IN THE CROSSROADS OF ALBANIAN
HISTORY
Same as earlier in history, during the period of Alba¬
nian Leage of Prizren, Albanians again were in the cross¬
road situation repeated for several times.
Albanian Leage of Prizren was founded and active
in one of the most dramatic moments Albania was going
through during its century occupation by Ottoman Empire,
in the period while Tsarist Russia by the Treaty of St.
Stefan and following decisions of Great Powers brought in
the Congress of Berlin, not only didn't treat Albania as a
subject of national rights but went even further, deciding
to divide its territories in benefit of neighboring states,
risking existence of Albanians as a nation.
Exactly in this period rivalry between Austro-Hun-
gary and Italy for domination over Albanian territories
was also great. This rivalry was not being reduced; even
more it was getting greater continuously.

At the other hand Serbian programs regarding liqui¬
dation of Albanians since
1844
till
1999
are very well
known. These programs testify without any doubt that the
church and the state of Serbia would never stop their anti-
Albanian policy. It is sufficient reading just Serbian pro¬
gram "Penetration to sea-

this program will be clear that Serbia didn't change its
policy toward Albanians since
1844
till
2000.
In these pro¬
grams, according to the
antihuman
weight thereof we co¬
uld distinguish: "Nachertania"
1844,
"Penetration to Sea"
1881,
Yugoslav-Turkish Convention for displacement of
Albanians to Anadol"
1938,
"Gentlemen agreement bet¬
ween Tito-Kiprili regarding penetration of Albanians to
Anadol" in
1953
and "Yugoslav program for Kosovo
1988".
Albanians needed to face up all these programs and
certainly were all the time in position between great listo-
rical crossroads, the history that was imposed to them for¬
cefully and unwillingly.
The history of global diplomacy is in its essence the
history of the international systems and relations charac¬
terized mostly by conflicts and wars and the least for
stability and peace. These conflicts and wars were the cau¬
se of territorial occupations, broadness of state boundaries
in accordance with the interests of the most powerful. Un¬
fortunately Albanians were helpless and were used by
interests and for interests of powerful ones.
In the beginning of July
1908
in Macedonia started
Turkish revolution which progressed rapidly based on the
support given by Albanians. In this case Albanians were
used again by Ottoman Empire.
28th November
1912
marks historical turnabout for
Albanians by declaring independence. However, The Con-

of Ambassadors in London didn't consider neither
the principle of nationality nor national interests of Alba¬
nians, but fulfilled generally lines of Balkans' aggressor
chauvinistic appetites and cared not to make relations bet¬
ween Great Powers deteriorate.
Margaret Makmillan in her book Paris

inter
alia highlighted:
"Poor Albania has so many powerful enemies and so
few friends, having neither developed economy, nor rail¬
roads except

mile of path roads. Albania accured just
before the war was established by four regions of Ottoman
Empire. Few foreigners had visited it; little was known
about its history and its people. Rarely Albanians of fame
-
Great Roman emperor Diocletian and
Constantine,
i.e.,
appeared in history. Albanians were autochthonous Illy-
rian inhabitants of Balkans, pushed in most miserable and
impassable zones by occupations from south and in west
by Slavs. Certainly their language was different from that
of their other neighbors in Montenegro, Serbia and Gree¬
ce. Jn Ottoman Empire they were valued for their fighting
customs and their physical beauty".
Repressions toward Kosovo and other Albanian eth¬
nic territories in ex-Yugoslavia were getting more unbe¬
arable, growing into drastic repressive size. In such cir¬
cumstances it could not be forgotten the issue Kosovo in
Peace Conferences, protests of Albanians delegated to the¬
se conferences, then the role of League of Nations and
protests delegated to it with the request to protect Alba¬
nians; negligence of so-called small nations; the attitude of
Great Powers toward Albania and Albanians.
Found in new circumstances and in the historic
crossroads, Albanians were forced to turn back to the past

again and to draw up from it lessons as much as possible.
In such a spirit it was not possible to get over the con¬
tinuous maciavelist policy of Serbian-Montenegrin gover¬
nment and invasive measures, conquest, colonization and
ethnic cleansing of Kosovo.
Of course, not only once, in order to gain freedom
and national unification Albanians used different ways of
activity, from extreme peaceful approach to armed war,
thus not rarely famous historical personalities were dis¬
tinguished for different ways of fulfilling this aim. For this
reason they will estimate partial independence as very
important and won't forget to mark Flag Day, for which
are ready even to die and experience years of imuriso-
nment and torture. Naturally inspiration of such deeds and
activities were ideas of renaissance and of the League of
Prizren, but national liberation (and antifascist one), as
well as other forms of resistance toward Yugoslav reoccu-
pation before and after the Second World War.
Awkward circumstances and big doubts of Alba¬
nians were so complicated that they could not be studied,
were commented nor estimated according to present crite¬
ria in historiography. For this reason different historic
essays and approaches were used being supported in cri¬
tics of history and in philosophy of history. In this spirit
would be stigmatized deceits regarding "Serbian historical
right" in Kosovo, but would also be carried on analyzes
about where we stand and what should be done. In this
domain will be discovered different approaches and sur¬
veys of Albanians during history, silences and absent illu¬
mination of their historiography. There will be done com¬
parisons of Albanian past through centuries, will be clari¬
fied the fact that Albanians expressed distrust toward big

initiatives, since their historiography almost always was bet¬
ween the known and unknown. Not seldom, as a censequ-
ence, historians won't be able to estimate what was liberation
and what was
reoccupation, but
they could also not inquire
very well sorts of occupation and self enslavement. These
were great flaccidities and hesitations, thus the need for
engagement was felt regarding historical insights on estima¬
tion and re-estimation of the history and historiography, on
repudiations of un-insightful listorical commentaries, for an
exact terminology of historical science.
In the spirit of above mentioned requirements there
were made overviews and evaluations of historiography
books, edited in the period of democratic Albanian soci¬
ety, which consisted either of theoretical-methodological
examples, enriching Albanian historiography, notable for
appreciable objectivity, fulfilling long time vacuum, or
were treating issues and phenomenon showing heinous
tragedies.
