Summary
The books deals with the history of Ethnic-Germans in the
territory of the present-day Serbian autonomous province of the
Vojvodina.
The major part of the book is devoted to their existence
during the first three decades of the Yugoslav state
(1918-1948)
which
was also the most turbulent and tragic for them. It is preceded by an
extensive pre-history which starts with the colonization of Germans in
18th century.
The first German settlers in the territory of the
Vojvodina
were
recorded already in the Middle Ages, but all traces of that colonization
were wiped out during the
150
years long Ottoman rule. After having
liberated these parts from Turks in late 17th and early 18th centuries, the
Habsburg
authorities wanted to
repopulate
the war-devastated new
territories. This was needed for economic and military reasons. Since
the locals were neither numerous nor productive enough, colonists from
without the region had to be found. Among settlers of many
nationalities, Germans formed the largest group. Most of them came
from South-Western Germany, Bohemia and Austrian lands. They were
spurred to emigrate by bad harvests, famine, wars and despotism of
local princes. The colonization proceeded in several waves, usually
named after the then ruling emperors.
The colonists were granted economic privileges and aid in
goods in order to facilitate their take-off. However, their progress was
delayed by wars, famine, epidemics and conflicts with the neighbours
of different nationality. Being predominantly agriculturists, their
interests collided with those of the cattle-breeding Serbs and
Romanians. This led to clashes which eventually abated: the locals
gradually adopted the Germans way of life. The cohabitation was
marked by a rich cultural exchange between the natives and the
newcomers. Ways of building houses, tilling the fields, cooking,
dressing, speaking etc, experienced mutual influences, forming a
cultural mix typical of the then Southern Hungary.
Being more materialistically oriented, Germans were more
interested in economic headway than in cultivating their language and
culture, or in struggling for their national rights. This made them prone
to assimilate to the ruling Hungarians, bringing them in opposition to
their Serbian and Romanian neighbors. The end of WWI and the

collapse of the
Habsburg
Monarchy found them to the largest extent
nationally dormant and unprepared.
The Kingdom of Serbs, Croats and Slovenes (later Yugoslavia)
was founded on the debris of the defunct Monarchy and the
Vojvodina
Germans, usually called Danube Swabians, became the largest minority
in it. Most of them preferred to remain part of the historical Hungary,
but they had no say in the matter. Under the leadership of a small group
of nationally conscious intellectuals, the Yugoslav Germans (who
inhabited also parts of
Slavonia,
Slovenia and Bosnia) started to
constitute themselves as an organized national minority. The minimum
of national rights was granted them by the Convention on Protection of
Minorities which Yugoslavia had been forced to sign, but both the
Convention and the manner of its implementation left much to be
desired.
The
Vojvodina was
the main settlement area of the German
minority in Yugoslavia, with some
350.000
out of
500.000
Verdeutsche
living there. For this reason the central German
newspaper,
Deutsches Volbblatt
was published in the provincial
capital
Novi Sad.
The umbrella cultural organization,
Kulturbund was
also founded there, as were economic organizations. Ethnic Germans
also set up their political party which was active mainly in the
Vojvodina
and which had its MPs in the Parliament between
1923
and
1929
(when parliamentary was abolished and royal dictatorship
introduced).
The main grievances of the German minority were lack of self
government on the local level, unfair agrarian reform (which excluded
members of minorities), lack of German-language schools and teachers,
economic discrimination, as well as the overall anti-minority attitude of
the authorities. Through the activity of the German Party and
Kulturbund
the leaders of the minority were trying to rectify these ills
-
with only moderate success. On the positive side, the German minority
(particularly in the
Vojvodina
and Slovenia) was economically on the
average a bit better off than the Slavic population and the well
developed press was spiritually connecting the scattered German
settlements throughout the country. Despite several bans,
Kulturbund
was developing cultural life of the
Volksdeutsche
and their national
consciousness. Although the German-language education was very
faulty, it was still much better developed than it had been in the
historical Hungary, or for that matter, in the inter-war Hungary.
Diplomatic pressure from Germany alleviated some reasons for

