What will Bulgarian science rely on
-
science as embodied in the Bulgarian
Academy, the national center of scientific research in the process of Bulgaria's
integration the European Union? The answer to this question may be found in
the national and international dimensions of the research potential of
BAS
after
2007.
In this aspect the author presents the research units and human resources
of
BAS;
its innovation structures, which correspond to the new challenges to
society and economic development, structures which are based on knowledge;
the preparation and implementation of scientific products in the separate units of
BAS;
the development of research resources and international collaboration in
the frame of European and other international research initiatives.
PRO-EUROPEAN ATTITUDES AND
EUROPEAN IDENTITY OF THE BULGARIANS

The purpose of this paper is to analyze empirical data concerning Bulgarians'
attitudes to the geopolitical orientation and to the process of the country's Euro¬
pean integration, as well as the national and European identity of the people.
Data from a series of national representative studies conducted in the period
1991-2007,
based on individual standardized interviews with questionnaire,
have been analyzed. The paper has a special focus on the comparison of the data
gathered in December
2004
and three years later, in November
2007,
after Bul¬
garia's accession to the
EU.
The comparative analysis in a temporal perspective revealed that:
1)
the
pro-European attitudes and European identity of Bulgarians are rather dynamic
variables, dependent on the process of social transformation;
2)
their develop¬
ment is defined by a complex set of social factors, mainly economic in nature;
3)
their values are strongly differentiated
-
the higher scores are among younger
and better educated people.

BETWEEN INDIVIDUALISM AND STATISM

The cultural restructuring is a significant aspect of the transformation of Bulgar¬
ian society in the process of European integration. Its reference point are the
prevailing tendencies in the
EU
cultural space for transition from material to
post-material values and growing individualization. However, national studies in
the last decade indicate significant distances from European realities. In the pub¬
lic consciousness material values have an undeniable and enduring priority. The
development of individualistic orientations is ambivalent. The conclusion is that
the modification of the system of values in Bulgarian society, in harmony with
the European patterns, is taking place as a lagging and internally contradictory
process.
MULTIPLE BULGARIA
IN THE "COMMON EUROPEAN HOME"

It has been said of late that there are more than one Bulgaria. Perhaps this signi¬
fies that the divisions in Bulgarian society, political, social-class, regional, etc.,
have attained a degree of cleavage and mutual oppositions between groups that
is unacceptable for certain groups or for most of the people. Are the distances as
great as that, with complete rupture of continuity between the separate segments
along these lines of division, and for which public spheres may this be the case,
thus justifying the reference to different Bulgarias? These are the questions the
article attempts to answer.
THE BULGARIAN ORTHODOX CHURCH:
A BRIDGE OR AN OBSTACLE TO THE EUROPEAN INTEGRATION?

Even if we regard as exaggerated S. Huntington's ('The Clash of Civilizations')
refusal to accept Eastern Orthodoxy as a part of European Christian culture, and
his judgement that the inclusion of Greece in the European structures was 'a
mistake', we must admit that, in the practice of some Orthodox Churches, there
have been many disturbing examples of opposition to European integration and
globalization. High-rank representatives of the clergy qualify the latter as a
'menace to the national identity'. Such examples demonstrate the dangers in¬
volved in the Church's transformation into an independent political agent. As for
Bulgaria, the high clergy seems as yet too involved in its own affairs, and it has
rarely demonstrated such attitudes. However, in various localities we see a

