The project took three years and was completed in 1994. The organization and coordination of research work was performed by the Geographical Institute "Jovan Cvijić", Serbian Academy of Sciences and Arts. The publication represents a complete thematic whole containing all the investigated and treated problems, processes and possibilities of development, and it is similar in content and methodology to the previously published monographs: Trait of Natural Environment and Anthropogeographical-ethnological, Demographic, Sociological and Cultural Characteristics of the župas of Gora, Opolje and Sredska on Š ara Mountain. These three monographs, together with the ensuing fourth under the title "Land Organization, Use and Cultivation in the župas of Gora, Opolje and Sredska", contain the final results of the research work carried out within the framework of the above mentioned Project. The presented research results which were modelled by numerous scientists and experts of different specializations and experience constitute a credible account and a written statement of a period of time. The Project was carried out under unfavourable social, economic, and political conditions that became even worse when the old Yugoslavia disintegrated and divided into several smaller states, the forceful formation of which caused war and forced a great number of refugees to flee to Serbia. Dramatic events began to develop in the area under research, thus worsening the existing and introducing new problems of development with unpredictable consequences. When the former Yugoslavia disintegrated and its former republic Macedonia became an independent state, the area of the župas of Gora, Opolje and Sredska on Š ara Mountain became a border zone. These unfavourable conditions and dramatic events did not terminate the research work. The difficulties were overcome by the persistence and enthusiasm of the research team, which is attested by the publishing of this 351 monograph. During research work the analysts cooperated well with each other and established good communication on the scientific level which encouraged interdisciplinary imbuing and checking of the findings, knowledge and results. Furthermore, argumentative and science-based contradictory opinions and positions were not avoided and they also found their place in these monographs. The project as a whole, with its organization and coordination of research work, the systematization, analysis and presentation of the complex matter, as well as with the application of multi-disciplinary methodology, can be considered a unique work of science. It represents a reliable and verified system that is to be applied whenever organizing similar ami related scientific research not only in the field of geography. Many associates on the project holding different degrees in science and having different amounts of practice and research experience contributed to this monograph. They tried to give a detailed analysis of this complex and multi-layer matter of the social and economic development of the ž upas on Šara Mountain and classify it under certain topics. In other words, they tried to explain what went on in this area in the past, what is going on in the present and what can be expected in the future, and they did it on the basis of their own research findings and results and through direct cooperation with other associates on the Project. The research matter of the social and economic development of the Župas on бага Mountain that belong to Serbia was examined on the basis of the results of extensive scientific research works that were verified in the field and direct contacts and consultations with the people who were familiar with the circumstances and problems. The subtitle The Past - The Present - The Future implies that by applying a historical approach an attempt was made to determine in a more realistic way possibilities of future social and economic development and roughly trace the main courses of structural changes, taking into account the concrete circumstances, constraints, and unpredictable events and processes outside the boundaries of the area. Such an approach influenced the systematization and presentation of the content of this monograph. Empirically and analytically established characteristics of the development to date were taken as the basis for defining the main i;oals of a long term strategy, directions and scenarios of development that can be realized. The identification of possible programmes and projects of development was preceded by the detailed analysis and assessment of the stage of development of certain interactive, not isolated industrial segments. This monograph is systematized into four related and interactive parts: The Previous Social and Economic Development, Deve¬ lopment Strategy, Sector Development in the Economy, and Programmesand Projects of Development. Such classification and presentation of the content makes it easier for the reader and user of the monograph to understand the research results and assess the value of the monograph. The first part of the monograph is an analytical multilayer study of the conditions, processes and effects of the social and economic development of the Župas on Sara Mountain in the past and at present. It is based on findings and results obtained and subjected to multi-faceted checking by the researchers on the Project that were combined with the results published in the previous monographs, some of which were used in their original form, while the others were adapted in order to meet the requirements of this thematic whole. This 352 made it possible to check and coordinate the research results from the aspects of various sciences. Following the logic of the applied research procedure, first the mam characteristics of the župas, the size and the borders were identified in order to appraise their position which was found to be unfavourable from the aspects of geography