THE TRIESTE CRISIS
1945-1954,
Military and Political Aspects
Trieste is the city with Italian majority, surrounded with
Slovene environment in the vilages scattered around the hills of
Bay of Trieste, up to
1918
belongong to
Austro
Hungarian Empi¬
re and later to the Italy. The question of the city of Trieste, ma¬
rked the final stages of the World War Two and beginning of the
Cold War in Southern Europe in May of
1945.
With its unsolve-
ness it lasted until the end of the first decade of the peace in
Europe, until the mid fifities. Struggle over this city, with then
very important port, was transfered into the diplomatic relations.
From time to time, different incidents, in and around the Trieste,
brew the tensions and hampered peace in this region of the South
Europe. Everything that happened in the city and its surrounding
areas, complicated relations between communist Yugoslavia and
its wartime Allies in the period that this book outlined.
Yugoslav Partisan and communist movement leadership
have the
celar
aim to seize the city during the final stages of the
war, while pushing the German troops out of the country during
early months of
1945.
Importance of the city was twofold, it was
important and strategic port and represent the national aim for
the Slovene Communists. In thier revolutionary struggle Yugo¬
slav Partisans combined military force with immideate political
takeover whenever the „liberated" certain area or city. That com¬
bination was already used in the areas of Yugoslavia where the
Partisans already controlled the situation, and especially Serbia,
where they had to compete with another ressistance movement.
But, in the case of the Trieste, that policy failed, since massive
Allied troops were already present in the city, day after first Par¬
tisan forces entered the Trieste. Also, because the political su¬
pport to the Tito's Partisans from the Soviet Union in this matter
of overtaking the city unexpectly for them, lacked.

Units of the Partisan Yugoslav Army, withdrew after the
June
1945
negotations with Allies, to a distance where this im¬
portant harbour could be safe. Joint military presence was esta¬
blished with limited numbers of the Allied and Partisan person¬
nel in the city and neighbouring areas which were divided in
two zones. On the contrary, retreat of the Yugoslav forces from
Trieste, did not established full-scale peace and tranquility, but
it only complicated relations on the ground and at the political
table. Temporary solution over the city status and occasional in¬
cidents between the troops and among the civilians of different
nationality, have a outcome in which Yugoslavs spoiled their
relations with former
Alllies
the United States an the Great Bri¬
tain. Some of those inicidents, such as useless shooting down of
the two USAAF cargo planes in summer
1946,
maintained new
Yugoslavia public and media appearance as villain in the region.
State controlled Yugoslav media suggested that those actions
were act of defence of the state soverenity and its airpsace. But
after the hard preassure on the Yugoslavia's railing circles, they
had to remove the air defense aviation assets, no matter the si¬
tuation that violation of the air space by the Allied aeroplanes
continued.
Next stage was the creation of the Free Teritory of the Tri¬
este in
1947
and peace treaty with Italy, which also influenced
boreder lines in the area. It included two territories, „zones" A
and B. In the zone A there was city of Trieste and surrounding
north/west link to the Italian mainland, while the Zone

ned villages populated with the Slovenes which to the south and
east were conected to Yugoslavian mainland. New borders betwe¬
en the Italy and Yugoslavia shaped in September
1947,
brought
another wave of the mutual tension, between the Allies keeping
the troops the Zone A and Yugoslavs in the Zone B.
Throughout the whole period of the unsolved Trieste sta¬
tus, Yugoslavia maintained massive military presence in the sur¬
rounding area and deeper in to Slovenia and Croatia. One of the
main preposition of the Yugoslav defense plan, that future war

will stareted exactly in the border region with Italy and the city
of Trieste. Later, when Yugoslavia broke out from the Informbu-
reau camp in
1948/1949,
and since
1951
renewed strong ties with
the West through the Military Assistance Pact and programmes
of the economical aid, the perception of the Trieste question and
Italy as a hostile nation, did not changed. Despite the formida¬
ble preassure from the West, that Yugoslavia should realize that
the stability of the European defence from the Soviets deeply
depends on the good relations of all NATO partners including
Yugoslavia, Tough and strict Yugoslav political position, in most
cases rooted and backed by the populism, had good counterpart
in Italy, which had frequent changes of the goverment, making
the new democracy very fragile. Question of the Trieste was a ex¬
cellent issue that could always draw additional attention of the
nation, pointiig to a Communist and Slavic danger, rather than
other questions of the Italian political life.
Crisis over Trieste culminated in the October
1953,
when
the Allies decided to pass the authorities over Zone A, which in¬
cluded the city of the Trieste itself, to the Italy and to withdrew
their military contigent. That sudden decision provoked one of
the most serious Yugoslav military reaction in Cold War. It be¬
came obvious that the crisis of the
1953,
was the turning point
for many internal defence issues of the Yugoslavia. The sudden
military movement towards the Italian borders of the Yugoslav
troops was fast and sharp. It
proveed
excellent morale and capa¬
bilities for fight, which in many cases outmatch other problems.
More over the crisis of the
1953,
hampered the relations with the
NATO allies, just in the same period when Yugoslavs negotiated
for the improved position in the frame of the MDAP and further
partnership. On the other side, Soviets maintained course ofcon-
stuctive uninteresting and they did not interfear at all. After the
Trieste crisis went to its end, western efforts to invite and include
Tito's Yugoslavia in to NATO framework slowly vanished, despite
the fact that Yugoslavia received further flow of the armament
and equipmet through the MDAP for further several years. Com-

of the

crisis, including diplomatic dispute, sho¬
wed all possible political, diplomatical and military problems to
the Yugoslav authorities and its leader Tito too.
Clash with the Italy complicated Yugoslav relations with
its Balkan NATO allies: Greece and Turkey. Those three countri¬
es worked hard in period prior to the Trieste crisis to create and
formulate a defense pact, nicknamed The Balkan Pact, a specific
defence institution between the three nations under the threat
of the possible Soviet invasion. After the experience of the Trie¬
ste problem, it was obvous that the Pact would not be a fruitfull
military and political outcome. Despite the fact that Pact was
signed in
1954,
it was short living, and almost after signinig for-
goten. It was unique but
apsurd
alliance of the two NATO and
one communist state, mainly possible to be understood in the
political ambivalence of the Cold War. Situation over the Trieste
and hostility with Italy, further complicated relations, since the
two members of the Pact and Italy were full NATO members and
Yugoslavia only MAP member with different idelogical system.
If the tension would have broke in to a full scale hostilities, the¬
re was the question how the Greece and Turkey will react, since
they were obliged to help both countries through different sig¬
ned obligations.
On one side Yugoslavia maintained the position that Bal¬
kan Pact will strengthen its position in Europe as well as in the
process of solving of the Trieste crisis. On the other, it leaded
the Pact into
a non
effective institution. But, all the efforts that
Allies, Yugoslavia and Italy showed throughout the
1954,
leade
to the final solution in the Trieste problem: definitive solving of
the border problems between the Italy and Yugoslavia, ceasing
of the existance of the Free Teritory of Trieste. Negotations held
in London, showed the results of the sometimes contradictory
actions of the Allies, wishing to end this problem, and Yugosla¬
vian efforts with the idea to come to conclusion with minimal
cessions to the Italian side. Conflict came to an end when defi¬
nitive separtaion came in October and November
1954.

The Trieste question and crisis became very soon forgotten,
since the economical cooperation between Yugoslavia and Italy
started to grow. It remained a page in the history of the earlier
stages of the Cold War in Europe. |
