Climate
change,
driven by the increasing concentration of greenhouse gases in the atmosphere, poses seri¬
ous, wide-ranging threats to human societies and natural ecosystems around the world.The largest overall
source of greenhouse gas emissions is the burning of fossil fuels. The global atmospheric concentration of
carbon dioxide, the dominant greenhouse gas of concern, is increasing by roughly two parts per million per
year, and the United States is currently the second-largest contributor to global emissions behind China.
Limiting the Magnitude of Future Climate Change focuses on the role of the United States in the global effort
to reduce greenhouse gas emissions. The U.S. needs a framework of national goals and policies that help
coordinate and expand the efforts of all levels of government, the private sector, and millions of households
and individuals. It is suggested that as an overarching goal, the U.S. establish a budget that sets a limit on
total domestic greenhouse gas emissions over the next few decades.
Achieving the deep emission reductions that are needed will require a major shift in how the nation pro¬
duces and uses energy. Without financial incentives or regulatory pressure, the nation will continue to rely
upon and lock in carbon-intensive technologies and systems. A national carbon pricing system and stra¬
tegically targeted complementary policies are needed to: realize the full potential of energy efficiency and
low-emission energy sources, advance full-scale demonstration efforts to establish the feasibility of carbon
capture and storage and new-generation nuclear technologies; and accelerate the retirement or retrofit of
emission-intensive infrastructure. There is also a need for strong support of research and development
efforts aimed at creating new, improved emission reduction options for the future.
Limiting the magnitude of future climate change is a long-term challenge, one requiring that response policies
are durable and consistent over time, but also have the capacity for modification as we learn from experience.
