IN THE PAST
Summary
The town of Ulcinj is situated at the farthest steep slopes of the mountain
Možura.
The old town was positioned on a rocky elevation surrounded by
rampart and towers, while in subsequent stages the settlement developed
circularly in the valley where its lower section turned into a port. The old
town is of Mediterranean type and the more recent sections kept the oriental
appearance.
Pile dwellings were erected around Ulcinj very early. Written sources
reveal few data on ancient Olcinium; the place was first mentioned by Titus
Livius and Pliny the Elder. The latter stated the town had been originally
called Colchinium since, allegedly, it had been founded by the Colhidians
implying the conclusion that the town was their colony and also known to
the Argonauts. Archeological remains testify the town was founded in the V
century

Thanks to its exceptional geographical position, the town had
played an important role in the Illyrian realm. In

the town (Olcinium)
fell under the Romans rule in which period it gained the status of opidum
civium
Romanorum
(Town with Special Privileges). After division of the
Roman Empire into the Eastern and Western in
395
the province of
Prevališ
with Olcinium became a part of the Eastern Roman Empire.
Christianity left deeper traces in this region as of IV century AD. The
Slavs settled the territory of contemporary Monte Negro in the first half of
the
VII
century, while descendants of the ancient population sought refuge
in mountains and inaccessible areas, as well as in fortified coastal towns. The
darkest period of Ulcinj s history, no doubt, is the period between
VII
to XI
centuries (archeological remains almost only Slavic ceramics). In XI century,
Ulcinj became part of
Zeta-
as documented in the famous Chronicle by Pop
Dukljanin and starting from
1183
the town was ruled by the Nemanjics
dynasty. At the time, Ulcinj (Ocinj, Voucinj, Lcinj) becomes one of the most

important
coastal trade centers of the Serbian State. Later on, the town was
taken over by the
Balšić
dynasty which turned it into their capital since
1396
onwards. The town had its own statute, mint and other institutions which
point to well developed town functions. At that point in time, Ulcinj was an
important artisan, trade and fishermen settlement. After death of Balsh the III
Ulcinj was finally seized by the Republic of Venice under whose rule the town
remained until
1571.
At the time, the town represented an important trade
and traffic center and strategic point of the southern Adriatic. After the major
earthquake in
1444,
the Venetians rebuilt the town fortifications, towers and
gates, brought new elements into its architecture and urban structure thus
giving it the appearance of Eastern-Adriatic Venetian
urbanism,
with lovely
palaces, churches, and squares.
Ulcinj was taken by the Ottoman Turks in
1571
and was ruled by them
until
1880.
Along with the Ulcinj
(Ülgün, Ülkün) crew,
there were also
400
Algerian
pirates placed there with the goal to enhance the military position of the
Empire and disrupt Venetian trade routes. Thus, Ulcinj became one of the
pirate dens exposed to wars and destruction. The pirates operated along the
Adriatic Sea and entire Mediterranean, cooperating often with the Berber
pirates and even participated as allies in Turkish war naval fleet. Ulcinj also
became a significant center for slave trafficking. The seventeenth century
witnessed the most intensive activities of the Ulcinj pirates. Despite the joined
efforts of Venice and Austria, the actual end was put to the piracy at sea by
the Vienna Congress in
1815.
In fact, in Ulcinj, piracy and trade often went
alongside until
XVIII
century when the naval trade took over the supremacy.
At that time, the town acquired one more inheritance
-
Oriental style
-
in
urbanism
and architecture. The town had nine mosques, and in the suburb of
the Old town a new town was built.
Ulcinj was integrated into independent Montenegro in
1880
but only after
the diplomatic struggle (so-called „Ulcinj question ) and the international
navy fleet force demonstration in front of the town. Various sail boats which
continued sailing under the Montenegrin flag were very important for the
Montenegro marine trade but following the development of steamships they
lost significance, and almost ceased to exist in the subsequent wars. The country
experienced an agricultural reform and land melioration (Zogjan lake, Ulcinj
Swamps) which helped decline malaria. Ulcinj has become a center of captaincy
and other public services. Special attention was given to culture (library,
school) introduction of postal service, telegram and phone communications.
Also, efforts were made to modernize and improve the particularly bad health

conditions.
The town, once inhabited by mostly Muslim population, attracted
religiously and ethnically mixed population, where religious buildings of all
three religions were erected. However, due to lack of strong state support-
even though the social development was, perhaps, somewhat more favorable
(in education and culture)

this region witnessed a mass emigration, and in
the period under review it was a typical emigrational region.
