SUMMARY
The processes and events that took place between
1975-1976
and ap¬
peared in similar groups around Poland had influence on the formation of
the opposition environments which were active in the Lublin Region in
the middle of the seventies. In the period of protests against changes in the
Constitution of the People s Republic of Poland, the Lublin opposition en¬
vironment turned out to be the most active in the country, apart from the ones
in Warsaw and
Gdańsk.
After the events of June
1976,
the opposition from
Lublin engaged itself in assistance activity for the victimised workers from
Radom.
Among the people who financially supported the workers, the most
active was a group of several students and graduates of the Catholic University
of Lublin
(KUL),
the only private and catholic university in the countries of
the Communist bloc. Apart from them, the workers of the Blind Disabled
Cooperative
(Spółdzielnia Inwalidów Niewidomych)
in Lublin were invol¬
ved in this activity, which was a sensation in the country.
Between
1976
and
1977,
among the opposition activists in Lublin there
were ideological differences. Agroup with independence slogans which distan¬
tly approached the left opposition circles gathered around Marian
Piłka.
In
March
1977,
after creating the Human and Civil Rights Protection Movement
(Ruch Obrony Praw Człowieka i Obywatela)
they joined the Movement. In
Zdzisław
Jamrozka s (a disabled person) apartment there was an advisory-in¬
formative point of the Movement and also a club of free discussion
-
one of
the most important meeting points of the opposition activists in Lublin.
The group concentrated around
Janusz Krupski
played an essential role
in initiating the independent publishing movement in the country. It con¬
sistently aimed for the use of copiers for printing uncensored works on a
large scale. In this way, they wanted to break the information monopoly of
the authorities. One of the first works copied by the group (in June
1977),

although not its own, was
Zapis .
At the beginning, this literary periodical
was published in tape script. When printing
Zapis ,
the Lublin group sig¬
ned it as the Uncensored Publishing Workshop (Nieocenzurowana
Oficyna
Wydawnicza).
Thus, it was the first attempt to institutionalise the indepen¬
dent publishing movement. Then, for a few months -under a changed name:
the Independent Publishing Workshop
(Niezależna Oficyna Wydawnicza)
-
functioned a common initiative of the Lublin group concentrated around
Krupski
and around the Workers Defence Committee
(Komitet Obrony
Robotników)
represented by
Mirosław
Chojecki. This was the beginning of
the best known independent publishing house
-
NOWA.
In November
1977,
Janusz Krupski
and several other people published
their own periodical
Spotkania. Niezależne pismo młodych katolików
(The Meetings. The
Independent Paper
of Young Catholics).
Spotkania
were published till
1988.
The paper had a social-catholic character. An es¬
sential issue in the paper was that concerning the lot of the Catholic Church
in the East and Polish relations with its neighbouring countries. The edito¬
rial staff of
Spotkania
supported the idea of Ukraine s, Lithuania s and
Belorussia s self-determination; it stressed the necessity of actions to create
reconciliation and cooperation between Poles and the neighbouring nations.
The publishing house in Lublin, one of the opposition publishing houses in
the country at that time, had a kind of branch in Paris. It was established in
1978
by
Piotr
Jeglinski s Editions
Spotkania.
In the Lublin Region, an independent peasant movement emerged.
The Committee for Peasant Self-Defence of the Lublin Region
(Komitet
Samoobrony Chłopskiej Ziemi Lubelskiej)
was created here in My
1978.
It also contributed to an organised opposition activity of farmers in other re¬
gions of the country. However, authorities repressions quickly put an end to
the activity of the peasant committee.
Till the summer of
1980,
the opposition activity was mainly concentra¬
ted in Lublin. Its main members were the representatives of the intellectual
environment, above all,
KUL
students and graduates and other people from
state universities. At the end of the decade, an important environment was
created around student theatres in Lublin. It played an essential role after
August by creating the Independent Students Union
(Niezależne Zrzeszenie
Studentów)
at the Maria Curie-Sktodowska University in Lublin.
The independence slogans presented in the program of the Confederation
for an Independent Poland
(Konfederacja Polski Niepodległej),
which was

created on
1
September
1979,
attracted secondary-schools pupils and a few
representatives of the worker environments to the group of the party members
and sympathisers. Over the years
1975-1980,
the participation of the repre¬
sentatives of worker environments, including also the workers, in the opposi¬
tion activity in the Lublin Region was, however, meager. This limited the po¬
ssibilities of the opposition to influence this environment. Consequently, the
opposition had no direct influence on the beginning of strikes in work places
in the Lublin Region (July
1980).
Its influence on the course of protests was
indirect. The environment of
Spotkania
and the members of the Human and
Civil Rights Protection Movement (ROPCiO) played an important informati¬
ve role in the contact of western media correspondents and Radio Free Europe.
They popularised the details of protests in the country and in the West. Only
the contacts that were established by the opposition during strikes with wor¬
kers turned out to be permanent. From September, the opposition activists
took part in the creation of Solidarity structures in the Lublin Region.
Forms of opposition activity in the Lublin Region were similar to those
conducted in other parts of the country. The opposition activity was most vi¬
sible from the spring of
1976
till the autumn of
1978
and also in the first half
of
1980.
In
1978
and
1980
political actions were organised
-
the boycott of
the election for national councils and the
Sejm.
During the anniversary of
Poland s independence, on
11
November
1979,
the ROPCiO prepared a de¬
monstration in Lublin. The opposition activists also took part in actions for
the protection of the victimised and they conducted self-education activi¬
ties. Apart from the paper
Spotkania
and a few other social-catholic books
published within the
Biblioteka Spotkań
(The Library of the Meetings),
publishing initiatives of the Lublin opposition were limited. Before August
1980,
only the group of ROPCiO members in Lublin published the perio¬
dical
Kronika Lubelska
(The Lublin Chronicle). Some reprints of the all-
-Poland paper of the ROPCiO members
Opinia
(Opinion), among others,
were done. Thanks to broad distribution, works from other publishing hou¬
ses of opposition environments around the country reached Lublin.
Local party authorities and the security apparatus could not stop the op¬
position activity; however, for its activists the harassment of the Security
Service was severe. There were even cases of force used by the Security
Service officers. Administrative persecution was also used. The most im¬
portant consequences of the actions were the stopping of farmers activity,
the extension of the conflict and the division in the Lublin ROPCiO.
