Summary
THE POLITICAL OPPOSITION IN CIVIL CROATIA
1880 - 1903
During the last two decades and the early 20th century there were two well known
oppositional political parties in Civil Croatia: The Party of Right and The Independent
People's Party.
This happened during the time the Croatian national space was a part of the Austro-
Hungarian Monarchy. This space was not administratively united. One part, Civil
Croatia
-
belonged to the Hungarian and the other,
Dalmaţia
and
Istria
-
to the Aus¬
trian part of the dual monarchy.
Civil Croatia (by the terms of the imposed Croatian-Hungarian Agreement from
1868)
was subjected to Hungarian hegemony. The Croatian oppositional parties fought
it: The Party of Right and The Independent People's Party, which worked side by side
from
1888
until
1902.
During that period they first offered resistance to Viceroy
Ladislav
Pejacevic
(1880-1883),
and then from
1883
to
Károlly Khuen-Héderváry.
By
carrying out the Hungarian policy in Croatia,
Khuen-Héderváry
proved to be a shrewd
and extremely impertinent despot who ruled with the help of the so called People's
Party, which was in fact his own party. The latter continuously had the decisive
majority in the Croatian Parliament and it got that majority with help of the suitable
election law, electoral irregularities and by using repression in order to influence the
voters, ruthlessly carried out by the organs of the regime. The regime's manipulation
with the voters in Civil Croatia was also maximally made possible since the right to
vote was available to a handful of people: only
2 %
of the population.
The Croatian opposition had several political-program views. The Party of Right did
not recognise the existing Agreement based system and they promoted the idea of free
and independent Croatia, acknowledging only the person of the joint ruler in the
Monarchy. The regime viewed the Party's actions as high treason, ascribing to it the
tendency for an independent Croatia outside the Monarchy. The official newspaper of
the Party of Right until
1886
was entitled Freedom, and since
1886 -
Croatia. Among
the distinguished individuals of the Party of Right was the leader Ante Starcevic. The
Party's motto was "God and Croats', since the Party's belief was that Croatia's in¬
dependence and freedom can become a reality only with the help of God and by per¬
sistent struggle. The Independent People's Party recognised the Agreement system but
they tried to revise it according to Croatia's interests. This Party wanted to unite
Dal¬
maţia
with Civil Croatia, the financial independence of Croatia and
démocratisation
of
the social life by expanding the right to vote and getting freedom of the press, public
meetings and associating. Their newspaper was entitled Horizon. Among their renown
members (like
Mato
Mrazovic,
Sime
Mazzura,
Franjo
Racki, Fran Vrbanic, Kosto Voj-
novic, Tadija Smiciklas), the bishop
Josip Juraj
Storssmayer had the greatest authority.
He was formally not included in the life and work of the party, but was altogether very
much present in it.
The endeavours of these two parties to cooperate as an opposition were a difficult
task due to differences in their manifestos, but also because of the personal animosities
between their leaders. They agreed on the first electoral coalition in the
1887
elections
for the Croatian Parliament. They did it again for the second time in
1892
for the Za¬
greb's City assembly elections. After that, by the end of
1892,
they reached an agree¬
ment on joint collaboration. In
1894
they also agreed on the joint public law manifesto
in which they emphasized their desire for the unification of the Croatian lands and
freedom in the frame of the dual monarchy. This manifesto finally removed the stigma
of high treason from the Party of Rights.
The coalition collaboration of the two parties became prominent in many municipal
and city elections, just like the parliamentary elections in
1897
and
1901.
Based on their
1894
joint manifesto the two parties finally blended into a single party in
1902
and used
a temporary name Croatian Opposition, while in
1903
they settled for a permanent one,
The Croatian Party of Right. By their act of uniting, these two parties showed the need
for assembling the Croatian politics and thusly became a role model for the other
Croatian political parties of the public law orientation.
