SUMMARY
We wanted to link the edition of the first volume of the Military
Chronicle of the Fourth
Znojmo
Border Brigade of the Ministry of the
Interior to the release of the publication Border Guards and Attempts at
Crossing State Borders in the Years
1951-1955
(Pohraniční stráž a pokusy
o přechod státní hranice v letech
1951-1955).
This brigade figures in this
book as one of two regiments whose activity in protecting state borders
was examined.
Besides organizational matters and the construction of the regiment,
the chronicle focuses primarily on presenting the results of guarding
state boundaries and border guard exercise drills. Furthermore, it gives
details of cooperation with the civilian population as well as cultural and
sports events in border guard units. There are minimal preserved archive
sources about these themes. Like other border brigades, the
Znojmo
brigade began keeping chronicles at the beginning of
1956
in an effort to
describe the decade following
1945
and to use the history of the Border
Guards to politically influence their members. Unlike other records
for subsequent years, which compiled reports on individual themes
(the creation of the regiment, duties concerning the protection of state
borders, combat activities, party political activities, cooperation with the
civilian population, sports events, significant developments), thematic
subjects are given priority over annual reports in the initial volume.
The chronicle was not meant for routine use. It was compiled by
the brigade's political department. It belonged among confidential
documents and there were only a few copies in existence. It was supposed
to be a symbol of the border brigade, whilst also serving as a basis for
other forms of propaganda, so that it would not be necessary to rely on
information transmitted "from political training to political training" and
it would also be possible to emphasize desirable examples and point out
deficiencies. Its goal was to provide a politically correct account of the
past of the Border Guards, thereby also creating historical traditions for
the border regiment.
Its text is preceded by a characterization of the military chronicle as
a source and a study of the organizational development of the Fourth
Znojmo
Border Brigade in the years
1951-1955.
The organizational
development of this brigade is presented from the beginning of
1951
(when
it began guarding state borders) to
1955,
when organizational changes
occurred as a result of the departure of Soviet troops from Austria. The
stages for the completion of the regiment's initial organizational structure
are described as is the manner in which the Border Guards incorporated

previous experiences of the system of protecting state borders into its
organizational arrangements. We have also devoted attention to functional
changes at the command level of the brigade and battalions as well as to
alterations in the composition of border troop companies. These trends
were the result of a gradual increase in the brigade's numbers when the
Border Guard command and the Ministry of National Security (Ministry
of the Interior) also began assigning ever-greater importance to the
Czechoslovak-Austrian frontier due to the amount of illegal state border
crossings. The apparatus for managing state border protection duties
was gradually reinforced; a suitable model of rear logistics was sought
for the brigades constituent parts, while there were increases in numbers
in connection with building and maintaining communications as well as
so-called technical sapper arrangements. Reserve troop units were also
enlarged for possible border operations. A considerable amount of space
is given to the organization of border troop companies, both in terms
of the overall number of border guards and how the network of these
companies gradually became more concentrated. The issue of resources
for reinforcing the brigade's units and divisions is also mentioned.
The text of the chronicle is supplemented in the form of cross-
references by passages devoted to commanders of brigade units. As a rule,
these are linked to information on the staffing of brigade commander
posts as well as chiefs of staff, staff departments and rear support.
Besides this, there is annotation dedicated to battalion commanders. The
"ordinary" professional border guard (border company commander) is
only mentioned in exceptional cases, usually in connection with some
operation. More room is given to border guards occupying a position
in the political machinery of the time. Wherever possible, we also
endeavoured to include data in the cross references concerning passages
in the chronicle that referred to attempts to cross the border. We were
not always successful. It frequently depended on temporal data, which
was less precise for the beginning of the relevant period. The publication
is complemented by copies of division plans for border guard companies
from the
mid-1950s.
These were included with a view to giving readers
an idea of the distribution of the resources for frontier protection which
border guard companies had at their disposal, as well showing the
deployment of patrols, the position of wire barricades or the course of the
route followed by the forbidden, border zone.
