in the function as Serbian emissary. He was
directed to go there at King
Aleksandar Obrenović s
will in order to
carry through the visit of the Serbian royal couple to the imperial
palace. Furthermore, it was also in order to improve the position of the
subjugated Serbian population living in the European Turkey by means
of the reforms initiated by the Great Powers, while relying upon the
Russian help.
Novaković
was highly estimated in Russia as a politician
as well as a scientist; above all, it was thanks to his Russophil orienta¬
tion, particularly intensified during the last years of his life. Due to this
circumstances, the sentiment spread in Belgrade that he might be the
most fitted person for the duty of representing Serbia in
Petrograd. In
spite of all his efforts,
Novaković
didn t manage to execute the visit of
Queen
Draga
and King
Aleksandar
to the imperial palace, regardless of
the promises addressed to him by the Russian authorities. Besides, he
put an important amount of energy into the successful accomplishment
of the initiatives emerging from the Great Powers in order to carry out
the reforms in the European part of Turkey. For that purpose he met on
a number of occasions with the Russian state authorities; in the first
place with Lamzdorf, minister of foreign affairs who has always
received him in a friendly athmosphere. In addition, he was endeavour¬
ing to obtain the favour of Russia in envisaging the recognition of the
Serbian population in Turkey through the reform plan of the Great
Powers. He was discontent with the scope of the reforms as well as
with the amount of time they took to be implemented. The reforms
were called into question due to the different positions some of the
Powers took (Austria-Hungary to begin with), and especially as a result
of their indecisiveness to thwart the occasional riots in Macedonia incit¬
ed by Bulgaria, as well as the Albanian violence towards the Serbs.

Summary
As a leader of the Progressive Party,
Novaković
followed the events
occurring at the internal political scene of Serbia likewise. He didn t
accept neither the king s proposition, nor the request of his own political
comrades to sign in person the agreement on the fusion between the
progressives and the radicals. He didn t
aprove
of the dynastic turnover
affecting Serbia in
1903;
nevertheless, being a pragmatic politician, he
eventually reconciled himself to the newly-established state of affairs.
The new official authorities perceived the necessity for
Novaković
to
pursue his duty of representing Serbia in Russia in the future as well;
thus, he continued to defend Serbian interests with the very zeal.
Novaković
made use of his sojourn in
Petrograd
to engage himself in
scientific work as well. At that moment, he wrote several scientific
works while exploiting the rich funds of the
Petrograd
library; among
others, those of the utmost importance concerning the First Serbian
Uprising and the establishment of the Serbian modern state. Moreover,
they served as his contribution to the celebration of the hundred-year
jubilee of that important event in Serbian history.
In
Petrograd,
Novaković
lived a very intense and animated life,
even transcending the scale of his official and scientific work. He vis¬
ited expositions, lectures, museums. At that point, he even made a sig¬
nificant number of encounters with some eminent Russian writers and
scientists, while simultaneously staying in contact with numerous intel¬
lectuals originated from different countries. He effectuated an uninter¬
rupted correspondence with his friends and colleagues from the old
days, including his Serbian political counterparts.
Novaković
was a
precious collocutor and a hospitable host to the great number of stu¬
dents and officers who found themselves studying at
Petrograd
at the
time being. His home, in addition to the Serbian deputation, presented
the agreeable meeting-point for the many of the prominent characters.
According to his secretary

the Serbian deputation at
Petrograd
stood for
a Stojan
Novaković
s
high-school .
Novaković
witnessed some of the tumultuous events at
Petrograd,
related to the
unsuccessful warfare between Russia and Japan, but also to the revolu¬
tion occurring in
1905.
He was profoundly touched by the crisis caused
by these events in Russia, the country he cherished dearly. He feared it
could weaken its support towards the Serbian interests. And it was
under this impression that he left
Petrograd in
autumnl905.
