The Last Prime Minister of the Polish Government in Exile
The picture of life and work of the prominent Polish citizen is based on nu¬
merous source materials as well as the literature of the subject. The achievements of
Edward
Franciszek
Szczepanik, who valued the good of the country most of all and
whose life is the proof that he remained constantly faithful to those values, have been
presented in the broad background of the events of the era.
Although Edward
Franciszek
Szczepanik belonged to the bevy of the most prom¬
inent politicians of independence emigration after World War II, his achievements have
not yet been described in a compact biography either in Poland or abroad.
The author had been in close cooperation with the Prime Minister on the dis¬
cussion forums of various organizations, the World Council for Research on
Polonia
in particular, and had maintained intensive private contacts.
Professor
Andrzej
Targowski from Western Michigan University in Kalama-
zoo (US), until recently the chairman of the World Council for Research on
Polonia
and the expert in the career of the former Prime Minister, was asked to write the pref¬
ace to the book. On the canvas of Edward Szczepanik s life, he sketches a short essay
on the Polish independence exile, especially the one connected with the government
of the Polish Republic in London. Professor Targowski presents an interesting com¬
parative analysis of the actions of all the prime ministers of the Polish government
within the Second Great Emigration
(1939-1990).

in acting, good ideas in problem solving, choosing co-workers, diligence and
reliability as well as foreign languages command. All the above mentioned features,
which decided about the success of professor Edward Szczepanik, are reflected on the
pages of this biography, aiming at a wide readership, first of all at those wishing to
learn more about the achievements of Polish patriots in exile after World War II.
The author of the book shows the rich and difficult life of the hero, his profes¬
sional work, organizational, political and social activity. Whereas all the scientific
achievements of Edward Szczepanik, connected with agricultural economy as well as
finances and market, have been left for the experts in economic history to analyse.
The book includes fragments of numerous reminiscences, interviews and pro¬
nouncements of Edward Szczepanik and also nearly

photographs, presenting the
life and achievements of the hero (obtained from the Prime Ministers family and
the author s private collections). They are the result of the author s frequent meetings
and conversations not only with prof. Edward Szczepanik but also with other repre¬
sentatives of independence emigration both in the country and in Great Britain. It all
makes the book a documentary.
Essentially, the book significantly goes beyond the issue mentioned in the ti¬
tle. It is not a typical biography since the author frequently digresses from the main
protagonist to deal with various aspects of emigration activity. Obviously, it makes
the lecture clearer.
In chapter I, after a brief review of the most important facts about family envi¬
ronment of the future professor and Prime Minister, the author sketches the picture
of geographical and social environment in which Edward Szczepanik lived and grew
up and later describes his youth

education in schools, university and officer cadet
school, military service and early scientific work.
Chapter II is much more extensive as it shows E. Szczepanik as a wartime wan¬
derer and describes first years after the War. The author of the book makes numerous
references to the general background. When writing about the period of mobilization
in Vilnius and deportation deep into USSR, he presents the problem of sovietisation
of Poland s Eastern Borders, using his own earlier research and publications on the
subject.
The chapter also presents Edward Szczepanik s participation in the battles on
the combat trails of the Polish II Corps in Italy as well as his later life after disbanding
the Polish Military Forces and his moving from military service to civil service and
scientific work in England. Further on, the author describes the difficulties the Poles
faced when adapting to living abroad. In chapter II we can also find a broad discus¬
sion about statutory changes of the Council for Aid for Polish Refugees, whose mem¬
ber was Edward Szczepanik. The scientist s social activity in the territory of Great
Britain (on the forum of the Research Institute for Polish Affairs and the forum of the
Polish Economists Association including) is presented.

Conclusion
Chapter III is the picture of professional career of Edward Szczepanik, his so¬
cial activity and involvement in the problems of the country from early
1950s
to late
1980s.
There is also a closer look at his scientific interests, mainly in the quotation
from prof.
Leszek Balcerowicz s
speech given when the Prime Minister was awarded
an Honorary Doctorate by the Warsaw School of Economics.
In the final part of the subchapter, when reading about
1980s,
we learn about
Edward Szczepanik s political activity for Poland. This information is, somehow, the
introduction to the following subchapter Edward Szczepanik as the Prime Minister of
the Government of II Polish Republic in Exile
(1986-1990)
In this extensive fragment
of the book, we are presented with a significant part of Edward Szczepanik s biography
on the background of political life of the Polish emigration in Great Britain and the col¬
lapse of the post-communist government in the country. Further parts of chapter III
constitute the background for fundamental deliberation. Thus the following subchap-
ters deal with the assessment of the achievements of the Polish Republic government
in exile in the years
1972-1988
as presented by the members of Edward Szczepanik s
cabinet in a special publication. They are completed by profusely quoted memories of
Zbigniew Mieczkowski.
A similar character is maintained in the next subchapter, in
which the author quotes the interview with one of the ministers in the government of
Edward Szczepanik

the actions of the last President of the Polish Republic in exile

Ryszard Kaczorowski.
In the following subchapter entitled Security Service Towards
the Representatives of the Government of the Polish Republic in Exile , on the other
hand, the author shows the examples of surveillance of emigration circles. In the con¬
clusion, the author

in reference to preliminary research carried by the employees of
the Institute of National Remembrance

states authoritatively that the Prime Minister
Edward Szczepanik had never fallen into a trap set by security service.
The last part of the paper shows different episodes connected with the profes¬
sor s contacts with the country and his countrymen in the again independent Repub¬
lic. We can also find here further news about the close family of the Prime Minister
and details about his awards, decorations and honours.
The book is based on extensive source materials of diverse provenance, mainly
Polish collections deposited in London and Montreal as well as the materials com¬
ing from private libraries of professor and his family. The collection of archival docu¬
ments and records, reports, reminiscences, printed sources and various papers of
similar subject matter is quite impressing.
This monograph fills a significant gap in the research on contemporary history
of the Polish diaspora. It will serve the scientific and teaching needs.
