Summary
The democratic, political transformations initiated in Poland in the year
1989
brought about freedom perceived by national minorities as the freedom of cultivating their
own culture and traditions, of preserving the language, behaviour and reconstructing their
identity and the freedom of expressing their difference through putting forward towards the
Polish authorities various demands pertaining to regulating their status and rights. The
policy of the Polish nation towards national minorities is shaped on two planes: micro-
social or formally-correct (the level of constitutional principles, that is the top-down
forming of creating new principles and appointing institutions dealing with the sphere of
public life), which remains hierarchically varied as it is part and parcel of the level of the
European standards shaping the scope and character of national and local regulations in this
domain as well as the sphere of collective activity (the level of principles relating to the
collective choice), which concerns the down-top activity on the part of a particular
community and particular people, their way of thinking and ways of adapting to the new
conditions of performance, which shapes the strategy of acting on the part of individuals of
a given community.
The Polish state delineates its policy towards national minorities on the basis if the
Charter of the United Nations, the
ONZ
conventions, the conventions on the part of the
Council of Europe, bilateral contracts signed between the Republic of Poland and the stem
countries of a given ethnic minority and other international obligations as well as national
directives. The resolution concerning national and ethnic minorities as well as the regional
language has brought the particular breakthrough and has placed the members of national
groups in social and political sphere of the Polish state. What is more the regulation
mentions following national minorities: Armenian, Belorussian, Chech, German, Jewish,
Lithuanian, Russian, Slovak, Ukrainian as well as ethnic minorities: Tatar. Solutions
accepted within the scope of this policy can be referred to as a model of the acceptance of
diversity
-
equal rights of persons belonging to national minorities in legal, institutional and
social terms, at the same time being supported by the administration of the country in the
sphere of cultural activity, the organizations of these environments, the educational system,
offering educational knowledge in their languages as well as the media.
The Polish state is the main institution deciding about acknowledging particular
groups as „national minorities or „ethnic ones while granting them particular privileges,
means for their realization and preventing ethnic discrimination. The national status has

been accepted in a resolution concerning national and ethnic minorities in the year
2005
as
well as the regional language, there is serious fear among members of particular national
minorities relating to declaring their nationality, which shows the existing barriers. The
representatives of national minorities and majorities see the solutions to problems of social
nature in an adequate system of education and propagating the knowledge of national
minorities.
In politics and in the mentality of the Polish society a remarkable transformation has
taken place from less or more open negation to the official acceptance of national
minorities as rightful subjects of political life. The policy of the Polish state towards
minority groups is an example of coping with democracy with a cultural difference. The
new, open policy and its legal, institutional and social solutions have remained a stable part
of Polish democracy.
