In the years
1941-1951
about
33,000
persons were deported for political reasons
from Estonia to distant areas of the USSR, mainly in Siberia. In all, the number of
"nationalities to be punished" was close to
60
in the Soviet Union, and the total
number of deportees amounted to tens of millions. Massive and forced deporta¬
tions of the population were based on ideological aims which consisted in repres¬
sing the segments of society who appeared distrustful in the eyes of Soviet re¬
gime, and isolating them from their native land and culture. The article describes
deportations as an instrument of repressive administration used by the Soviets
from the Russian Civil War until the death of Joseph Stalin in
1953.

Labelling Peasants as Kulaks as a Preparative Step for the March
Deportation by the Example of
Äksi
Parish, Tartu County
Among the persons deported from Estonia in March
1949,
"kulaks" (officially:
anti-Soviet and socially dangerous well-to-do farmers) made up an essential ca¬
tegory. Consequently, the process of labelling peasants as kulaks (started in rural
areas of Estonia in
1947)
can be regarded as one of the preparative steps for the
March Deportation. The article observes, using the example of
Äksi
Parish in Tar¬
tu County, East Estonia, which considerations were followed in selecting "kulaks"
and which role was played by the local Soviet authorities (parish executive com¬
mittees, village councils,
et al.) in
that process. Relationship between Estonian
peasantry and local authorities have been also treated in a broader context of the
Stalinist period in this article.

The March Deportation of
1949
can be divided into four stages: planning, prepa¬
ring and carrying out the operation as well as the expatriation period of the depor¬
ted persons. This article analyzes more closely the so called preparatory stage of
the process, using the example of Saaremaa County, West Estonia, and covering

the period since the adoption of the deportation resolution by the USSR Council
of Ministers on

January until the launching of the operation on
24
March
1949.
It is observed how and when exactly the Soviet secret service determined the
contingent to be deported, and which role was played by other power structures
and local civil authorities in that process.

This article analyzes the role of the Estonian Communist Party (ECP) in the
1949
March Deportation, observing both the role and responsibility of the ECP leading
authorities as well as practical activity of local party apparatus in preparing and
carrying out the deportation operation. Among other things, a question is raised
why the Kremlin charged the secret service and not the local party authorities of
Soviet Republics with the task of immediate organization of deportation.

This article addresses the 'logistic aspect' of the deportation operation in charge
of which was the ministry of internal affairs. The article observes the preparing
and staffing of two concrete transports meant to deport persons mainly from
Par¬
nu
Town and the
Pärnu
County of South-West Estonia, as well as their two-week
journey to Siberia. An overview of the staffs of echelons, their tasks and various
incidents during their journey is given.
Pearu Kuusk. Contingent That Remained Undeported
Before the March Deportation, local security organs drew up documents for de¬
porting about
30,000
persons. According to the "working plan" of the secret ser¬
vice,

20,000
persons had to be deported; the remaining
10,000
were to be kept
in "reserve", or in other words, they would be subjected to deportation in case
the persons from the "short list" could not be captured. It happened so and, to
fulfil the plan, on the second day of the deportation operation
(26
March) those in
"reserve" began to be captured. The article focuses on the persons who succee¬
ded in escaping from the deportation (in the lexis of the secret service "the non-
deported contingent"), and as regards those persons, further steps of the ESSR
authorities against them are taken under closer observation.

Forest Brothers and the March Deportation in Northern Part
of
Pärnu

Common estimates suggest that the March Deportation of the
1949
substantially
liquidated the anti-Soviet armed resistance (Forest Brothers' movement) in Es¬
tonia since the supporters of the guerrillas had been deported and the remaining
rural population was either too frightened or impoverished (owing to organized
collective farms) to help them. The article studies the validity of the assertion
on the example of the Soontaga parish in the northern part of the
Pärnu
County
in South-West Estonia where the best-known group of Estonian Forest Brothers
headed by Hirmus Ants (Hans the Terrible) kept themselves busy.
Olev Liivik. The March Deportation in the Context
of "Estonian Affair"
(1949-1952)
This article also addresses the role of the Communist Party in deportation. The
article focuses on the so called "Estonian Affair", a model action organized by
the Kremlin in the years
1949-1952
against the ESSR authorities, in the course
of which the top leadership of the Soviet Republic was replaced. However, the
cleansing and persecutions concerned the society as a whole. The 8th plenary
session of the Central Committee of ECP in March
1950
reached the culmination
of the "Estonian affair" when the hitherto ESSR leaders, among other offences,
were accused of too lenient treatment of the persons planned to be deported in
1949.
The article tries to find out whether such "leniency" occurred at all and if
it did, then whether the reason was in the humaneness of the local potentates or
whether it was a sheer pragmatic self-interest.
Hiljar Tammela. Rumours About an Impending Deportation as a Mentality-
Historical Phenomenon
During the decade after WWII, word-of-mouth communication played a major role
in interpersonal communication. Reason for it included illegitimity of Soviet rule
in the eyes of Estonian population, tense international situation (outbreak of Cold
War) and a very low prestige of the official Soviet media. Among other rumours,
there was a continuous fright at an impending deportation during the post-war
decade in Estonia, both before and after the
1949
March deportation. It gives
grounds for considering fright at deportation as a specific phenomenon. The aim
of this article is to find out the reasons for the phenomenon as well as its scope
and actual influence on people's behaviour.

Estonian National Museum Documenting Repressions and Reminiscences
In Estonia, Stalinist repressions could publicly be spoken about and their victims
commemorated only since the end of the
1980s.
In the process of re-establishing
Estonia's independence
(1987-1991 ),
the boom of researching Estonia's contem¬
porary history was launched, awareness of Soviet repressions as well as social
attention and care for the repressed were in the limelight. The topic faded into the
background in the
1990s
when in the newly-established independent Estonia eco¬
nomic problems and mundane troubles came to the forefront. However, in current
decade the former topic has been given more attention again. This article offers
an overview of deportation-related memory-work as carried out in the Estonian
National Museum in cooperation with the Rakvere Association of Memento, as¬
sembling the repressed. |
