Summary
Dictionaries define the Latin word terror (fear, horror) as a policy
of intimidation and the suppression of political adversaries by violent
means. But the political repressions of
1937-1938
carried out by Sta¬
lin and his cohorts, which the American historian Robert Conquest
has aptly named the Great Terror, was different. Robert

led the terror of
1937-1938
the greatest crime of the 20th century .
These campaigns of terror were not caused by a state of emer¬
gency at either the national or the international level. Instead, they
were intentional and deliberately planned campaigns of political
repressions, launched as the result of decisions made by the Polit¬
buro of the Central Committee of the Communist Party of the
Soviet Union, carried out as secret operations, and subsequently also
suspended as the result of decisions made by the political leader¬
ship of the USSR. The choice of enemy also made these political
repressions unique; these campaigns of extermination targeted the
whole of Soviet society at that time—all levels of society and every
socio-political group, including members of the leading Communist
party. These mass crimes of cleansing were deliberately planned in
great detail.
For a long time it was assumed that only members of the Commu¬
nist party (party veterans, the former Communist party opposition,
party staff) and the economic, military, and intellectual elite were
persecuted during the Great Terror. But research from recent years
leads us to conclude that the wide-spread political repressions also
targeted whole national and ethnic populations. Although the repres¬
sion of members of the Soviet elite can be called a Great Cleansing ,
the true essence of the Great Terror consisted of the repressions
against whole national and ethnic groups. These national repressions,
or operations, were directly linked to the suspicion Stalin and other

high-level members of the party had about the existence of a fifth
column within the Soviet Union, whose ranks were supposedly
being constantly replenished by political emigrants and defectors
from various
diasporas.
According to the Peoples Commissariat for
Internal Affairs (NKVD), the main criteria constituting a so-called
crime within these national operations was nationality, as well as
birth in, former residence in, or contact with any of the nations
bordering the USSR.
In
1937-1938
twelve punishment operations were organized in
the USSR according to ethnic criteria. As a result of these opera¬
tions,
346,713
people were arrested, of whom
335,513
were sentenc¬
ed.
247,151
people
(73.6%
of those sentenced) were sentenced to
death.
This publication includes documents from the State Archives of
Latvia pertaining to the repression in
1937
and
1938
of Latvians
living in the USSR. The work also includes a preface, a historio¬
graphy of the political repressions of the
1920s
and
1930s,
and six
chapters.
The first chapter ( Latvians in the Soviet Union ) examines the
historical circumstances leading to the formation of the Latvian dia¬
spora in Russia and its activity in various aspects of life. The chapter
accents the activities of the cultural and educational association Pro
-
metejs , which in one way or another touched the majority of Latvians
living in the Soviet Union at that time. The destruction of Prometejs
in the summer of
1937
and the termination of the Latvian section
of the Communist International in
1936
later proved to be essential
pieces in the subsequent wide-spread Latvian operation .
The second chapter ( The Beginning of Repressions Against
Latvians ) contains documents pertaining to the repression
of Latvians in association with Stalin s fiercest political enemy,
L. Trotsky, and also to Marshal M. Tukhachevskys military-fas¬
cist conspiracy which was fabricated by the NKVD. New waves
of arrests were carried out based on evidence obtained, or rather
beaten, from the arrestees, and this evidence was also used to sub¬
stantiate the Latvian conspiracy .
