OPINION GENESIS AND DILEMMAS
ABOUT ITS NATURE
Despite an evidently large quantitative progress, the multidiscipli-
nary and interdisciplinary field of public opinion research is facing a
particular crisis. Namely, there are not enough attempts to adequa¬
tely process in theoretical terms the enormous production of the em¬
pirical research findings, especially through meta-analyses. In addi¬
tion to this, theoretical traditions from the previous three centuries,
and even earlier, have almost been forgotten, although they contain
still current heuristic ideas. This paper, in the shortest possible form,
presents an inventory of theoretical contributions of thinkers, theo¬
rists and researchers regarding the nature of public opinion, including
the genesis of this long-standing category, which is undoubtedly an
important civilisation product, relevant for all aspects of the contem¬
porary social life. The paper points out to the main characteristics of
public opinion. Almost each of them is subject to dilemmas and dis¬
putes, and even one of the most important determinants in the defini¬
tions of this concept, emphasised by a considerable number of aut¬
hors, is precisely opinion on controversial social topics. The author of
this paper also offers such a definition of public opinion, formulated
back in
1994,
which is only one of

hundred reviewed for the purpo¬
ses of this paper. In author s opinion, solutions to the crisis, which is
a product of the discrepancy between accumulated empirical data and
the lack of theoretical endeavours to interpret and integrate these da-

greater ¡nuliidisciplinary cooperation
of contributors in all social sciences, since all of them use the cate¬
gory of public opinion;
(2)
encouragement of review papers and se¬
condary analyses of the selected findings of public opinion research;
(3)
performing meta-analyses;
(4)
paying special attention to the con¬
tributions of international comparative projects in this field of rese¬
arch;
(5)
relying on diachronic approach, that is, usage of trend analy¬
ses whenever it is possible; and especially:
(6)
encouragement of
young researchers in all disciplines to try and integrate theoretical
contributions of authors from the past into their research projects, of
course, after their critical reconsideration.

THE CONCEPT OF PUBLIC OPINION IN
TRADITIONAL COMMUNITIES
The paper explores the concept of public opinion in the so-called
„traditional communities , and presents numerous references to inter¬
section of this concept with politics. After brief introductory remarks,
it is argued that the uses of this term enable conflict prevention and
social cohesion. Here, special reference is made to the key Margaret
Mead s
1937
paper, and the examples that she provided for the Ara-
pesh, latmul, and the
Balinese.
Finally, it is argued that the dichotomy
traditional/ modern might not be as firm as some would think, as
many aspects present in the traditional societies are also found in the
functioning and public opinion making in contemporary societies, in
the beginning of the twenty first century.

DEVELOPMENT OF THEORETICAL UNDERSTANDINGS
OF MEDIA AUDIENCE
The paper provides a historical review of various theoretical and rese¬
arch approaches to understanding the relationship between audiences and
media. It emphasises differences in theoretical backgrounds of these ap¬
proaches, focusing in particular on their treatment of the active-passive
dimension of the reception of media contents. Two approaches within the
conventional communication paradigm are discussed in detail, one con¬
taining the concept of a passive helpless audience (hypodermic theory)
and the other stressing the concept of an active rational audience (theory
of selective media effects). Special attention is given to three approaches
within the critical communication paradigm, one involving the concept of
a passive seduced audience ( Screen journal theory), and others insi¬
sting on the concept of very active audiences (cultural studies theory and
ethnographic reception analysis). It is concluded that different understan¬
dings of the audience are a result of the lack of a social theory which ex¬
plains the media as a systemic invention
of a modern capitalist soci¬
ety and takes into consideration economic, social and political structures
and institutions which influence all actors of cultural practices.

This paper provides an overview of the concept of Public Opinion as
defined by the German sociologist Ferdinand
Tönnies.
According to him,

three degrees of cohesion and cannot be directly compared to public

LISTENING TO THE SPIRAL OF SILENCE
This text presents an overview of the theory of the spiral of silence,
and some instances of its empirical testing. The text traces the origin and
development of the theory, parallel to the development of its criticism. Fi¬
nally, some considerations are given to the explanatory potential of this
theory. It is deemed as rather limited to the differences between the re¬
sults of pre-election polls and the results of the elections themselves. Ho¬
wever, in the latter instance, the theory can be applied to particular phe¬
nomena or events in recent history.

WORLD PUBLIC OPINION
-
THE CONCEPT
AND EMPIRICAL VALIDATION
The subject of this paper is the empirical analysis of the concept
of the world public opinion in the sense in which it is defined in glo¬
bal opinion theory. After a short review of the usual understanding of
this concept among the prominent scholars in this field and its defini¬
tion in Rusciano s theory, some assumptions on which the global opi¬
nion theory is based, especially the assumption about cross-national
and cross-cultural attitudinal/value similarity of the specific group of

respondents, were empirically analysed. Based on the fifth wave of
World Values Survey, the distribution of a number of value orientati¬
ons, as well as the attitudes towards certain issues among the citizens
of

countries around the world, were analysed. The results show
that some basic assumptions of the global opinion theory have empi¬
rical grounding, particularly the assumption about the homogenising
influence of the socio-demographic similarity, but also point out to
some of its weaknesses. In the concluding part, the importance and
implications of the obtained results were discussed.

