1848-1952
This work endeavours to depict the institutional framework for the humanities
and social sciences in the Czech lands to the fullest possible extent from the
revolutionary mid-lCth century to the creation of the Czechoslovak Academy
of Sciences. Chronologically, the work is divided up into five time sections,
demarcated either by transformations within existing institutions or by the
creation of new institutions in which scholarship was fostered to varying de¬
grees or which were at least involved in scholarship. General developments in
society and important political events were also taken into account.
I. Mid-lCth century: In the
mid-lţHh
century educational reforms such
as the Exner-Bonitz reform of secondary education and in particular Thun s
reform of higher education got under way in the Austrian Empire under the in¬
fluence of the revolutionary social events. As a result, not only was pedagogi¬
cal activity bolstered, but so was the importance of research development. The
trend towards scholarly research activity played an integral role in the presti¬
ge of universities and subsequently other institutes of higher education.
II. Late
1
9th century: A growing awareness of responsibility towards
the national community was characteristic of both Czech and German scho¬
larly circles in the latter half of the 19th century. The key institutions invol¬
ved in scholarly research activity remained the institutes of higher education.
With the increasing emancipation of the Czech nation came the division of
the Technical University along national lines in
1869
and of the Universi¬
ty in Prague in
1882,
though it was not until
1899
that a Czech Technical
University in Brno was established by imperial decree alongside the German
Technical University. Also in the case of scholarly representation, both of the
primary nations living in the Czech lands tended towards strictly separated
leading academic representation. The 1880s saw the establishment of a Czech
Academy of Sciences, Literature and Arts, to which the German scientific
community immediately responded with the establishment of
Gesellschaft
zur
ïorderung,
Kunst und Literatur in Böhmen (Society
for the
Support
of
German
Science, Art
and Literature in Bohemia). Other institutions involved
in science and scholarship, societies representing, students, museums, other

individual disciplines
and so forth developed and expanded on both the older
and more recent institutional bases.
III. Before the end of the Austro-Hungarian Empire: Society saw
the turn of the
lÇthAJOth
century as a kind of milestone, but our time boun¬
dary here is not so sharply defined. At the beginning of the twentieth century,
higher education, which was divided up along national lines, had been insti¬
tutionally stabilized in the Czech lands. There was still some imbalance in
the financial provisions for the divided universities to the detriment of Czech
education, particularly with regard to the student/teacher ratio. The first hu¬
manities/social sciences research institutes that were to become independent
(e.g. at the Czech Academy the loosely affiliated National Economic Institute
from
1907,
and the Office of the Dictionary of the Czech Language from
1911)
came into being. To a greater extent than ever, conference activities developed
in the individual Czech lands, where guests were also invited from elsewhere,
and the foundations were laid for regular international special-subject con¬
gress meetings. But then the First World War had a fundamental effect upon
everyday life throughout society, including that of researchers and institutions
engaged or closely involved in research.
TV. Between the world tears and under the occupation: After the
renewal of state independence with the establishment of the Czechoslovak
Republic, it was necessary in
1919—1920
to set up institutions to replace the
activities which had hitherto been provided by Viennese institutes. Other in¬
stitutions were also created which stressed the continuity of Czech statehood.
Education and scholarship were all an integral part of the foundations of the
democratic Czechoslovak Republic, where research developed both quanti¬
tatively and qualitatively, limited only by economic circumstances. Funding
for scholarly research went primarily to the network of higher education insti¬
tutes, which was considerably extended and expanded in other parts of Cze¬
choslovakia, while funding to state institutes was allocated to a much smaller
extent. Even less went on research establishments and this was reduced even
more from the late
1920s.
Research organizations were considerably depen¬
dent on foundations and donations. Through the adapted organizational forms
the research community in the Czech lands took part in the development of
international scholarly collaboration. While the First World War is organically
included in its entirety in Chapter
3,
the Second World War is divided up into
the following two chapters.

V. After the Second World War: After liberation the German institutes
of higher education and other German research institutes were closed down.
Developments in higher education now entailed quantitative and territorial
expansion. The First Republic institutions picked up their prewar activities
and carried on immediately after
1945,
while the number of non-university re¬
search institutes increased, as did the number of independent research insti¬
tutes. After February
1948,
institutes of higher education and other academic
establishments underwent a political transformation. The relationship between
science/scholarship and politics was stressed, and the influence of ideology
grew stronger. Ideas of establishing a Czechoslovak Academy of Sciences took
on a more concrete shape, while attempts to maintain continuity and to further
develop the leading organizations in existence were rejected.
The milestones and overlapping between the five chronologically arranged
chapters are not determined by sharp cuts but by expediency, while the requi¬
red prehistory is usually recapitulated for each first mention of a phenomenon.
In each of the five chapters the exposition is broken down as follows:

involved in individual disciplines, provincial historiographers, provincial his¬
torical commissions, associations involved in individual disciplines, scholarly
and professional journals, congresses, meetings and conferences;

dent research facilities;
5)
bodies engaged in scholarship/research in addition
to other tasks

museums, libraries, archives, galleries, publishers and those
engaged in cinematography;
6)
other associations and informal groupings with
some involvement in scholarship/research
-
national foundations, students
and other associations, salons and other societies;
7)
regional institutes invol¬
ved in scholarship/research
—
monasteries, grammar schools, regional associ¬
ations and other establishments. The end of each chapter presents not only
a summary, but also the broader social background and events affecting the
development of research institutes and the position of scholars.