growing number of examples of priests undertaking activities for the conversion
to Christianity of Bulgarian Muslims in the Rhodope mountains; clergymen
dressed in cassocks are taking part in the rallies of the extreme nationalist party
Ataka.
It would not be surprising if an extreme nationalist were to head the Holy
Synod. If religious nationalism were to become the dominant form of ideology
-
a prospect that seems quite possible under the conditions of the Balkan political
culture and social discourse
-
this would undoubtedly have a very serious im¬
pact on the future of Bulgaria.
EUROINTEGRATION
AND STRATIFICATION
RUMYANA STOILOVA
Bulgaria's membership in the European Union leads to greater openness of the
national society. This paper discusses the barriers to openness, economic compe¬
tition, and free choice, in two directions
-
the establishment and the role of cli¬
entele-type groups and the consolidation of the group of 'losers from the trans¬
formation'. The main thesis is that European integration has a different meaning
and importance for the groups with different participations on the labour market.
Some theories are discussed that focus on employment structure restructuring
and its impact on stratification. Quantitative data for Bulgaria are presented in a
comparative European perspective. The tendencies have been outlined within
the two polar types of employment
-
knowledge-based work and routine, low-
qualified work. The emphasis is put on the profile of the groups employed in
each of these two categories, especially in terms of gender. The indicators for
the analysis of the connection between employment and stratification discussed
in the paper are: sector employment, work flexibility, and income inequality.

The paper analyses the innovative
entrepreneurship
in Bulgaria during the
1990s
and identifies three types of
entrepreneurship.
These types are provisionally
named: 'nomenklatura entrepreneur'
,
a type that emerged in the last years of so¬
cialism, 'early authentic entrepreneur', and 'new authentic entrepreneur". The
three types are illustrated by cases taken from an empirical study of the sector of
perfumery and cosmetics, and they are compared according to the resources the
entrepreneurs initially had access to or acquired later on in their activity, and
according to their business strategies.

This paper analyses the state of the employment and unemployment of disabled
people in Bulgaria. It defines some of the basic quantitative and qualitative indi¬
ces of employment and unemployment that are typical for the social category
"disabled people in active age"

analyses some of the basic social barriers to the employment of disabled people
and certain factors of their social exclusion from the labour market in Bulgaria
andinEU-25.
CONSUMPTION PATTERNS IN
CONTEMPORARY BULGARIAN SOCIETY

The article investigates the
socio-structural
transformations in contemporary
Bulgarian society through analysis of changes of consumption patterns of differ¬
ent social strata and categories. In social stratification self-identification terms
people consider themselves in terms of consumption, rather than of their relation
to production. The social changes are seen in everyday life as changes in con-

sumption patterns, perceived as changes of life styles. In the last
19
years the
different phenomena of post-communist consumption patterns have emerged as
the so-called "fake goods", the problems with the quality of the commodities
and services provided on the market, with the disparity between the quantity
marked on the label and the real amount, and other manifestations of the "lack
of the fare trade" in contemporary Bulgarian society. The main trends in the nu¬
trition patterns of different social categories and socio-economic statuses are
analyzed in details; the changes of their consuming preferences and structure of
households' expenditure are investigated in order to characterize the existing
social inequalities. The main tendencies in Bulgarian nutrition patterns are com¬
pared with the other
EU
members' nutrition patterns in order to focus on simi¬
larities and differences between Bulgarian and European lifestyles.
DEFICITS IN CONTEMPORARY ROMA EDUCATION:
THE BULGARIAN CASE

There is a serious deficit of equal opportunities in the Bulgarian educational sys¬
tem and this situation involves low-quality of teaching, disturbance in the proc¬
ess of integration process, and weak cultural identity in the schools where Roma
children are prevalent. Segregation grows as a result of the current state of the
Bulgarian education system, which excludes the Roma people because of their
specific way of life and socialization, their language and culture. This article
presents the type of educational institutions in our country known as "segregated
Roma schools", their specific characteristics and development. A special place is
devoted to training problems, communication with Roma children, and the char¬
acteristics of educational integration of young people in these schools. A histori¬
cal perspective is given on Roma schools during the period of socialism and in
the years of transition. The article is based on data from different surveys on
Roma education and school phenomena.
TRUST AND SOLIDARITY AS FACTORS
OF SUCCESSFUL INTEGRATION