APPLICATION OF PUBLIC OPINION RESEARCH
IN THE DEBATE ON SOCIAL CAPITAL
The paper explores the issue of public opinion research as empiri¬
cal evidence in theories of social capital. The analysis provides a ge¬
neral insight into theoretical background of using the public opinion
research in theories of social capital (WVS, GSS); indicators of social
capital based on public opinion surveys; epistemological and practi¬
cal implications of this methodological orientation in current debate
on social capital.

STUDYING VOTER MOOD AND
ELECTION CAMPAIGNS
The starting point of the paper is the statement that using results
of public opinion research is the corner stone of contemporary elec¬
tion campaigns, but also that the validity of this research at the time
of boiling passions before the elections is constantly disputed. After

pointing out to all the purposes for which research results are used
(obtaining insight into real chances of election participants as the ba¬
sis of determining an adequate campaign strategy; forming, that is,
(re)modelling of party and candidate image on the basis of researched
voters preferences; determining thematic backbone, conceiving
and testing the key messages of the campaign; determining target
groups; studying media habits of voters
et al.),
there follows thema-
tising of some criticism of (ab)use of public opinion research results
in campaigns. Negation of validity of public opinion research most¬
ly refers to its prognostic function, but in discussions on its validity
two questions are confused. The first refers to the reliability of re¬
search itself as basis for prognosis, so author briefly points out to
criteria for assessing research validity and standards of announcing
its results to the public. The second is the question of validity of ma¬
king the prognosis of election results. The author argues that prog¬
noses are actually announcement of the results of public opinion
research, and explains the phases in developing the prognosis (prog¬
nosis of election turnout; prognosis of the number of invalid ballot
papers: calculating election results according to the prognosis of
election turnout and invalid ballot papers, and correction of the cal¬
culated research finding based on the elements of qualitative trend
analysis and campaign monitoring), and then follows the instruction
for assessing the successfulness of prognosis by its comparison with
election results according to the following elements: election turno¬
ut and percentage of valid ballot papers; participants rank accor¬
ding to the number of obtained votes and the percentage of obtained
votes for individual election participants. Finally, the author analy¬
ses the way in which prognosis of election results was done at the
Centre for Political Studies and Public Opinion Research of the In¬
stitute of Social Sciences for the federal presidential and parliamen¬
tary republic elections in September and December
2000
and eva¬
luates its successfulness.

WHAT IS THE PURPOSE OF QUALITATIVE RESEARCH?

EXAMPLE OF STUDYING SOCIAL EXCLUSION

In our country, empirical social research is often reduced to empty qu¬
antitative mania. Methodic poverty combined with poverty of research
contents deprofessionalises sociology, political science... Market rese¬
arch has almost colonised the entire social science in Serbia. Therefore,
it is not surprising that these sciences are perceived as a multitude of
empty numbers about elections and political parties. It is therefore neces¬
sary to point out to methodic procedures that are the least bit more com¬
plex. In this paper, that is performed on the example of in-depth intervi¬
ews and focus group discussions, as well as by pointing out to the impor¬
tance of approaching the respondent as a holistic individual.

DEVELOPMENT OF INTEGRATED ARCHIVE DATABASES
IN SOCIAL SCIENCES IN SERBIA
The paper explores the development of two integrated archive databa¬
ses of research data
-
CPIJMD and NEDA. The idea to develop these da¬
tabases comes from the early empirical social surveys in Serbia (thirty
years ago), more specifically, public opinion research. CPIJMD is a rese¬
arch database that was developed for the Centre for Political Studies and
Public Opinion Research at the Institute of Social Sciences in Belgrade.
CPIJMD has been in use since
1998.
NEDA was developed for the Con¬
sortium of social science research institutes of Serbia, and now is in a te¬
sting stage. The two databases consist of the following basic entities: re-

search (survey), variable, category and data. The metadata in NEDA da¬
tabase are based on DD1 standard. Two databases are integrated type
of database: metadata are directly connected to research data, which ena¬
bles basic data processing. In addressing this issue we analysed the cho¬
ice and definition of metadata, universality and standardization, and we
also included the metadata group named analysis in NEDA. Among is¬
sues that are discussed in the paper in detail, we emphasised technical
(organization) and software issues. One of key obstacles to fully-fledged
database application is motivation of researchers to use databases. The
problem was first detected during the process of database development
and also in the use stage. The following recommendations are made for
future development of research data archiving in Serbia: joining the inter¬
national and
EU
project initiatives, policy measures of the Ministry of
Science, introduction of subject about data archiving to higher education
institutions through curriculum and teaching process.
