Summary
Traditionally, state security stands for ability to defend the State as well as its
citizens against external dangers. Nowadays, the notion of the State security be¬
comes interdisciplinary. For many countries, the likelihood of external danger is
declining, whereas threats in areas such as economy, finance, social order, health
and natural environment are at stake. Therefore, state security (which overlaps
with the notion of the national security) is generally understood as the condi¬
tion and process of securing interests of its citizens, society and the state itself
as an institution, in all areas of their activity, against both external and internal
threats and dangers; it is also a process which enables consistent development of
all protected entities and ensures completeness, internal stability and sovereignty
as well as the ability of the state to act as an independent and lawful subject of
international relations.
Political parties, acting as constitutional and legal institutions of the political
system, played a key role in the process of developing the new Polish security
policy. Their vast intellectual contribution to the formation of concepts related
to the external and internal State security, which were examined and assessed by
the parties bodies before their realization by governments. This phenomenon,
and more specifically, the processes of elaborating standpoints of the particular
parties on issues related to security, have not been addressed yet in any detailed
analysis. Therefore, this paper attempts to look at standpoints of the Polish po¬
litical parties on the key issues related to the state security in the period of great
changes in the political system, accelerated development of the country as well as
Poland s accession to NATO and European Union.
The subject of this paper are changing ideas on the Polish political parties after
1989,
examined in the scope of the perception of internal and external threats to
the state security as well as suggested methods of preventing such threats within
specific sectors of the state s activity. The purpose of this paper is to analyse po¬
litical standpoints, indicate their sources and conditions, examine directions and
reasons for the evolution of opinions, their essence, scope, dynamics and contents
as well as verification of suggested research hypotheses.
The paper has been divided into three main parts, which together consisted in
seven chapters, preceded by an introduction and concluded with a summary. The
first part contains an explanation of the idea of state security, an analysis of its struc¬
ture as well as research on the dynamics of opinions related to the State security. It
adopts a homogenous approach to the notion and its meaning and it shows direc¬
tions of the research into contemporary conditions of State security after
1989.
The first chapter deals with features of state security; it also explains basic ideas
related to the category of State security. It describes its tasks and functions as well

as shows the structure of this phenomenon and key processes and mechanisms
with a particular emphasis put on the role and significance of political parties in
the co-creation of the security policy. In the second chapter the features of state
security were considered from different cognitive sectors. This includes classifica¬
tion and characteristics military, political, social, economic, ecological, energy
and information security. The third chapter analyses the time-related dynamics
of changes in the perception of the essence of state security as well as broaden¬
ing its scope. There were also described some new forms of thinking about the
security for the purpose of defining the directions and the rate of evolution of
national considerations related to security against the international discussion on
its understanding.
The second part of the paper contains an analysis of programme ideas
adopted by the Polish political parties in the issues related to international state
security. In the fourth chapter the attempts were made to establish the parties
views on external threats to the state security. It also contains a catalogue of such
threats and the scale of their possible influence. The analysis of threats has been
performed in three sectors: political and military, economic and ecological as
well as humanitarian and social ones. The aim of the analysis was to define the
level of significance and preferences for particular threats outlined in the parties
programmes. The fifth chapter provides an analysis of political parties and par¬
liamentary groups standpoints by referring to their actions undertaken in order
to ensure the external security of state as well as proposals of actions submitted
by the parliamentary parties. Identified actions were classified into three areas:
political and martial, economic and ecological as well as social and military. The
analysis of the standpoints is supplemented with a description of the most im¬
portant actions undertaken in order to ensure international security within the
period of time being the subject of research.
The third part of the paper concerns the internal state security, i.e. ensur¬
ing compliance with legal order and allowing the authorities to exercise within it
their functions. The general purpose of such actions is to protect the individuals
against threats and provision of necessary political, social and economic order.
The sixth chapter attempts to define threats to functioning of Poland after
1989,
as predicted by political parties, in particular the scope and characteristics of
political parties standpoints on elements that have an influence on internal secu¬
rity area. The analysis of threats to internal state security has been performed in
the six sectors: social and political, economic, ecological, energy, public security
and order as well as social health sector. The seventh chapter, which concludes
the paper, presents a role of particular parliamentary parties in developing the
conception of internal security policy after
1989.
The chapter analyses proposals
of actions made by the parties, the purpose of which is to avoid or minimise the
consequences of previously identified threats

undertakings which strengthen
the internal order or improve social and political standing of the country, as well

as living standards of its citizens, which stimulate economic development of the
state, stabilize public order and security, boost confidence in state institutions
and lead to the improvement in social health as well as demographic growth. The
proposals of actions presented in the chapter have been classified into six areas of
analysis: social and political, economy, ecology, energy security, public order and
security as well as health.
The subject order of the contents of chapters applied in the third and the
second part, as well as the chronological order of specific issues allowed both for
presenting the dynamics of perception of the essence of state security, as well as
the dynamics of perception of the state security as indicated in the programme
conceptions of the Polish political parties.