and the social and economic development. In this isolated border and peripheral zone, an undeveloped economy and even social backwardness are imminent consequences. This area has specific development potentials that have not been satisfactorily used or have only been marginally exploited so far, the available natural resources being the first in line. The use of these resources was limited by the striking dissected relief, adverse climate, deterring external influences and specific economic conditions that made the population emigrate temporarily or periodically in order to earn their living in other better developed regions of Serbia and Yugoslavia. An analytical evaluation of the available potentials led to the conclusion that the prime resource in the area is farmland of low quality which is suitable for cattle breeding thanks to the vast pastures on the slopes of Šara Mountain. But the use of the pastures in the traditional way for cattle breeding and sheep raising caused pasture degradation and sapping. The share of meadows and plough land is modest, which is also the case with forests that were devastated and even completely destroyed in the distant past. Besides the pasture land, which is a significant natural resource, the župas on Šara Mountain have high quality water resources and picturesque alpine-mountain segments with highly praised potentials for the development of winter and summer tourism. These favourable potentials have only been sporadically and haphazardly activated and never as a segment of a planned course of action. They have not been rationally exploited, which is also characteristic of the whole of Kosovo and Metohia that was officially treated as an undeveloped area in the former Yugoslavia. Other natural resources in the area are marginal, in¬ sufficiently examined and investigated. They are assessed as specific, not very suitable and degraded due to the long uncontrolled use, and act as constraints for the settling of population and improvement of traditional forms of agriculture. In the ethnological, demographic and economic sense the population that settles the area of the župas has gone through specific processes of transformation. It is characteristic of ethnic and national variety which is a result of the processes of Albanization and Islamization that occurred in the past. The research results show that the Albanian population in the župa of Opolje is constantly increasing and promoting its level of homogeneity. The population of Gora is also homogenous, but it has different ethnographic and ethnologic characteristics, while in the župa of Sredska the population is rather heterogenous as the national structure has considerably changed due to the thinning of the Serbian population in the past several decades. The population that has preserved the patriarchal way of life is mainly engaged in agriculture, primarily cattle breeding which has lost its dominant position over the time. The majority of the population earn their living by temporary and periodical work in the more developed regions of Serbia, and also abroad. As more and more young people under 20 years of age seek employment abroad, which is particularly the case with the župa of Of olje, the active and capable work force, limited in number, live in settlement» that kept the traditional forms of 353 organization and functioning. Employment is rather low with the greatest share of primary less profitable services, so the national income per capita is extremely low which is characteristic of the undeve oped economy in the area. The cause of this undeveloped state of economy lies in the fact that industrialization and urbanization did not take place in the area while the process of deagrarization did. Investments in the building of industrial infrastructure were minimum. To summarize the above, the area in question is facing numerous problems and constraints: insufficient, even meager natural resources, scanty industrial and social funds, and deficient technical and technological infrastructure. In spite of the industrial plant building project realized in Dragas, the economy in the structural sense is undeveloped because it still retains the classical way of earning which is based primarily on cattle breeding. The second part of the monograph contains analytical findings of the development to date and presents a tentative long-term development strategy. We have already summarized the realistic development prospects which are based on human resources and the possibilities of a more rational use of the available natural resources which primarily understands pastures, but also the potentials of tourism still in infancy in the area should be activated. The long-term development should be preceded by changes and transformation of the society and industry whose evolution is slow with unpredictable outcomes. Notably undeveloped eonomy and social backwardness of the area can be overcome gradually by radical changes ш industrial structure, intensification and modernization of agricultural production, development of tertiary services, building of an infrastructure, by establishing and providing for small scale manufacturing plants based on local resources, which primarily understands the production of the so called biologically health food of recognizable trademark and geographical origin. This strategic goal is in accordance with the striving to completely preserve the environment and the extraordinary value of the landscape by developing tourism to an extent adequate to the area. Still, the main goal is the creation of such living conditions and activities of the population, so that its growth would become steady and emigration of the population to other parts of Serbia and abroad would decrease, which would then lessen ethnic differences and dormant tensions. As the base for the realization of the strategic goals of development a tentative projection of the population until 