THE SETTLING OF THE
TRIESTE QUESTION
BETWEEN
1953
AND
1954
I his book is concerned with the
period following the division of the world into two politically opposing
blocks and the formation of the tripartite note on the
20
March
1948
which expressed the political will of the Western superpowers USA,
Great Britain and France that the entire Free Territory of Trieste must be
returned to Italy, i.e., to the western world. This time, followed by sev¬
eral years of diplomatic
harmonisation,
conditioning and negotiations
that were concluded with the signing of the London memorandum on

October
1954,
represents the time frame into which the role of the then
USA ambassador to Rome, Clare Boothe Luce
(1903-1987)
is set.
Clare Boothe-Luce was a remarkable personality who paved the way
ror
the equal treatment of men and women in politics and diplomacy.
She was the first woman in the history of USA representing the state
Connecticut in the Congress. She went on to become the first woman
m the American history appointed into the Congress Committee for
Military Affairs. In diplomacy, she is usually outshone by the notorious
Perle Mesta
(1889-1975).
However, the career of the latter was marked
by several diplomatic scandals while Clare Boothe Luce was mainly
involved in events which, at least those regarding the Trieste issue, later
became the landmarks of world history.

Married to a distinguished media
magnate
Henry Luce, the owner
of the important American magazines Time, Life and Fortune and well-
connected in American Republican circles, Claire Bothe Luce began,
soon after having been appointed the highest diplomatic representative
of the USA in Italy, focussing on the current Italian internal affairs
and forcefully attempting to change the share achieved by the then
Communist Party of Italy. These efforts are evident from the numerous
dispatches, sent by Mrs Luce to the State Department as well as to the
president Eisenhower himself. She first showed her influence before the
Italian June elections of
1953
by forecasting an economic boycott of
USA if the Communist Party would have won. Although her first esti¬
mations were slightly unrealistic, Washington nevertheless took them
in consideration. Her long reports foreground the failure to implement
the tripartite declaration from
1948
as the main reason for the collapse
of the Christian Democratic Party. Particularly since summer
1953
she
continuously stressed the threat of communist predominance if Italy
was not guaranteed the whole Free Territory of Trieste. She demanded
from the State Department a plan to solve the Trieste question which
should be produced as soon as possible. She helped the foreign minis¬
ter, Mr J.R Dulles, to reach the agreement (on
8
October
1953)
which
was supposed to ensure the cessation of Allied Military Government
in Zone A and thus create the grounds for the actual division of ter¬
ritory between the two states. The ensuing turbulent period marked
the relations between the two neighbouring countries as the agreement
reached the opposite effect from the expected. The tightening of rela¬
tions which were almost followed by a military conflict, encouraged
USA and the
GB
to take more decisive action. After several months of
unsuccessful attempts to solve the problem, they finally managed to
agree on a three-stage negotiating process which began in January
1954
and was successfully concluded with the London Memorandum on
5
October
1954.
The question whether the Western Allies were prepared for a mili¬
tary confrontation between two countries from the Eastern and the
Western Block can at present only result in speculations, but the exclu¬
sion of Yugoslavia from the kominform on
28
June
1948
undoubtedly
marked the beginning of new international relations on the Balkans
which definitely called for a different evaluation of the relation between
Yugoslavia and the Western
superforces. Due
to the new international
configuration, the tripartite note from
1948
no longer carried its initial

weight, therefore it was imperative to find a solution regarding the de¬
limitation between the then Yugoslavia and Italy which would conform
with the resulting situation. Besides, Yugoslavia had advantage in the
Zone
В
STO,
as it had established both military and administrative
government in that area, while the Italian party was only present there
byway of national continuity.
The decline of the Pax
Britannica
period brought about a temporary
vacuum on the global stage of power which was, due to the threatening
global instability and by pursuing its own interests, filled by the USA.
Thus the cold war, which had begun exactly in the area of
Friuli-Venezia
Julia, outshone the nature of the gradual transition to the Pax Ameri¬
cana. In the early 19th century the idea of the American empire
-
as it
was formulated in Jefferons concept of the free empire
-
was grounded
primarily on the idea of the territorial expansion within the American
continent. Yet the mentality formed consequently after the World War
II differed considerably from the early expansionist tendencies since
the interest of the USA after the WWII was primarily realized in the
tendency to prevail over the parts of the world that were influenced
by communism. After
1948
the national interests of the Eisenhower
administration (the part which did not conform to the views of the am¬
bassador Luce about the American foreign policy) was primarily in pro¬
viding economical and military help both to Italy and Yugoslavia. The
main aim of the American foreign politics was to protect Europe from
the Soviet Union hence it needed to win the support of both countries
involved. Some American strategists were convinced that the world se¬
curity was founded on the united Europe and in this view the pro-West
orientation of Yugoslavia could contribute significantly to the peace on
this continent. American support to Yugoslavia was therefore a part of
a wider strategy which aimed to establish a strong collective system of
security in the world (including the South-East Europe) in the light
of the danger from the Soviet Union. In the American perspective,
the Yugoslav-Italian reconciliation represented the realisation of this
important connection in the South-East Europe. Regarding this issue
some differences in the opinions of the ambassador Clare Boothe Luce
and the president Dweight Eisenhower arose. The latter regarded the
development of the Italian-Yugoslav relations, within which the Trieste
question increasingly reflected a local conflict, from a wider context
and in connection to his favourite item of the agenda
-
the Atlantic
Alliance. The ambassador Luce, on the other hand, kept to the rigid

views of the Republican politics of holding back communism. She also
manifestly worked in favour of the receiving State (Italy) and its na¬
tional interests.
Regarding the American politics in relation to Italy, the ambassa¬
dor Luce, as a typical representative of McCarthy's America, exerted a
strong influence on it and she also adapted it as such to the solving of
the Trieste question. This is evident among others from the numerous
press reports, proliferating after the conclusion of negotiations and the
signing of the London memorandum, which wrote widely on the influ¬
ence and role played by this seemingly fragile and inexperienced writer
from the USA during the almost nine years lasting period of conflicts
between Yugoslavia and Italy.
