The seminar has been prepared by Lesya Ukrainka State University
with the participation of Union of Ukrainians in Poland and World Soci¬
ety of Home Army Soldiers.
The following papers have been delivered: "Polish underground
activity in south-east districts of present Poland in
1939-1947",
"The ac¬
tivity of OUN-UPA (Organisation of Ukrainian Nationalists
-
Ukrainian
Insurgent Army) in south-east districts of present Poland in
1939-1947"
and "The losses of population in south-east districts of present Poland in
1939-1947".
The submission of the
KARTA
Center Foundation's president to or¬
ganise Polish-Ukrainian World Congress on the end of the series of se¬
minars was supported by participants. The
KARTA
Center presented the
proceedings of works on "The documentation of the victims of the Pol¬
ish-Ukrainian conflict in 40s of 20th century" as well.
For the next three meetings the following agenda was adopted:

I. Polish underground in south-east district of present Poland in
1939-1947
1.
In
1939-1947
in south-east districts of present Poland the under¬
ground independence movement was taking place: in
1939-1944
it was
fighting against the German occupier; in
1944-1947
against authori¬
ties of so called Lublin's Poland and Soviet Union. Polish underground
fought against Organisation of Ukrainian Nationalists
-
Ukrainian Insur¬
gent Army as well, though the very organisation was not thought to be
the main enemy.
2.
Preparation of an uprising against Germans was the main goal of
the Polish underground. A possibility of organising a relief from south

parts
of Lublin district for Poles in Lvov in case there were fights among
Poles and Ukrainian was anticipated in the plan of the uprising.
3.
The biggest organisation of the Polish Underground Government
on the terrain was ZWZ-AK (Armoured Fighting Union
-
Home Army),
a part of Polish Armed Forces subordinated to the Polish Government
on Exile. Other armed underground organisations (BCh [Peasants' Ba-
tallions], NOW [National Military Organisation], NSZ [National Armed
Forces],
AL
[People's Army]) were representing particular political par¬
ties only.
4.
The beginning of displacing people from Zamosc district at the
end of
1942
resulted in changes of tactics in warfare of the Polish under¬
ground and forced it to activate guerrilla's activity aimed on protecting
local Polish civilian people.
5.
Operation of displacing people carried by the German occupier vis¬
ibly inflamed the relation between Poles and Ukrainians. In
1943-1944
bloody armed conflicts took place on the terrain of districts:
Hrubieszów,
Tomaszów Lubelski,
Zamosc and
Biłgoraj.
Considerable number of Pol¬
ish and Ukrainian villages was destroyed and part of their inhabitants
was killed as a result of the Polish-Ukrainian conflict.
6.
The climax of the underground activity was the operation
"Burza"
(Storm). Within it in
1944
the units of
27*,
3rd, and 9th Infantry Divisions
of Home Army started fighting in Lublin district, 22nd and 24th in Cracow
district.
7.
The destroying of the Polish independent underground started af¬
ter the Red Army had entered the mentioned terrain. Part of the members
of the underground joined 1st and 2nd Army of the Polish Army, part was
deported into Soviet Union, though considerable number remained in
underground. Organised resistance lasted till the beginning of
1947.
8.
In
1945-1947
there were local and rank-and-file attempts to reach
an agreement between AK-WiN (Home Army
-
Freedom and Indepen¬
dence Association) and
UPA
(Ukrainian Insurgent Army), aimed to limit
Polish-Ukrainian conflict.
Disagreements:
Ukrainian side considers that:
1.
The acts of individual terror against representative of Ukrainian
intelligentsia in Chehn district were organised.
Polish side considers that:
1.
Actions like that were aimed against persons who co-operated
with Germans, regardless of their nationality.

II. Activity of OUN-UPA in south-east districts of present Po¬
land in
1939-1947
1.
In
1939-1947
in south-east districts of present Poland the Ukrai¬
nian underground national movement was taking place: during the whole
period OUN was active, and since
1944 -
also units of
UPA;
their goal
was to establish an independent Ukrainian state.
2.
In the mentioned terrain there came into being the revolutionary
Provid OUN
(Bandera's),
responsible for military and political prepara¬
tions for creating independent Ukrainian state in the period before Hit¬
ler's assault on the Soviet Union. Mehvyk's OUN was acting there as well
though had less influences.
3.
The activity of the Ukrainian underground in that area weakened
after Hitler's assault on the Soviet Union, when "expedition groups"
(pokhidni hrvpy) heading to the east started to follow Russian-German
front line and Germans arrested many of the Ukrainian national move¬
ment activists.
4.
OUN-UPA came out against displacing Ukrainians from Cracow,
Rzeszów
and Lublin provinces to Ukrainian Socialistic Soviet Republic
and in
1944-1946
protected them by force of arms, making some agree¬
ments with the Polish underground.
5.
In connection with the operation
"Wisla",
material base of
UPA
in south-east districts of Poland has been destroyed and soon organised
activity of the Ukrainian national underground ceased.
Disagreements:
Ukrainian side considers that:
1.
In very the situation in
1942-1943
groups of Ukrainian National
Civil-Defence were nor capable to organise a protection by force of arms
of local Ukrainian people and Polish underground eliminated a number
of managerial Ukrainians.
2.
In
1944
units of
UPA
were transferred from the east to the ter¬
rain so as to protect Ukrainians from the Polish underground assaults.
They were fighting with the Polish underground. During those conflicts
considerable number of locals was killed.

Polish side considers that:
1.
The activity of the Polish underground in
1942—1943
was not
aimed against managerial Ukrainians and was directed against collabo¬
rators only, regardless of their nationality.
2.
In
1944
UPA's squadrons were transferred from the east to carry on
political and military tasks, aimed to enlarge the presence of Ukrainians
on the terrain. They were fighting with units of the Polish underground,
during which considerable number of Polish and Ukrainian locals were
killed.
