searching for a sense of local activity
Summary
In the book the question is considered whether district councils are an ac¬
countable representation of the urban communities and whether their activities sat¬
isfy the communities needs. In the first chapter concepts, and ideologies of local
urban life are presented. Also, an overview of local administrative structures is given
for the Polish context. It is argued that urbanisation which brought social disorgani¬
sation provoked ideas of rational organisation of a city life.
In Poland, before the Second World War the social district
(osiedle społeczne)
was conceived and implemented. It combined urban planning with social emanci¬
pation. It was also treated as a background for the post-war, communist view of
organising social life. In practice, the housing administration units were established
in Polish cities but they played a marginal role. More important were housing coop¬
eratives, which in Poland became exceptionally significant This was due to the se¬
verity of housing problem and inefficiency of solving it through the direct state pro¬
vision. Housing cooperatives were key actors in the cities life. Moreover, the
evolution of the organization of the cities life resulted in the merger of cooperatives
and local government structures. Eventually the local administration became a part
of the united communist administration, and the borders between political, legal and
economic realms were fuzzy.
The revival of the local government in
1990
brought a major change into the po¬
litical system, constituting local governments as the legal unit. Thus the relation
between local governments and central government and among local governments
and citizens started to be based on the legal base. In this context district councils can
be seen. They were treated as a measure of decentralisation reaching below the level
of the local governments
(gmina).
The form and competences of the district councils
were very generally formulated in the Local Government Act. Cities were cautious
in giving them a significant role
-
except for some cases. As a result district councils
received small budgets and little responsibilities. Also inhabitants showed little in¬
terest, as indicated by the low turnout in elections.
In the second chapter, theories and results of studies on districts and local de¬
mocracy are reviewed. There are several topics and approaches which are reviewed.
Social bonds are treated in a vast literature as an important characteristic of urban
communities. It can be interpreted that due to the social bonds social control ap¬
pears, which eventually improves welfare allocation and well-being. The stronger

bonds the higher the level of community welfare. The nature of this relation¬
ship was not a subject of detailed investigation, however. Rather, the studies were
focused on the social bonds per
se,
and they often dealt with the very question
whether the social bond could be found in a particular context. The theoretical back¬
ground of this approach was macro-oriented and general
-
not related to the local
context. Another approach is focused on the natural areas. This concept aiming at
distinguishing of an urban community from the environment, can be treated an
attempt to define the concept of natural areas as basis for analyzing districts. The
approach, however, is focused on the spatial dimension and the collective produc¬
tion of welfare lies outside the scope of further interest. Next field of investigation,
the housing studies is directly related to the main question of the book. The depar¬
ture point is the inhabitants needs related to the urban environment
-
district. The
studies were focused on the valuation of urban space, perception of housing the
environment. However, institutional aspect of the city life and the needs and welfare
were mostly ignored. The vast body of literature took participation and leadership as
a starting point of the research on urban life. Mostly, the approach was based on the
assumption that participation is valuable and beneficial for the city life and a society
as a whole. Also, local activity was linked to the production of welfare. The studies
do not offer a clear picture of urban life, however. For instance J. Turowski suggests
high level of participation on local level while several other authors found apathy
and weak public engagement This line of research was mainly focused on public
awareness. Although/ some studies deal with institutional aspect, exploring patron¬
age, paternalism, cronyism and similar phenomena, these studies were not linked to
the social needs and the problem of communities welfare. An extensive research
program focused on local leaders was started in
1960s
and led by J.
Wiatr.
At the
beginning the research dealt with the relation between leaders and welfare of local
communities. The emphasis was put was on leaders and their attributes (especially
their values, attitudes etc.) rather than on the institutional aspect of local life. Later,
the exploration of the awareness was more significant. Although, some researchers
(Jałowiecki,
Hryniewicz, Lewenstein and others) worked on resources allocations
and needs of local communities, these studies offered rather general results.
Within the research approach focused agency
(podmiotowość)
the inhabitants
influence on the institutional choices was investigated. The practical functioning of
the institutions was hardly under the scrutiny, however. The very social drive to¬
wards self-control was treated as the main force in local life. The occurrence of
agency was taken rather as an assumption than a thesis to be proven. Next approach
deals with social norms and disorganisation of social order. In several studies J.
Wódz
considered institutional background and communities well-being. Nonethe¬
less, the reference point was the re-establishment of social order in a community
rather than maximising of welfare.
Starosta
used the broader, constitutional notion
of social order, and
Wnuk-Upiński
showed adaptation of communities to centralised
system.
Specific approach is taken by
A. Turska
and her team in studies on local gov¬
ernment and local collective action. Needs of urban communities were treated as