complaint, so that the overall position of the minority wasn t too bad in
1920s.
The
1930s
brought about changes in Germany and with them,
among the German minority in Yugoslavia. Already before Hitler came
to power, young intellectuals educated in Germany and Austria started
bringing Nazi ideas to Yugoslavia and spreading them among the
Volksdeutsche.
Between
1935
and
1938/39
a fierce fight between the
young rebels and the leaders of the older generation was going on in
and around
Kulturbund.
Eventually, with the aid from the Reich, the
young Nazis came on top
-
not least because part of the old leaders also
adopted National-Socialism out of opportunism.
In the late
1930s
the German minority, streamlined along the
Nazi fashion, became increasingly more assertive. It demanded new
rights and benefits, and the Yugoslav government which squirmed
under the pressure from Germany, was increasingly prone to yield. This
coupled with careless statements, gatherings, marches and uniforms
which were often perceived as provocative, marred the relations with
the dominant Serbian population.
Yugoslavia was plunged into WWII without the
Volksdeutsche
fault, but during the brief war Germany and its allies waged against
Yugoslavia, Ethnic-Germans, who were also put under strong
government pressure in those days, sided actively or passively with the
invaders. There is no evidence that a premeditated high-treason was in
question, but certain offensive activities of some bands of hot-spurs, the
overall behaviour of the German population and, last but not least, the
victims which fell during the so-called April War of
1941,
caused
resentment among Serbs.
After Yugoslavia s defeat, the country was carved up by the
victorious Axis powers. The
Vojvodina was
also divided and the
Volksdeutsche
of Syrmium, of the
Bácska
and of the
Banat
found
themselves under three different regimes. Syrmium became part of the
Ustasha-run Independent State of Croatia. In it the
Volksdeutsche
were
granted large autonomy, but they had to contribute to the war effort,
taking part in clashes with the partisans or serving in police units, as
prison guards or officials. For these reasons their villages, first in
Slavonia,
but then also in Syrmium, became object of attacks by the
Communist partisans. Part of the Germans there abused the new
situation to grasp the property of their Jewish or Serbian neighbors.
However, the picture wasn t universally bleak: instances of aiding
Serbs were also recorded.

The Volksdeutsche in
the
Bácska
joined the
Volksbund,
the
organization of Germans in Hungary which annexed the area. Having
enjoyed larger freedoms in Yugoslavia than their brethren in Hungary,
the
Bácska
Swabians were more radical and soon came to the fore
(together with the Transylvanian Saxons) among the Germans in the
enlarged Hungary. In their own homeland they had less rights than
Germans in Croatia or in the Serbian
Banat.
They too had to send
soldiers to the Waffen-SS or the Hungarian army and to supply
foodstuffs and raw materials, but without having any say in the local
government.
The
Volksdeutsche
enjoyed the highest degree of autonomy in
the
Banat
which was an separate part of the occupied Serbia. It was
them who run the province as lieutenants of the Reich-German military
authorities. All the key posts in the area were filled with Swabians,
even though the majority of the staff remained Serbian. Germans
formed police units which fought the partisans, searched the terrain and
guarded important objects, prisons and concentration camps. The
notorious SS-Division Prince Eugene was made up mostly from the
recruits from Serbian and Romanian parts of the
Banat.
It was called
Volunteer , but in fact service was mandatory. Although there are no
conclusive evidence that the crimes this division committed (mostly in
Bosnia and Croatia) surpassed those of other German and non-German
units, the fact that the perpetrators were locals made it particularly
obnoxious to the Slavic population. To make things worse, part of the
Volksdeutsche
took part in persecution of Serbs and Jews and in
acquiring their property in the
Banat
too.
The rapid advance of the Red Army after Romania had changed
sides on August
23, 1944
spelled doom for the
Vojvodina
Germans.
Hasty plans for evacuation were knocked up in Syrmium and the
Banat
and almost none in the
Bácska
-
so as not to irritate and scare
Hungarians. The
Banat
was first to bear the brunt of the Soviet
advance, but for still unclear reasons, the permission to start the
evacuation was granted too late. For that reason, most of the
Volksdeutsche
there fell into Soviet and partisan hands in October
1944.
The
Bácska,
being somewhat more westward, offered better
chances of salvation. Some
50%
of the local Germans availed
themselves of the opportunity to flee helter-skelter. Those who stayed
did so in firm conviction they had done no harm to anyone. Syrmium,
laying even more to the West, was an altogether different affair: almost

90%
of the
Volksdeutsche,
as well as, large quantities of agricultural
products and other goods were evacuated.
The Germans who remained in the province were subject to
mishandling, mass murders, pillage and rape from the first days of the
new regime. They were forbidden to leave their villages and forced
labor was introduced for them. Very soon concentration camps were set
up for the
Volksdeutsche.
Gradually almost whole Swabian population
was interned. In November
1944
the partisan quasi-parliament,
AVNOJ,
confiscated the whole property of Ethnic-Germans.
During
1945
and
1946
the Communist Yugoslav authorities
tried to resettle the
Volksdeutsche
to Germany. Since the Allies had
enough refugees and DPs on their hands, they refused the permission.
For that reason Ethnic Germans were left to die of hunger,
manhandling, disease and hard labor in concentration camps. Until
spring
1948
when the camps were disbanded, some
50.000
Volksdeutsche,
most of them in the
Vojvodina,
lost their lives. The
remaining ones were set free, but couldn t leave their places of work
for the next three years. Although their civil rights were restored and
even though they were granted minority rights like other ethnic groups,
their property wasn t restored which made every new beginning
extremely different in a still poor and war-ravaged country. Because of
that, after the three-year period expired, most of them emigrated to
Germany, Austria or overseas where they already had relatives. To all
intents that was the end of the over two centuries long history of the
Danube Swabians in the
Vojvodina.
