Résumé
This book is a part of the series of publications called Searching of the Czech
national interests. This series has a common ground in the conceptual defini¬
tion of national interest that is essentially based on the criteria of relevance,
consensus, and external acceptability. This set of criteria avoids both of the
usual weaknesses of discussions about a national interest
-
theoretical deter¬
mination and normative presupposition. The evolution of the conceptual fra¬
mework is offered in the first chapter.
The following chapters aim at applying this concept in the areas of eco¬
nomic relations, democratization and human rights promotion, and develop¬
ment cooperation. Seven thematic chapters cover a wide range of topics re¬
flecting the national interests in rather geographically distant territories and
overlooked parts of the Czech foreign policy. The analyses cover the inte¬
gration of the Balkans into the
EU,
economic relations of the
EU
with Chi¬
na, the support for Tibet, Taiwan and human rights promotion in China, me¬
dia stereotypes of the global South and the Czech development cooperation,
the legitimization of the Czech transition policy, the democratization poten¬
tial of Burmese ethnic minorities, and the difficult quest for consensus on the
democratization of Iraq,
Besides using a common conceptualization of the national interest, all of
the chapters approach the topics by innovatively applying diverse discipli¬
nary-relevant methodologies. Firstly, the book offers two explanatory stu¬
dies based on the fuzzy group method and qualitative comparative analysis,
and comparative case study. The second group of interpretative studies uses
critical discourse analysis, which is particularly suited to exploring the sou-

of the transition and development policy. Finally, a chapter builds on
the ethnographical approach, which is seldom used in International Relati¬
ons, and a disciplined case study applies the three criteria of national inte¬
rest directly. From a methodological perspective, the book apparently goes
beyond the area of the national interests and could be generally used for di¬
dactic purposes.
In particular, the studies of development and transition policies have
shown a gap between the legitimization of the policy by the objectives of¬
ficially related to the more or less distant regions of the world, and the real
making of the policy, which is anchored in the domestic policy and society.
For example, the transition policy is legitimized by the existence of non-free
societies living far beyond the borders of the Czech Republic, but its sources
are rooted in Czech history and the ethos of important persons in the dissi¬
dent movement. In the same vein, development cooperation is officially led
by the fight against the poverty of the poor population in the South, but fur¬
ther development of the policy must contend with the stereotypes and preju¬
dices of the Czech society. In consequence, the application of the pragmatic
definition of national interest sheds light on the domestic sources of or impe¬
diments to labelling a policy as a national interest.
Most importantly, the contemplation over the synthesis from a criterial
perspective has led the editors to the introduction of a new concept
-
lack
of interest politics . This concept implies foreign political issues that are re¬
levant or at least considered as relevant by the majority of the political eli¬
te but at the same time the attitudes regarding these issues follow from the
positions of major external partners without being substantially anchored in
the society s consensus.
Finally, if the Millean character of the democratic creation of consensus is
highlighted, the book shows that the Czech Republic ranks among its flagship
foreign policies those which are less a result of a negotiated political consen¬
sus than a historically contingent content of opportunities which were ope¬
ned by the expectations of the external actors and exploited by the domestic
elites and groups of experts.