closely related with collective action but institutions were finally the centre of inter¬
est The approach offers a balanced framework, linking constraints resulting from
institutional choices, models of social action, and social activity. The empirical analy¬
sis relied mostly on awareness research
-
on perceptions, values, attitudes. Less
emphasis was put on the importance of resources. It could be understood taking into
account the situation in Poland in
1970s
and
1980s,
when the research was under¬
taken. The basic
infrastructural
needs were not met at that time. Lack of resources,
very limited autonomy in decision making influenced the situation of district
authorities at that time.
Several conclusions can be drawn from the presented literature survey. The ideal
city and the perfect democracy were usually the reference point of the analyses.
Thus the distance between the ideal and the reality was investigated. It resulted in
dominance (with some exceptions) of the diagnostic and static types of studies.
Macro perspective was usually taken by researchers. Despite some concrete exam¬
ples, little is known about the diversity of local needs, and occurrence of local con¬
flicts. The literature suggested a marginal role of district authorities. The proportion
of the I do not know answer in the questions on district councils is impressive and
forces to presume that the issue was absent in the social life. The literature presented
a largely negative picture of district authorities operation. It was attributed to the
constraints stemming from the foundations of the communist regime. It led to the
macro level of the analyses, because even local troubles had finally their sources in
the features of the communist system. Obstacles of local actions were attributed to
the constitution of the whole system. This approach presents difficulties in the
analysis of cities self-governance in a democratic regime, when the controlling
power of the central government is much weaker, although the defects of local ac¬
tions remained.
Despite a relatively optimistic view of J. Turowski, the general evaluation of the
functioning of district councils is very critical. Most of the authors present a very
poor performance of these units. Often operations of district authorities were as¬
sessed as pathological, bringing disruption to social life instead of benefits. Partially
it could be attributed to the fact that an extreme shortage of housing supply, resulted
in lack of mobility. Thus social bonds in the districts were based on contingent
proximity of inhabitants, which have very little possibility to move. An inhabitant
not satisfied with his or her neighbours had hardly any possibility to move.
Interestingly, researches conducted after the collapse of communism in
1990,
suggest similarly weak performance of district councils. Studies showed inhabitants
lack of interest, and activists reluctance to engage them. Legal regulations are criti¬
cized as too general and ambiguous. Main reforms demanded before
1990
as a basis
for improvement of the district councils included: general democratization; leaving
the inhabitants the decision on establishment of the council; promotion of the self-
governmental culture. The change in
1990
met
mese
demands, however the signs of
progress are hardly noticeable. Thus, the radical, constitutional change implemented
in
1990
replaced the old regime with the new order, but literature on district councils
offers little understanding what changed in the functioning of the councils.

Further, in the third chapter a model is built, describing how district councils
operate as a part of a wider system of a city s
Ufe.
The model includes several parts,
as follows: inhabitants; district councillors; institutions; resources; allocation of re¬
sources, and inhabitants needs. In the focal point of the model the inhabitants
needs are positioned. The model does not assume the necessity of the precise de¬
scription of needs. It is assumed however, that needs, goods and services are related.
Moreover, needs are treated as diverse from individuals perspective and in a spatial
sense. Local leaders, the next element of the model, play an important role in repre¬
senting inhabitants and as a guarantee of the satisfaction of inhabitants needs. The
relation between inhabitants and councillors is a result of a voting procedure. It is
assumed that from inhabitants point of view the decision to vote and the voting
choice are driven by welfare maximisation. Further, district councils can be treated
as a device for allocation of resources in order to satisfy the inhabitants needs. The
next element of the model are the resources. Their diversity is not the focus of the
study and decision on their level of provision lies outside the decision power of the
district councils
-
it is set by the city council.
Institutions, next element of the model are understood in the way worked out
within new institutionaUsm, as humanly devised constraints that shape human in¬
teraction. In the context of the book institutions comprise of ways of generating in¬
formation on the needs, methods of generating projects, and any customs of organ¬
ising the activities concerning needs satisfaction. Additionally, the city council and
institutional choice are additional elements influencing operations of the system.
Institutional choice encompasses main decisions, establishing framework for opera¬
tions of district councils. The decisions concern any changes in: legal regulations;
methods of establishing district councils; modifications of procedures; methods of
voting; allocation of property rights; allocations of resources given for district coun¬
cils. These elements are interrelated and constitute a feedback loop. Through the
district councils the allocation of resources takes place. It influences inhabitants
needs, and information about the needs is transmitted back to the system. Conse¬
quently, a new resource allocation takes place, which again changes the needs of
inhabitants. Detection of such feedback can be treated as an argument that the sys¬
tem of district councils contributes to satisfaction of inhabitants needs.
The model is scaled for the level of a city. It aims at recognising the sensitivity of
the system for changes in inhabitants needs. However, it is not the formal model,
since the precise data and functions describing the relations between the elements
are not available. Thus it is a descriptive model, allowing only for some explana¬
tions. It is based on the shape of district councils which can be found after
1990.
However, it could be possible to apply it also to the system that existed before
1989.
The model takes advantage of the ideas developed by
A. Turska
and B.
Gąciarz.
However, contrary to Turska s approach, the model is not focused on awareness.
Similarly to
Gąciarz
s
idea the model is based on the institutional approach. It differs
from
Gądar/s
in respect to the level of determination, which is set on the lower
level.
Gąciarz
emphasizes the role of democratic order and democratic values, while
in the model proposed in the book, the model is based on a relatively isolated system

