THE BULGARIAN SOCIAL-DEMOCRATIC LABOUR PARTY AND
THE NATIONAL QUESTION
(1903-1912)
(Summary)
The Bulgarian National Question emerged after The Congress of Berlin of
1878.
The fate and suffering of the Bulgarians left outside the Principality of Bulgaria,
especially those from Macedonia and Adrianople Thrace, shook the Bulgarian society
and its political representatives. From then on resolving the national question stood as
a major political task for the Bulgarian society, all government administrations, and
political forces.
The idea of a unification became a vital necessity, the engine for fulfilling of
the national sentiment, for political, economic, cultural, and military control, and for
affirming Bulgaria's position in the Balkans.
The Bulgarian Social-Democracy was active in the problems of the National
Liberation Movement from its very beginning. However, the Bulgarian historical
literature pays more attention to the position and views of The Bulgarian Social-
Democratic Labour Party (Narrow Socialists)
-
the BSDLP, while the views expressed
by Yanko Sakazov's Party with the same name remain generally unknown. This was the
reason which directed me towards the study of the problem.
Chronologically, the book covers the period between
1903
and
1912.
The
first phase lasted from
1903
to
1908.
After
1903,
BSDLP established itself as
an independent political party. Around the same time, the Internal Macedonian
Revolutionary Organization (IMRO) underwent through some significant changes
as a result of its internal conflicts after the
Hinden
uprising. The second phase
comprised the events between
1908
and
1912.
Some major turning points for it
were the outbreak of the Young Turk Revolution in
1908,
the end of the reformatory
campaign of the Great Powers, and the declaration of the Bulgarian independence.
At the end of
1908,
after some protracted negotiations, BSDLP in its turn united with
the representatives of the Anarcho-Liberals (Socialist Liberals) and the Progressists
who had left the Narrow Socialists' Party. As a result, at the beginning of
1909,
BSDLP added to its name the word "United". The end of the period is marked by
the outbreak of the Balkan War, which was the final attempt to solve the Bulgarian
national question by means of war.
In the presented chronological frameworks, I have reviewed three main problems.
Firstly, I have examined the attitude of BSDLP towards the National Liberation
Movement in Macedonia and Adrianople Thrace. So far, this issue hjas not been

commented upon thoroughly in the historical literature, and thus demands the clarifying
and outlining of the position of the Party and some of its activists towards the trends in the
National Liberation Movement before and after the Young Turk Revolution. Throughout
the period in question, BSDLP supported the slogan of the Internal Organization for
autonomy of Macedonia. It was the main issue of the party politics during the first
phase while any other problems remained of secondary importance. Bearing in mind
the complexity of the issue, the Socialists acted extremely carefully. They tried to assess
objectively the concrete situation and the state of the revolutionary movement and
support every attempt for unity within the movement. After the Young Turk Revolution,
BSDLP hoped that the democratic changes would lead to a free ethnic expression of the
Bulgarian population in Macedonia and Adrianople and gladly recognized the legally
established political parties.
The second important issue was the attitude of BSDLP towards the Ottoman Empire
itself and the ongoing changes there. Hence came the necessity to work out a policy
towards the interference of the Great Powers, the ongoing reforms within the empire,
and towards the Young Turk Revolution as a logical reaction against any external
interference. The Revolution burst forth with the single goal to retain the integrity of the
country and to limit the scope of the National Liberation Movements. For the first time
the question about the attitude of BSDLP towards the reformatory campaign was being
examined, while the already existing views on the Young Turk Revolution underwent
some corrections. Further, the evolution of the party views was outlined as well as the
views of its most renowned representatives.
The third group of events affected the policy of the Bulgarian governments in the
period of
1903-1912,
which conformed both to the National Liberation Movement
and the position of the Ottoman Empire. BSDLP undoubtedly was deeply interested
in the current politics; however, it acted from the side of the opposition criticizing the
governments' concrete steps, sometimes even before they would achieve any clear results.
Conceptually, the Party maintained the notion that only a democratic parliamentary
country could solve best not only the internal political issues, but the external ones
as well. From here stems the negative attitude towards both the ruling party and the
Monarch as a leader of the external policy and commander in chief of the army.
In the period of
1903-1908,
BSDLP relied more on the solution of the National
Question and sought the cooperation of the opposition parties in the country. This lead to
its participation in the Beneficent Union
(1905)
and the Patriotic Block
(1907).
During
the second stage, establishing a confederation was the dominant issue; at the same time
the slogan for an autonomy was not abandoned.
BSDLP showed true patriotism in the defense of the Bulgarian population in
Macedonia and Adrianople Thrace, of IMRO itself and its legal organizations. In
most cases, the party's expressed observations were objective and unbiased. The party
criticized the denationalization policy of the Ottoman Empire and pleaded on behalf of
the Christian population before the Second International. In the views of BSDLP, the
International appeared in search of finding a solution of the National question. Influenced
by the position of the Second International, the party defended the slogan for a Balkan

confederation and a federation or Eastern Federal States and declared itself against the
war. However, as a whole, because of the fact that the international Social Democracy
had no theoretical framework for the assessment of the National question and had little
knowledge of the Balkan problems, at a certain moment the party showed a strong pro-
Ottoman attitude, This was evident at the outbreak of the Balkan War when the party
denied its progressive, liberating character. When the war began, the Socialists fulfilled
their duty as citizens of the Fatherland and took part in the liberation of Macedonia
and Adrianople. Thus, in reality, the predictions of the German Social-Democracy were
realized

that in a state of war and compulsory military service in a Capitalist society,
the. Socialists would defend their country.
