Summary
A characteristic feature of socio-economic development is the unevenness of this
process in a regional system. The nature, causes and consequences of the unevenness
of regional development have been the objects of study in very many works of the
world literature. The growing disparities in the development of individual regions have
become one of the fundamental problems of the modern economy. Big differences in the
levels of income and living conditions divide regions into those of dynamic
development and those lagging behind. This situation is not favourable to the socio-
economic development of a country; on the contrary, it is one of the principal barriers
to development. The levelling out of those differences, specifically through regional
policy steering the development process and a search for new development factors
ensuring regional convergence, has been an increasingly important problem in studies
undertaken by both, economists and economic geographers.
In Poland, too, regional development issues have been taken up by many post-1990
works in geography and economy following the political-systemic shift and the ensuing
socio-economic transformation. In the early
1990s,
several mistakes were committed in
Poland in the steering of regional development. The basic miscalculation was the
adoption of the liberal assumption that the market mechanism would lead to a rational
distribution of resources and lessening of regional disparities in the level of
development. In the face of its failure, a new model of Polish regional policy started to
be built in the other half of the
1990s
and modified in the pre-accession period to adjust
it to the regional strategy of the European Union. This was an issue addressed by a host
of studies by both, economists and geographers. In economic works the focus was
largely on the econometric modelling of regional development accommodating
contemporary factors of socio-economic development, while geographical works mostly
dealt with the state of and changes in regional differences in development. There have
been no comprehensive studies employing a multi-aspect approach to regional

development and regional policy, i.e. ones that would not only analyse the development
process but also relate the regional policy measures taken to factors of regional
development determined by both, global conditions and those specific to our country.
The present work seeks to offer such an assessment and fill the gap in the rich literature
on the subject.
The aim of the dissertation is to identify significant present-day factors of regional
development in Poland following from current changes in the system of the world
economy, the transformation of the Polish economy, and changes brought about by our
country s accession to the European Union. An attempt is also made to check if present-
day factors of regional development have been included in the new model of Polish
regional policy. The case study concerns the voivodeship of Kujavia-Pomerania; it
describes the mechanism shaping the nature of regional development in this
voivodeship and evaluates the efficiency of measures taken under the regional policy
pursued there.
The cognitive tasks undertaken in the work embrace theoretical and empirical-
diagnostic aims. The theoretical aim is to discuss the chief conceptions of regional
development factors in the light of the theoretical output of the literature on the subject,
and to identify and systematise the factors that are crucial today. The empirical-
diagnostic aim is to examine the process of building and implementing the Polish model
of regional policy. This process is analysed in two approaches: national and regional,
which allows it to be assessed from the perspective of the inter-regional policy of the
state and that of the intra-regional policy pursued by regions. The practical tasks of the
dissertation involve an assessment of the efficiency of regional policy measures adopted
in Poland taking into account the nature and role of the present-day factors of regional
development. The conclusions following from this assessment can be helpful in further
work on the creation of a new, more effective model of Polish regional policy.
The chief research problems of the dissertation have been given the form of the
following cognitive questions:
1.
What are the basic goals of regional development and regional policy?
2.
What factors of regional development in Poland result from the classical
conditions of this process and the current changes in the world economic system, the
transformation of the country s economy, and its integration with the European Union?
3.
Which of the factors of regional development are significant in the light of the
results of studies carried out in the regional system of Poland?
4.
What changes have occurred in the goals, tasks and model of Polish regional
policy?
5.
What are the results of the inter-regional policy pursued in Poland?
6.
What changes have occurred in the goals and tasks of the regional policy of
Kujavia-Pomerania voivodeship?
7.
Do the goals and tasks of inter-regional policy defined by the government and
of intra-regional policy defined by the self-government authorities of Kujavia-
Pomerania contribute to generating and reinforcing growth factors in this region?
8.
Has the change in the model of regional policy brought about by Poland s joining
the European Union helped to improve the inter- and intra-regional measures instituted

in Kujavia-Pomerania and to accelerate its development? What changes are still needed
in this respect?
The spatial scope of the analysis embraces two levels. The first level is that of
Poland and its regional system, for which the results of empirical studies are used to
systematise factors of regional development and to analyse the process of working out
and executing Polish regional policy in its inter-regional dimension. The other level is
that of Kujavia-Pomerania, for which an analysis is made of the process of drawing up
and implementing the regional policy pursued by the voivodeship authorities in its
intra-regional dimension; also, an assessment is offered of the efficiency of measures
taken to create and strengthen factors of regional development.
The temporal scope of the research covers the years
2000-2006
and coincides with
the first financial perspective of the European Union that was accessible to Poland as
its member. There is also information concerning Polish regional policy in the next
financial perspective,
2007-2013,
derived from sources available at the close of
December
2006
and the start of January
2007.
The book consists of six chapters. Chapter one, introductory, states the aim and scope
of the dissertation. It gives a survey of the Polish literature on the subject while
systematising it, and presents the source materials and research methods employed.
Chapter two deals with factors of regional development and their relations with regional
development and regional policy. It offers the basic terminology, a survey of development
factors in the light of theories and models of regional development, and an identification
of regional development factors based on the literature on the subject and accommodating
Polish determinants of this process. The chapter closes with
a systématisation
of regional
development factors resting on the empirical analysis carried out in the regional system
Poland. Chapter three addresses problems of inter-regional policy in Poland. It describes
the process of the working out and implementation of inter-regional policy, with attention
focused on the effect of inter-regional policy on creating and strengthening regional
development factors in the years
2000-2006
and prospects in this matter for the next
programming period,
2007-2013.
Then the book moves to an analysis of the effect of intra-
regional policy on factors of regional development. The case study deals with Kujavia-
Pomerania voivodeship. Chapter four identifies factors of the voivodeship s development
and its position in the regional structure of Poland; it also offers an analysis of intra-
regional differences in the level of the voivodeship s socio-economic development.
Chapter five characterises the process of designing and implementing intra-regional policy
in the voivodeship over the years
2000-2006
and presents preparations made by the
voivodeship s self-government for further measures to be taken in the next financial
perspective of the Communities,
2007-2013.
The chapter concludes with an analysis of the
effect of projects and measures completed under regional policy on generating and
reinforcing factors of regional development, and proposals of the necessary changes in this
respect to enhance the efficiency of regional policy in Kujavia-Pomerania. Chapter six
sums up and
systématises
the obtained answers to the cognitive questions posed in the
introduction.
The dissertation seeks to systematise and synthesise issues in regional development
and inter- and intra-regional policy in Poland in the period of the country s integration