2011 was made and its demo-economic structural change predicted. The projections of employment, national income and other development components are unnecessary and unreliable in the present situation, so instead of them scenarios of future development have been made. There are three possible scenarios: zero, desired and the so-called sustainable. There are no major differences between *he zero and the sustainable scenarios as they both propose the continuity of the existing slow processes of development and sustaining of the current situation w ith no significant changes. The desired scenario calls for a more intense agricultural production by introducing modern methods of earning and organizing, so that rapid development and growth of economic power of the population is achieved. Major infrastructure construction projects are assumed on the understanding that voluminous investments needed can only be obtained from abroad since the local resources are meager and limited. Furthermore, one should not forget the funding potential of the 354 population who, due to unstable and unpredictable earning conditions and the lack of security, are not inclined to launch into any investments, not even small-scale ones. This all shows that long-term social and economic development in the župas cannot be more intensive, nor there could be any radical changes. It is realistic to expect only partial structural changes in the economy as the area will retain the characteristics of an undeveloped region and the population will continue to emigrate. The third part of the monograph deals with the development of the sectors in the economy primarily with the potentials and the courses of the development of agriculture, and tourism, that are the two main activities that could support the overall development of the župas. The agricultural deve¬ lopment potential was analyzed in detail from the aspect of the current state of the agricultural resources and the ways to upgrade their uses which calls for radical changes in the traditional way of cattle breeding, the betterment of pastures by adequate land improvement techniques and changes in cattle breed to make it adaptable to specific conditi ans. Cattle breeding and sheep raising require modern agrotechnical and zootechnical knowledge, but also new organization systems for household associations which would enable better production i.e. economic benefits. Tourist trade in this area is poorly developed although the region with its landscape and other characteristics is highly attractive and suitable for winter-recreational tourism. The prerequisites for the rapid development of tourism in this area is the construction and completion of infrastructural systems, as well as sizable investments that are not easy to obtain under the present circumstances. This segment of the work presents results, precisely the causes of the case of undeveloped technology in this area, which is the last piece in the long line of difficulties that prevent more rapid social and economic development. The main reason that the technological development is rather slow is the human factor and its resistance to radical changes in the way of life and earning. The future social and economic development of the župas will not be dependent upon proclaimed and defined strategic goals and scenarios of development, but primarily on the implementation of definite programmes and projects. That is why the fourth segment of the monograph is dedicated to the identification and preliminary preparation of programmes and projections, but not to their appraisal, as it is a complex procedure that goes beyond the scope of this monograph. The identified prograrunes and projects of development are based on research findings and conclusions, so all four segments of the monograph create a functional organic vhole. According to these findings it is possible to start the following progr&Times in the župas: anti-erosive soil revitalization; improvement of cattle breeding, sheep raising and provision of adequate fodder output; the use of natural and cultivated medicinal and aromatic plants that can serve as the basis for construction of adequate manufacturing units for distilling and production of ethereal oils; intensification of fruit production; cultivation and production of potato seeds; and, not less important, the prospective programmes in tourist industry whose main developmental directions have already been established. The above mentioned programmes that can easily be turned into individual projects are a prerequisite for any kind of development in the area, and their realization will be conditioned 355 more by the system of decision-making and organization ties with potential investors than by other options. It should be noted that favourable social, political and economic conditions and their long term stabilization should precede the above. It seems justifiable and appropriate to state that this monograph, as well as the two preceding ones and the ensuing fourth that deals with the physical development of the Šara Mountain area, is extraordinary evidence of a dramatic and tempestuous historical moment, but also a result of the efforts of the research team to leave a written record of that time based on their knowledge, experience and expertise, and that not only for historical reasons. Unfortunately, there are not many examples in our research practice that an area is analyzed both from the aspects of science and application and with so much fused and imbuing knowledge and effort, especially in the case of heterogeneous specializations of the rnalysts who thanks to their creative abilities succeeded in checking the ever present drive to restrict themselves to a single disciplinary discourse. So, it can be concluded that the whole research work is characteristic of a multi- disciplinary and integral approach without the single analyst loosing his personal and professional integrity.
