The present monograph includes gratitudes, preface, three char¬
ters, conclusion, literature, bibliography and application with an array
of documentary from Central State Archive.
PART ONE: is entitled „DECISIONS MAKING MECHANISM
IN THE FIELD OF NATIONAL SECURITY", In this part has been
defining the national security as a notion and it has been outlining her
sphere. It has been underlining the peculiarities of the decision in the
field of national security and of the mechanism of his making. It has
been tracing the relationship between the political decision and the
institutionalization of society. It has been taking out an institutional
mechanism of decision making. It has been analyzing a methodologi¬
cal potential of notion for „the competent and responsible circle" as a
method, which lineament a conceptual scheme for researches of func¬
tionality of an institutional mechanism of decision making in the state
and especially on the occasion of the field of national security. It has
been tracing the genesis and the development of (National) Security
Council as differentia
specifica
of „the competent and responsible cir¬
cle" for political decisions making. It has been revealing the nature,
the structure and the content of this specific institutional form. It has
been taking out his functions and importance for the process of deci¬
sion making in field of security of the state in contently and institutional
aspect. It has been considering the clusters of policies that should be
implemented Council.

MAKING FOR NATIONAL SECURITY IN BULGARIA DURING

1991-2007.
MECHANISM OF ACTION OF DECISION
MAKING IN MEMBERSHIP IN THE NORTH ATLANTIC TREATY
ORGANIZATION" have been subjecting to an unified methodological
approach to research, analysis, respectively. And in two chapters have
been examining the constitutional characteristics of the actors from
„the competent and responsible circle" decision-making on national
security of Bulgaria in two historical periods: the time of socialism in
the new democratic development. It has been analyzing the influence of
external factors on the mechanism of decision-making in the Bulgarian
state in the realization of two geopolitical choices of the country
-
the
membership of the Warsaw Pact and NATO, and the very functioning of
the mechanism of action of the actors from „the competent and respon¬
sible circle". Verification of the research hypotheses is as follows:
A/ REGARDING MEMBERSHIP IN THE WARSAW PACT:
1.
In the course of the study hypothesis found confirmation that
it is external factors determine the choice of the country's geopolitical
and domestic factors in the face of the actors from „the competent and
responsible circle" realize it.

Dominate categorical imperative in the spheres of influence
of the United States and the USSR is impossible for prob-
lematization in style
realpolitik
and beyond style
realpolitik.
-
Dominance is a tool to impose political pressure (and/or im¬
pact), economic aid and the parallel military commitment.
-
Among the cast of „the competent and responsible circle"
find foreign, artificial adventitious outside
-
for example Pre¬
sidium of the National Assembly.

Finding new and actually operating rules and procedures, re¬
flecting the actions of even a constitutional mechanism of
defective decision-making.

This confirmed the second hypothesis that the actual
mechanism of action of deciding membership in the military-political
union does not allow for full participation of all actors in the circle of
his claim.

Collectivised kind of political solution does not overcome the
procedural and validate meaningful criteria for competence
and accountability in the process of making it.

This in turn leads to the verification and the third hypothesis
-
the consequences of ideological determination range of actors from the
operation of the mechanism of decision-making in the state. They are
alone "closure" of the opportunities arising from existing perimeter free
to negotiate a budget within the membership conditions.
B/ REGARDING MEMBERSHIP IN THE NATO:
With respect to study membership of Bulgaria in NATO
verification of hypotheses have elevated specific manifestation.
1.
We believe that the first case, rather confirms than rejected.
-
Direct evidence: immediate launch a dialogue with NATO and
the subsequent "event structures" to alliance membership.
-
Indirect evidence: policy pursued by the Western bloc led
by the United States in the Euro-Atlantic integration of
Eastern European countries and especially
-
the war in
former Yugoslavia, the political steps towards Georgia and
Ukraine.
-
The realization of the membership itself is submitted to the
internal factor.
2.
In the mismatch of the processes of hronoreflection after
Malta between internal and external factors leading to the confirmation
of the second hypothesis of the study
-
the actual mechanism of action
of the decision on NATO membership service is implemented by the

government and other actors because of a „the competent and respon¬
sible circle" do not take full ownership.

The decision was formally taken.

In proof of this hypothesis, however, take place and the defect
in the approach of the Bulgarian policy on NATO membership

disavowal of the democratic institutions established
Bulgarian, "officially" overcome existing but strengthened
democratic procedures and rules in the Bulgarian state.

The effect of this approach validated the claim of the third
hypothesis about the influence of ideological determination.