with the European Union, the emphasis being put on factors of regional development
and their use in regional policy. The results obtained in the work lead to the following
major conclusions:

The essence of regional development is an increase in regional productivity and
competitiveness, which should be viewed in terms of qualitative rather than
quantitative changes, given the advancing globalisation and integration of socio-
economic systems. In this context, the task of regional policy, which is a form of
organised intervention of public authorities in the process of regional development, is
to steer this process in such a way as to ensure the achievement of its objectives. Thus,
regional policy is a dedicated action intended to generate or reinforce development
factors, i.e. the components and properties of a region affecting its development. The
need to programme and execute regional policy is due to deficient regional markets,
often unable to attain the adopted growth targets without an intervention of public
authorities, which leads to excessive spatial contrasts.

The effectiveness of regional policy depends to a large extent on the choice of
development factors to be generated or reinforced through intervention measures
employed to steer the development process. The discussion of the conceptions of
regional development factors and their adaptation to the conditions of regional
development in Poland, conducted in the book on the basis of the theoretical output of
the literature on the subject, has made it possible to distinguish six most crucial factors.
These are: human capital, material capital, financial capital, social capital, technological
and organisational innovations, and external flows of persons, capital and goods.

The results of the research carried out in the regional system of Poland show
that in the years
1999-2005
the force of impact of the distinguished development factors
varied. The greatest effect on the regional development of the Polish voivodeships was
produced by human capital and financial capital. This means that generating and
reinforcing those factors was the most effective measure in boosting the level of
development of the Polish voivodeships. The least significant factors turned out to be
social capital and external flows of persons, capital and goods, but this may be a
simplification resulting from the poor accessibility of statistical data concerning those
two factors, as mentioned in the dissertation.

The results of the analysis of the goals and tasks of regional policy formulated as
part of inter-regional policy by the government and intra-regional policy by the
Kujavia-Pomerania authorities lead to the conclusion that the most important factor of
regional development generated and reinforced through intervention measures is
material capital. The clear concentration of means for investment projects intended to
develop material capital was necessary to make good the deficiencies of
infrastructural
facilities suffered by the Polish regions. The other development factor indicated in the
goals and tasks of inter- and intra-regional policy was human capital. However, this
factor featured much more prominently at a stage of preparing strategic assumptions
than in the actual execution of intervention measures.
5.
The results of inter-regional policy pursued at the national level must be assessed
as unsatisfactory, especially in the pre-accession period. This was due to several
reasons, the most important being very low outlays from the state budget and

ineffectual use by the government of the instrument known as Voivodeship Contracts.
The state s inter-regional policy has changed after joining the European Union. Access
to the Structural Funds has increased outlays for regional policy, which created
conditions to make the generation and reinforcement of regional development factors
genuine.

The results of intra-regional policy can be evaluated from the perspective of
Kujavia-Pomerania voivodeship. The outcome of the first Contracts executed in the pre-
accession period was not so much tangible material effects but rather experience gained
by the local authorities in adjusting their performance to
EU
regional policy. Ventures
undertaken outside the Contracts with the support of pre-accession programmes had
a greater influence on the development of Kujavia-Pomerania. The voivodeship s post-
2004 intra-regional policy has shown substantial intensification of measures, both in
terms of the number of projects executed and the range of ventures supported.

When assessing changes introduced into Polish regional policy as it was being
administered, the most striking fact that can be observed is that over the years
2000-
2006
its three models were prepared and implemented. Such an instability of legal and
organisational solutions is evidence of an absence of a single target conception of
regional policy; it shows that in many cases the adopted solutions were only intended
to serve immediate political goals of the successive governments. However, the changes
in the model of Polish regional policy also reflect its adjustment to the requirements that
the
EU
member states must meet concerning the organisational principles of the process
of absorption of means from the Structural Funds under the Union s regional policy.
Despite the errors and deficiencies listed in the dissertation, the changes being
introduced should be assessed favourably. The ever better adjustment of Polish regional
policy to the tried and tested standards employed in the
EU
member states helps to sort
out this sphere of socio-economic life of our country, both in legislative and
organisational terms.

It is to be hoped that this advantageous effect of the accession on Polish regional
policy will keep growing, considering the substantial increase in the outlays from the
Structural Funds intended for Polish beneficiaries in the current financial perspective
2007-2013
and measures taken to sort out the sphere of state-financed inter-regional
policy. This should lead to a faster rate of development of the Polish regions.
