
meaning. Meanwhile, this type of activity was assessed completely differently during the pen«1
of the II Republic of Poland, treated as a reason for pride and proof of a patriotic demeanour. The
danger of Soviet intervention hung over a renaisscent Poland throughout the entire period we are
looking at. Therefore, intelligence regarding the USSR, especially in the face of the country s po-

liticai and economie
weakness assumed particular importance. The intricacies of the intelligence
work carried out by the attache himself and then by the entire Embassy constitute an unusually
important part of the book presented here.
The book ends with a chapter devoted to the Polish consular network in the USSR. Each
of the consulates deserves separate attention. The author recklessly tries to present them