and basically refrains from taking variables from macro level. At the same time at¬
tributes of the geographically understood space are considered in a very limited
way.
Studies about district councils show their diversity in Polish dues. The research
was not aiming at a broad description of district councils system functioning for all
Polish cities. A case study is a starting point of the investigation. The model was set
up and in order to conduct more precise analysis it has to be calibrated and made
more comprehensive.
Finally, the results of the research conducted on the model basis are presented
and conclusions are offered. The research was done for
Poznań
and
Kalisz
mainly.
The data collection included both qualitative and quantitative data. Semi-structured
interviews with district councillors were conducted, the data base containing all the
spending in the years
1999-2003
was prepared, personal observation and analysis of
documents were done. Initial data and the literature review suggested that an an¬
swer to the question whether district councils are a genuine and accountable repre¬
sentation of the urban communities and whether their activities serve the satisfaction
of communities needs is negative. The research conducted in
Poznań
and
Kalisz
leans to sustain the initial assertion. The Polish self-governmental reform of
1990,
which brought revival of the district councils, was based on the Western democra¬
cies model. It was an attempt at decentralisation with a flavour of suspicion towards
the social engineering. The authors of the self-governmental reform introduced in
1990
shared an optimistic view that decentralisation would be beneficial for local
communities. The allegation was based on observed weaknesses of the centralised,
communist regime. The alternative was seen in the democratic countries. Although
the expectations connected with the local governments in Poland proved plausible,
on the level of district councils the results are disputable. The social processes on this
level are complex and the use of legal measures involves the use of certain institu¬
tional resources: individual and social patterns of behaviour, tradition, experience
etc. These resources were very weak because of the Second World War and the
communist period. However, district councils were not established after
1990
in a
vacuum. The constitutional change opened a new space for local activity. Thus the
research dealt with a kind of social experiment.
The essential issue explored in the book dealt with the relation between needs of
a local urban community and the operations of district councils and especially with
the allocation of resources by these units. Such approach refers to the traditions of
research on district councils which have been carried since
1960s.
The idea of the
research presented in the books had an ambition not only to elaborate processes hie
et

but also to offer a broader perspective.
The analysis showed that at the level of districts the
infrastructural
needs domi¬
nate. Nevertheless, there is little connection between them and spending. The corre¬
lation is absent between needs and resources allocation (except the issue of public
security), and spatial characteristics (except the type of buildings structures). Model
assumed the transmission of the needs through the election procedure. Assuming
diversity of needs between districts, also turnout would have been varied. It was not

corroborated either (except connection between needs and human relations
-
con¬
flicts, lack of activity etc.). Another element of the transmission of needs is district
councillors. In
Poznań
it is a considerable number of people, but a large proportion
of them are inactive. Thus the representation is weak (additionally the turnout is
low). On the institutional level, which shapes the patterns of behaviour, analysis of
financing through the grant system showed the unified outcomes
-
similarity of
undertaken actions. At the same time the system is relatively independent of the
other elements constituting the district councils
-
there is no differentiation taking
into account the size of a district (number of inhabitants), and turnout. At the same
time the patronage was detected
-
a district having a city councillor in the district
council had a bigger chance to win a grant. The main channel of information share
was the district newspapers. They had many forms and were disseminated in vari¬
ous ways. However, an influence of publishing a newspaper on needs transmission
has not been found. Concerning the meetings of district councils it was found, that
they were conducted smoothly, and procedural problems were not detected. Coop¬
eration with local partners were diverse. Among barriers the legal system was em¬
phasized. It was not varied among districts thus it could be treated as universal.
According to the assumptions the institutions function for the sake of resources allo¬
cation. However, the districts resources are very limited. Production of social capital
which could be used by the councils is also limited. Councillors are often frustrated
and consider themselves as marginalised both by the city and inhabitants.
Taking into account the feedback mechanism, the analysis suggests the particu¬
lar elements of the system work independently. Thus, there is no reason to sustain
the thesis that district councils help to satisfy inhabitants needs. The question ap¬
pears what is the function of the district councils then? This issue requires more
elaboration. However, they work as a platform for conflicts resolution, they play a
certain role in investment location. They also build links between the authorities and
inhabitants which provides to
inhabitante a
better chance to participate in the deci¬
sion making process. Without a district councils system
inhabitante
influence would
possibly be weaker, but the research conducted showed that functionally district
councils cannot be treated as an accountable representation of the urban communi¬
ties and their activities hardly serve the satisfaction of communities needs.
