In theory, minority rights have a bigger importance than it might
seem at first look. In fact, they draw a line between two basic
schools of notion of human rights: on the one hand, there is prag¬
matism based on the benefit of a majority, on the other, the school
of natural law (including Kant) that is based on the inalienable
rights of every individual. Minority rights and, in particular, their
exercise and enforcement are a sensitive indicator of how a given
society implements human and civic rights in general.
The meaning of minority institutions in modern
society

The paper examines the question of importance of minority insti¬
tutions in present-day modern society. Using the situation in the
Czech Republic as a model, it observes the essence of individual
types of minority institutions and their impact on the mainte¬
nance of continuity of original ethnic roots and on the cultivation
of memory of this social and cultural background. In the theoret¬
ical sphere, the paper is based on the proposition that fragment¬
ed structures of modern society work on the basis of fragmented
institutions that often do not intensively cooperate. Along with
other internal functions, they acquire the position of an icon for
an ethnic minority and foreigner s community. When searching
for ethnic roots, one can establish a relationship to them in the
context of maintenance, promotion and consecration of the ini¬
tial ethnic identity.

From the historical viewpoint, one can speak about the first at¬
tempts at emancipation of Romany elites in connection with the
activities of the Association of Gypsies (Romanies) in Czecho¬
slovakia in
1969-1973.
At present, new Romany elites are being
gradually created that take part in the public life through various
foundations and associations. They try to formulate a „national
program within international Romany institutions (Internation¬
al
Romani
Union). The activities have provoked very controver¬
sial reactions both in the academic world (especially among eth¬
nic anthropologists, but partly also among scholars of Romany
studies and historians) and the political and public life. In recent
years, discussions in the academic sphere have also influenced
the general position of the Romany minority in the Czech Repub¬
lic, relationships between their elites and institutions of the state
authorities and the civil service. An urgent need to voice posi¬
tions on these problems from the viewpoint of various academic
fields has arisen. The paper will be mainly orientated on histori¬
cal experience and author s related position on the issues.

The paper wants to use the biography of a Romany woman, a so¬
cial field worker, to show the motivations that lead to overcoming
of social determination. It says what life experiences lead to the
shaping of one s attitude to his own identity, the relationship with
his language and cultural values. A „native speaker is to for¬
mulate the values and to say with what means the set targets are
achieved. The impact of this conscious behavior on relationship
with the minority, which means her own community, the way of
dissemination of certain cultural values within the Romany com¬
munity and control of one s own family. It will say how the re¬
lationship with majority is felt and interpreted and who can me¬
diate mutual relations. At the close of the paper, there will be an
evaluation of the question of the influence of assimilation under
the previous regime on the identity of a „citizen of Gypsy origin
and of the possibilities of integration and of what integration ac¬
tually means for an individual.
Russian cultural elite in the Czech Republic

The paper examines above all the question of self-identification
of the present-day Russian minority living in the Czech Repub¬
lic. It reflects some stages of the research. The first included a cer¬
tain evaluation of the respondents, members of the Russian com¬
munity
(2005),
and the second describes the activities of Russian
cultural institutions in the Czech Republic and its leading person¬
alities
(2006-2007).
Results of the research in the past two years
are compared with previous research conducted in Russia and the
Czech Republic (in the second half of the
1990s
and the early
2000s). The research has arrived at a preliminary conclusion: it
found a relatively modest unity of the Russian community on the
purely ethnic foundation, while there is the prominent role of the

