Hungarian Question in Slovakia,
1945-1948
Abstract
The presented study addresses a multi-layered, difficult problem that is still
topical and disputable. This is the question of Hungarian minority in Slovakia
in the years between
1945
and
1948.
In the centuries-old complex history of
coexistence of Hungarian and Slovak nations the first post-war years were of par¬
ticular importance.
The basic question for each historical study is the use of sources. The book
-
as Professor
Ewa Orlof
has said in her review
-
is distinguished by the abun¬
dance of materials obtained from many archives: Czech, Slovak and Hungarian .
It also uses the literature and the press. The whole source material, both archival
and published, as well as the papers and majority of the literature on the sub¬
ject, is in foreign languages. All French, Czech and Slovak texts were translated
by the Author herself, with an attempt to render in the translation exactly the
specificity of thought formulation of their authors: the Hungarians, Czechs and
Slovaks
-
although this was done with an awareness that sometimes it was against
the proper use of Polish language.
The first, introductory chapter entitled Slovaks in Hungary, Hungarians in
Slovakia
(1918—1945)
sets the main, title question in context, providing its
backdrop. It characterises the Hungarian question in inter-war Czechoslovakia
and situation of the Slovak population in Hungary and Hungarian population
in the puppet Slovak Republic during the World War II.
The chapter is to help the reader understand the Slovak policy towards the
Hungarian minority after the World War II which must be regarded as a conse¬
quence of moral assessment of Hungarian conduct towards Slovaks for long cen¬
turies. (The Author has prepared a separate, more comprehensive study on the
subject but it goes beyond the chronological and structural scope of the present

publication.)
Hungarians considered Slovaks to be a nation of plain peasants.
Common was a Magyar expression

The second and fourth chapters present the impact of great world policies on
the national, local policy. Policy is always, at least in theory, the sum of various
actions related to the achievement of a main goal. With this in mind, in the
fourth chapter the Author analyses the elements of action of the Great Powers
in Potsdam and Paris which were supposed to normalize the situation of the
Hungarian population inhabiting Slovakia. The consequences of those actions,
however, could be summarised by one succinct conclusion: that the question of
the Hungarian minority in Slovakia was totally marginalised by the powers. On
the other hand, both states soon went under Communist rule and found them¬
selves in the political military block formed by the Moscow authorities: Hun¬
gary already in
1947,
and Czechoslovakia in
1948.
The third chapter refracts the schemes of the Czechoslovak authorities aiming
at the creation after the World War II of a national state of Czechs and Slovaks
and solution of the problem of Hungarians inhabiting Slovakia according to those
plans. Slovak Hungarians mostly resented (and still do) a series of decrees issued
by the then president of the Czechoslovak Republic
Edvard
Beneš
who revoked
their citizenship and stripped them of property. They also remembered that
Beneš,
as a foreign minister of Czechoslovakia after the World War I, thanks to his good
relations with the victorious powers of the Entente and with a total disregard for
the position of Slovaks, twice arranged for the southern border of Czechoslova¬
kia to be set much further south than the previous Slovak-Hungarian border.
The borders were confirmed by the Treaty of Trianon, and Slovaks

had no intentions to accept any further corrections.
The next two comprehensive chapters, fifth and sixth, are those which best
correspond to the title of the book. The fifth chapter: Population Displacements
and Exchanges analyses the compulsory population exchanges in the aftermath
of the World War II, while the sixth chapter, Reslovakization , presents the Slo¬
vak attempts

futile as they proved

of formal denationalization of Hungarians

Slovakia. The last, seventh chapter, entitled Forced Change of Plans of Dis¬
placements and Reslovakization of Slovak Hungarians , describes the final stage
°f population displacements and re-Slovakization, which in fact was a withdraw¬
al from both actions

after the Communists took power.
The final few pages of Conclusions include a general recapitulation and
conclusions drawn from the individual chapters.
The tactic of the Hungarian authorities in the analysed period was deliberate
stalling for time. The tactic resulted from the Hungarian status
-
Hungary being
an ally of the Third Reich
-
as one of the defeated states in the World War II.

Abstract
The research into the issues analysed in the book invokes positive emotion¬
al attitude to the young Slovak nation, but at the same time evokes sympathy
and understanding for Hungarians deprived of their homeland and thrown out
from their homes. It also helps to understand and accept the traditional, cen¬
turies old Polish-Hungarian friendship. Fortunately, the Author was able to
avoid both the Magyarophilia and Slovakophilia. The both nations, Slovak and
Hungarian, deserve understanding and respect.
The period analysed in the book and the solution of the Hungarian ques¬
tion in Slovakia were ended when Communist came to power in Hungary and
Czechoslovakia. Paradoxically, the Hungarians in Czechoslovakia formally re¬
gained their citizenship at the time when under the Communist rule all citizen
rights were seriously limited. The ultimate fate of many personages described
in the book was so tragic that even a historian has to utter a spontaneous, si¬
lent shout of protest.
