Aetius and the Barbarians
Flavius
Aetius, nicknamed the last of the Romans , led
the defence of the Western Roman Empire, threatened by
Barbarian peoples, for more than twenty years. The defeats
of the famous king of the Huns,
Attila,
in
451
and
452,
are
frequently believed to be his greatest achievements, but
one might ask if this belief is correct. The author shows
successes and failures of Aetius s policy and tries to answer
the question whether the policy was a consistently
implemented plan or a response to the ever changing
circumstances.
His family background gave Aetius considerable ways
and means in the form of contacts with high-ranking
officers and Italian aristocrats. In all likelihood many other
young men of noble birth had similar opportunities, but it
was Aetius who enjoyed the greatest success and
dominated the political scene of the Western Roman
Empire for over twenty years. Reaching such an important
position would probably not have been possible without
playing the only trump that his potential competition did
not have, i.e. good relations with the Huns. He used Hun
mercenaries twice, both times solely to serve his own
interests. He used the Huns for the first time after Joannes s
death to save his own position and to show
Galla
Piacidia
and Valentinian III what he was capable of. Then, in
433,
it was thanks to the Huns that his status changed from
rebel and outlaw to
magister militum
and
patrícius
of the
Western Empire. Using the Huns was nothing out of the
ordinary for the contemporary politicians and generals in
both Eastern and Western parts of the Empire. What was

out of the ordinary were the circumstances and the goals
that Aetius managed to achieve with the Huns help.
In his early youth Aetius was able to witness the actions
of Stilicho and later
Flavius Constantius.
It is not known
what conclusions he drew from his observations but it is
obvious that he followed their example many times in his
later life. The foedera he entered with Barbarian peoples
show that, like his great predecessors, he assessed the
Empire s strengths realistically and he never strove to
remove incomers from its territory. What he tried to do
was to use their power to strengthen the state s potential.
This is particularly visible in his actions in Gaul. On the
one hand Aetius s long-term involvement in the affairs of
Gaul was determined by necessity and on the other it
may have resulted from the conclusions he drew from
Flavius Constantius s
actions. It was the latter general who
understood very well that neglecting the Gallic provinces
by the imperial authorities led to local usurpations, and
he took precautions to prevent similar threats in future.
Aetius s focus on the affairs of Gaul might lead some to
suspect that he neglected the other parts of the Empire,
but it does not seem to have been the case. Although he
patiently tolerated the Sueves in Spain for a very long
time, it most likely resulted from the fact that their
campaigns
—
though troublesome for the local people
—
did not pose a threat to the Empire itself. Seemingly Aetius s
attitude towards the Vandals in Africa can be judged
differently, especially as after his death there were attempts
to organise military campaigns against them, which Aetius
never did nor
—
it seems
—
even planned on doing. It is
worth asking the question what he would gain by
organising such a campaign. The possible expulsion of
the Vandals from the richest provinces, which they had
conquered in

and moving them west, would result in
the necessity to keep considerable military forces, capable
of repelling their inevitable attacks, in Carthage and the

neighbouring provinces. Any campaign in Africa in these
conditions would have further weakened the Empire s
already impaired strength and in all likelihood encouraged
other Barbarian peoples, mostly the Goths, to take action.
The
442
peace treaty with the Vandals, which was an
acknowledgement of the status quo, brought more benefits
and discouraged
Geiseric
from any hostilities against the
Empire for over ten years. Aetius also did not try to
intervene in Britain, but in this case he strictly followed
the orders given by Emperor Honorius in the beginning
of the fifth century. Aetius s policy towards Barbarian
peoples was cautious and suited to the Empire s in¬
considerable strength.
The level of Aetius s power was determined by his
formal status of
magister militum
and his unofficial control
over the Emperor. As a general he proved to be fully
successful. Out of his numerous campaigns, only one
ended in defeat

but in this case his opponent was
Boniface, i.e. the then
magister
militum, who therefore
had bigger forces than Aetius. Aetius was unable to fully
control Valentinian III, which had tragic consequences
for both men. Only a few months after Aetius s death, the
Western Roman Empire lost its emperor as well and was
thrown into turmoil, and all the forces that Aetius had
kept in check so successfully became vocal. All this shows
how fragile the foundations of the Roman order were and
how crucial Aetius was in maintaining this order.