language as the most important and basically the only self-identi-

In the Czech Republic, there are Africans coming from various

differ. There are not many Africans in the Czech Republic and

the public does not take much interest in them. Although a ma- v

jority of Czechs have biased or oversimplified ideas about

and Africans, African immigrants are faced with similar
prob-

lems
as members of other minorities. The working text entitled
„University Graduates from Ivory Coast in Prague examines the
issue of the position of immigrants from Ivory Coast with uni¬
versity education in the Prague environment, their relation with
the majority society and other persons hailing from this coun¬
try. It tries to describe the strategies they have developed in day-
to-day life in search of livelihood and housing. It also wants to
stress that Africans situation here is often complicated by latent
racism, both „new (cultural) and „old, that has survived in the
Czech majority. The text has not set as its aim to submit a theo¬
retical analysis, but a testimony on the people who remain invis¬
ible in the statistics on minorities and immigration despite their
very good „visibility in Prague streets.
English-speaking citizens of the Czech Republic:
teaching of English as a means of social integration

paper is devoted to the results of social and
anthropological research of the creation of a nascent civic society
of English-speaking foreigners with a long-term stay in Prague.
The research was conducted with the methods of shared observa¬
tion of a teachers collective in one of the international language
schools. It was completed with open, semi-structured interviews
with fourteen individuals during two school years.

The research has revealed that the expatriate associations

directly/indirectly connected with social functions in Prague
mostly work as initial launching pads for integration into the
cosmopolitan segment of Czech society. English-speaking web
pages expats.cz and euroexpats.com provide the newly arriving
foreigners with a primary social network ensuring not only in¬
formation about the venues and types of events, but also a guran-
tee that the platforms for meetings are at least partly based on
the elements of Western European organization, providing in¬
frastructure in English. Nevertheless, some expatriates are also
building an alternative social network on the basis of exclusively
Czech society that later becomes primary and dominant for some
of them. International and Czech language schools are a unique
method with which to create such alternatives. Britons, Austral¬
ians, and North Americans, who were the object of the presented
research, use the teaching of English as an instrument for inte¬
gration into majority Czech society, both on the partnership and
friendly bases. Out of the fourteen respondents, four have estab¬
lished long-standing partnership relationships, two of them ho¬
mosexual and two heterosexual, while three are open to a life¬
long partnership with a Czech man/woman.
Ten respondents call the development of integration into
Czech majority society a priority and key to the long-standing or
even lifelong stay in the Czech Republic. As a platform for inter¬
action with the local civic society, they use, for example, the ac¬
tivities in
ajudo
circle, performance in a chamber orchestra, cor¬
rection of translations into English by Czech authors, visits to
the pictures and concerts, canoeing and mountain trekking and,
last but not least, joint household and property ownership of the
above mixed partnership couples.

In the 19th century, Bulgarian associations in the Czech Lands

primarily included students. They had a strong educational pur¬
pose and in ideological terms, they were orientated to the Bulgar¬
ian national liberation movement. From
1880
onwards, Czech-
Bulgarian associations were established, too: the Bulgarian
sedjanka for the cultivation of cultural relationships that was
changing its nature and the Bulgarian Interest Association. In
pre-war Czechoslovakia, most of the student associations advo¬
cated strongly leftist political ideas.

The paper sums up the results of a field research devoted to the
issue of adaptability and integrity of the Bulgarian ethnic group
in Prague. The research examines the problems associated with
the processes of adaptation and integration in which I observed
from what Bulgarians derive their identity and what is their rela¬
tionship with the Bulgarian national consciousness in the circum¬
stances of the stay in the environment of a host society. I also ex¬
amined how the cultural self-reflection of the group is defined,
by what and to what extent it is determined and what is the Bul¬
garians attitude to the degree of their own integration into Czech
society.
Macedonians and their community
institutions in the Czech Republic

The paper seeks to introduce the Macedonian immigration group
in the Czech Republic. Its introduction will characterise individ¬
ual migration waves coming to the Czech Republic from Mace¬
donia during the 20th century until present. Attention will be paid
to the integration of Macedonians into majority society and espe¬
cially to the role of associations of the Macedonian community
in the integration process.

