Intelligence and power
The role of the civil intelligence in the
PRL
government political system
The aim that the author constitute while he had been working overall
this book was to illustrate the role and place of civil intelligence in the
institution of
PRL
government system; its impact on decision-making
process, together with shaping PRL-headmasters consciousness, who not
infrequently based their world-overview on intelligence analytical-work.
The main research questions that the author considerate in the book are
highly correlated with such issue as: in which ways distinct intelligence
documents had constituted the consciousness of PRL-headmasters, in which
ways those documents had organized the decision-making process, using
which tools the intelligence had influenced the process of thinking of some
powerful members of
PZPR
political staff, to which degree the intelligence
was the autonomous system, to which degree it was totally free in shaping
its information politics, in which degree the intelligence was free in its main
fields of interests, and finally in which degree the intelligence was only
a pleasant executor of party directives as opposite to the historical
moments, in which the agency tried to influence into significant political
events.
Moreover, the author was strongly interested in relationships between
intelligence and state government-management, the struggle for influences
in
PRL
government apparatus, and the role of intelligence co-workers in
socio-political crises in era of Communism.
The author tried to illustrate the government attitudes to the intelligence;
the government perception of analyses and prognosis s of polish intelligence
agency as well. It was the reason,

Summary
■with some eye-witnesses who had a possibility to observe the final products
of real intelligence work in recent years.
In his work, the author has concentrated only on the intelligence
information function, omitting, on the purpose, its operation-function. The
author made also the assumption that the receivers of intelligence were
mostly interested in the final products of intelligence procedures, which
took a form of analyses and prognosis s; therefore, the way in which those
information were possessed play the marginal role, especially while taking
a perspective of people engaged in some political decision-making process.
On the other hand, the intelligence agency is usually estimated for:
information-level and its authenticity, the ability of interpreting the world
development tendencies, the ability of anticipating the political events,
political utility of possessed information that are later used in decision-
-making processes, and not for the number of co-workers, or the number
of spectacular actions, which usually take no good for the agency. Thus, the
author had analyzed informational materials of I MSW Department that
were sending to the party and state management in years
1956-1990.
The book is composed of its problematical and chronological structure,
taking the perspective of time period from: the moment of constituting the
polish communistic intelligence agency structures in
1944
to the resolution
of polish security service in May
1990.
The main book considerations were
all introduced by the, so called, introductory chapter defining briefly the
intelligence aims and instruments together with structures and functions
realized by the agencies in the contemporary world. The author introduced
also the main components of intelligence: information, analyses, foreign
security service, special operations and particular phases of intelligence
cycle as well. Those considerations were based mostly on analyses of some
Western Europe authors
-
theoretics and practitioners of intelligence special
work.
In the following chapters the
PRL
intelligence agency doctrine was
introduced. The doctrine was based on intelligence program chefs appearance
and theirs directions, which had been send to some state and foreign
intelligence staffs. Those directions clarify, for instance: the intelligence
agency tasks, directions of its main interests, work methods, or even
definitions of some enemy s country hoods. All of those considerations are
preceded with short historical part, which tried to highlight intelligence
organizational development in the structure of public security institution.
The next part is, on the other hand, strongly associated with intelligence
management, theirs origins, manners provided to the security service,
career types, and promotion paths. Attitudes and participation of political

intelligence agency staff that were shaped during the whole last 40-years
were took into account as well. The other subject of huge author interests
was the issue of intelligence leaderships, for instance.· intelligence staff
principals silhouettes and their impacts into a shape of
PRL
intelligence
service. Thus, some principals silhouettes of I Department were analyzed
with great precision.
To sum up, in last three chapters, the intelligence participation and its
main behaviors were strongly highlighted especially in some breakthrough
moments in the polish history. The end of the book is, instead of the
summary, a colorful illustration of the role, the place, and the main
intelligence management-staff members during the first years after the end
of Communism era.
