Resumé
The fourth in a series of books titled Searching for the Czech Interest, this
volume, like the previous books in the series, uses the cross-cutting concept
of national interest. Well aware of the variety of possible approaches to the is¬
sue of interest formation and implementation, the project, ran by the Institute
of International Relations, tests a deliberative concept on the basis of three
criteria: relevance, consensus and external acceptability. The added value
of this concept is its focus on the democratic legitimacy of political action.
According to this approach, the Czech interest embraces only action, which
is anchored in a broad social discourse, backed by a domestic consensus
and compatible with the attitude of the international democratic community
(primarily the
EU
member states).
Like the other three volumes, this book comprises an introduction to the
Czech debate about the national interest and its political as well as theore¬
tical context
(Petr Drulák).
What follows is a presentation of the concept
itself- the point of departure for the project as a whole (the first chapter by
Petr Kratochvíl).
The nine following chapters represent the substance of the volume. They
are all structured along several key issues: ontology and epistemology, choice
of methodology, method and analytical concepts, and the presentation of the
findings of the empirical study. The individual chapters apply different me¬
thodological approaches and analytical concepts. The authors employ a vari¬
ety of discourse analyses and single case studies but the volume also includes
chapters that utilise grounded theory and poliheuristic theory.
In terms of the topic of the research, the focus of this volume is not on
one core issue such as Czech security policy (for this, see
Drulák-Střitecký,
2010)
or several interrelated issues such as economic relations, democratiza-

(Drulák-Horký,
2010).
What links the research essays
in this volume is their study of the foreign policy making under the conditions
of domestic differentiation. The cross-cutting issue is the constraints on the
policy resulting not only from the variety of approaches and interests of indi¬
vidual policy actors but also from the lack of any interest at all in the policy.
The volume is characterised by its considerable variety of topics of re¬
search. The individual chapters deal with the internal co-ordination of the
Czech European policy and with divisive issues such as the Czech accession
to the Euro-zone, the Czech attitude to the Kosovo crisis and Kosovo s inde¬
pendence, or the Czech climate change policy. Relations with the neighbou¬
ring states are analysed in the context of bilateral Czech-German relations
and the multilateral
Visegrád
co-operation.
The conclusions point to the contribution of the volume as regards further
research of and discourse on Czech foreign policy: the findings, in terms of
both methodology and the application of the deliberative concept of national
interest, are instructive and may be used in studying and/or teaching the topic.
The individual chapters, however, also arrive at specific and politically rele¬
vant conclusions. On the most general level the volume represents an appeal
for building a new consensus in Czech foreign policy and for a rejection of
the policy of
non-
interest.