the Czech Republic. This means an explicit look at such associa¬

The paper seeks to highlight the essential role of Greek Ortho- t.
dox church for the Ukrainian minority in the Czech Republic, es¬
pecially in Prague, and to describe its role after World War Two
until
1989,
when it was basically the only mediator in the search
for the contact with the Ukrainian Greek Catholic minority. The
influence of Greek Orthodox church is manifest in the establish¬
ment and existence of Ukrainian community associations after
1989.
Its role is still important as a mediator for the contact with
newly coming Ukrainians as economic immigrants.
Family strategies of Chinese businessmen in the Czech Republic

A case study on the choice and fulfilment of ideas of family stra¬
tegy (links to the country of origin, family inter-generational re¬
lations and inter-generational aid, education, upbringing and fu¬
ture of children, tendencies of integration/disintegration toward
majority society) within the business activities of the Chinese mi¬
nority in the sphere of gastronomic services in the environment
of the Czech Republic.
Associations of Czech community in Ukraine and Russia

The paper will examine the association community life of the de-
scendants of ethnic Czechs now living in Ukraine and Russia. Us¬
ing the retrospect look, I will outline the beginnings of the emer¬
gency of an organized Czech community movement in the first
decade of the 20th century. Suitable conditions for the establish¬
ment of minority organizations in the former Tsarist Russia were
only created by the events of the revolutionary year
1905,
with
their general liberalization of the political and social spheres.
However, the present situation will be the main issue. I will
highlight the places where descendants of Czech immigrants
have been living for over
140
years. The renewal of association
community life was only possible after the disintegration of the
Soviet Union. I will mention the focus and activities of individu¬
al ethnic associations. The paper will also examine the coopera¬
tion with and provided aid of the Czech Republic to Czech com¬
munities abroad.

The annexation of Subcarpathian
Ruthenia
by pre-war Czecho¬
slovakia was an expedient move, but still it provoked significant
emotions in Czech society that was strongly influenced by Slav
ideas. The Russophile faction saw in the new land a virgin coun¬
try destined for fostering of the local, allegedly immaculate, Rus¬
sian national feeling, while the liberal and leftist current ascribed
to the land a quasi-Ukrainian character. Debates were led both
in the press and on the political forum. The governing policy os¬
cillated between a support to the Russian or Ukrainian currents,
but after some years, it preferred the latter. A change only oc-

curred in the
1930s
when, under the influence of an international
threat to Czechoslovak integrity, Prague

policy took side with

the autochtonous,
Ruthenian
scenario. In this era, one can see

an increased fear of the Ukrainian integral nationalism that

economic, social, cultural and ethnic situation in Romania for
civilised Czechoslovakia. In the borderland, they became a sta¬
ble mainstay of the forest and agricultural economy. Here, they

were joined by several families of members of the 1st Czechoslo¬
vak Army Corps in the Soviet Union (from Volhynia and Sub-
carpathian
Ruthenia).
Together, they created a closed society de¬
fined by a distinctive language, culture and religion. Despite their
rapid population growth, their economic position soon improved
and the borderland became their second homeland. Many became
successful businessmen and many of them work in Germany. The
first generation sought a rapid merger with the majority popula¬
tion, while the generation born in the
Tachov
area takes a lively
interest in its origin. Almost all of its members have a positive re¬
lation to their ancestors traditions. Orthodox religion is the main
integrating element. They have three independent Orthodox par¬
ishes
(Milíře, Lesná
and
Tachov)
with churches rebuilt from the
former German churches.

The paper will outline a comparison of social and cultural situ¬
ation of Romanies in the Czech Republic and American Indians
in the USA in the position of a minority. Above all, it will con¬
centrate on the comparison of:
1.
the social and economic posi¬
tion of the minorities within the majority society;
2.
their social
and cultural backgrounds;
3.
the attitudes adopted by the major¬
ity to the minorities; and
4.
the role of elites in the shaping of re¬
lationship between minority and majority societies. Based on the
comparison, it will subsequently try to formulate some parallels
with the social and cultural situation of both ethnic groups and
arising problems.
