AND BULGARIA
Summary
Chapter one is devoted to analysis of the major reasons for the global finan¬
cial and economic crisis: the business cycles, the blind believe in market self-
regulation, elimination of the government from running the economy, over-
expansion of the financial sector to a degree of self-serving, fundamental glo¬
bal disequilibria, particularly between saving and consumption in different
parts of the globe, illogical sharp fluctuations of prices for very important
commodities, namely fuels and food, irresponsible financial and economic
managerial behavior of American government (twin deficits) and corpora¬
tions, American style globalization.
Chapter two provides a detailed review of the anticrisis measures of the
governments of various countries: USA, advanced market economies, China,
Russia, the emerging
CEE
market economies and some developing coun¬
tries, measures of the international community. Special attention is devoted
to the measures for stabilization of the financial system, and to the fiscal
packages for supporting production activities and related demand. Accord¬
ing to tentative estimates the global expenditures for stabilization of finan¬
cial institutions since the fall of
2008
are around
$ 10
trillion, and for fiscal
stimulus of the economies between
$3
and
$5
trillion. The need for coordi¬
nated measures among various developed countries is emphasized, as well as
between mature and emerging market economies. Attention is also focused
to coordination of the anticrisis programmes of the
EU
member countries,
as well as on global scale by IMF; The World Bank and other international
institutions. The growing role of the emerging market economies and of the
developing countries in the framework of the international financial institu¬
tions
(IMI;
World Bank, World Trade Organization and others), as well as in
the framework of G-20 is also reviewed. The decisions of the G-20 summits
in Washington on

November
2008
and in London on

April
2009
are also
surveyed. The positions of the governments of the advanced countries on
these subjects are outlined, the common positions and differences among
them, as well as the views of the most prominent American and other econo¬
mists and business personalities from the financial and real sectors.
In Chapter three the impact of the global economic crisis on the Bul¬
garian economy is investigated. The data confirm that Bulgaria is last or

among the last in Europe according to the most important economic, social,
environmental and other indicators. This makes her very vulnerable to exter¬
nal shocks

she is more sensitive to external financial, foreign exchange,
price fluctuations and production shocks. It is easier for such an economy to
fall into a crisis situation and more difficult to get out. The ongoing crisis
deteriorates even more the already difficult situation of Bulgaria and makes
more urgent undertaking measures for moving out of this unenviable posi¬
tion in the European rankings:

on competitiveness in the ranking of the
World Economic Forum and 27th (the very last) among the
EU
member
countries on competitiveness in the framework of the Lisbon strategy for
economic development.
The impact of the global crisis over the Bulgarian economy is listed
along various channels: reduced exports, reduced inflow of foreign direct
investment, more difficult access to borrowing, smaller revenues from for¬
eign tourists, decline of revenues from internal and external transport ser¬
vices by Bulgarian carters, reduced transfers from Bulgarian gestworkers
abroad, and so on. Tentative quantitative projections are made for each of
these channels.
A conclusion is drawn on this basis that a comprehensive national
anticrisis
programme is indispensable. A proposal is made for such
programme comprising
65-70
items: major principles, urgent measures, me¬
dium-term measures and long-term measures. Taking into account that the
present turmoil is a crisis of short demand, in the framework of the urgent
measures a package of specific

proposals is put forward for promotion of
private (family) demand, government demand and development of infra¬
structure.
In Chapter four comparative analyses are made of the fiscal policy
around the world and in Bulgaria under conditions of crisis. The theoretical
foundations of the Keynesian
anticrisis
fiscal policy are outlined. The fiscal
policy of President
Obama
is presented in some details, as well as of other
advanced economies and of the Bulgarian government. A curios comparison
is made of the fiscal policy of the Bulgarian government and the fiscal policy
in America at state level.
In Chapter five important lessons are drawn from the global financial
and economic crisis. In the first section of the chapter

lessons are listed
for economic policy: the role of the state, new world new capitalism, social
polarization and alienation, globalization, renewed ambitions for protection,
identification of a rational market economy model in Europe, growing insta¬
bility of the financial sector, appraisal of manager's performance on the ba¬
sis of long-term results, the crisis and the currency board arrangements, in¬
flation and deflation under conditions of global crisis, the generalized les¬
sons of Joseph Stiglitz, management of previous crises within the context of
the current one, my own (of the author) nightmare scenario.

In the second section of the chapter lessons are drawn for economic
theory. Very important conclusion is made for the decay of the neoclassical
school and the renaissance of a modern Keynesian theory. Joseph Stiglitz is
cited saying: "For the neoclassical school the present crisis is what the fall of
the Berlin Wall was for the communism". Some reasoning is shared on look¬
ing for new theoretical synthesis on the functioning of the economy.