The article describes the emergence of a cooperative for bio-production of roses,
mint and milk in the "Valley of the Roses",
Karlovo
region, the solidarity be¬
tween the farmers, the stimuli and obstacles to their activities. It reveals the cul¬
ture of mutual trust and support based not only on economic, but also on other
incentives, such as love of nature and of the natural environment, the strong de¬
sire to prove that bio production can be developed in the country and that bio
products hold a promising future for Bulgarian agriculture. This is a different

cooperative
from the socialist ones. The new established coop unites the farmers
in the pursuance of educational, qualification, market and mutual support objec¬
tives, but each farmer produces his/her products independently. So far the ex¬
perience has been positive and the coop has a sustainable development. This is
also due to the shared trust, strong will to survive, the hope for future significant
agricultural support and subsidies from the European Union, and the improve¬
ment of the economic situation in the country, which may improve the buying
capacity of the population.
OBSTACLES AND POTENTIAL FOR DEVELOPMENT
IN BULGARIAN VILLAGES

The purpose of this article is to discuss the economic restructuring processes in
the rural regions of Bulgaria. The key issue of this analysis is to identify the de¬
termining factor in the process of economic transformation in the Bulgarian vil¬
lages. In seeking the answer, the article attempts to reconstruct the viewpoint of
social actors in the Bulgarian village Z. on the basis of empirical material from a
qualitative sociological survey. In their own words, the respondents narrate and
produce a snapshot of
(1)
how people in the village experience the reforms, i.e.
their personal life strategies in the process of economic transformation;
(2)
how
they assess the reforms, as success or failure; and
(3)
how they see their future
life and economic prospects, i.e. whether they are optimistic/pessimistic about
the future.
MUNICIPALITIES IN BULGARIA:
POTENTIAL FOR DEVELOPMENT

The article is based on the data from a survey of
200
Bulgarian municipalities,
conducted in
2002.
The focus is on the results obtained in applying an integral
indicator, constructed by the authors, of the development potential of each mu¬
nicipality. The municipalities are divided into five groups and an individual
ranging of all
200
municipalities is proposed.
The analysis of the findings indicates asymmetry in the potential of munici¬
palities and reveals unevenness by regions
-
nation-wide, by planning areas and
by geographic regions. The authors show that the successful development of a
municipality is not possible without a harmonious development, according to its
own parameters and specific measure, of the components forming its potential.

The author discusses the problem of crime in the perspective of Bulgaria's inte¬
gration in the European Union. The main parameters of organized and conven¬
tional crime have been outlined. The results of a national representative empiri¬
cal survey on the perception of crime and its position among the other problems
facing Bulgarian society are cited and discussed. Special attention has been de¬
voted to an assessment of the activity of state institutions.

The authors explore the link crime-security-social control. They make a com¬
parative analysis of victimization in regions and countries, using data on violent
crimes
-
assault, robbery, theft, and burglary. Assessment of the police work is
given. In regard to the notion of the "ideal police", the low confidence in the ac¬
tual police is discussed. As citizens are not satisfied with the ineffective social
control, the social cost of crime is higher. As a result of the sense of insecurity
of the population, there are higher expectations for more effective work of the
institutions and a need to discuss the economic and psychological costs of crime.
OPTIMISING THE MECHANISMS OF PROTECTING THE RIGHTS

The paper presents the results from two empirical researches on optimization of
the mechanisms for defense of children's rights
-
witnesses and victims of
crime, and participants in criminal jurisdiction. The project is financed by
USATO,
and managed by the Association "Childhood Without Tears" in co¬
operation with the Institute of Sociology. The research among parents of chil¬
dren aged
18
is unique in Bulgaria, as well as the one among magistrates work¬
ing with criminal cases. The main conclusion from both surveys is that children
are not well-defended by the Bulgarian juridical system. In connection with our
membership in the European Union, this problem becomes even more topical
-
not only in its juridical but also in its social aspect.

This article explores how transformation of managerial and social capacity can
be achieved by means of transfer of knowledge acquired through sociological
research. The author explains what "ecology based on knowledge" is. Presented
are some of the results of a national representative survey. Analysis has been
made of the integration of the results of the sociological survey used for the de¬
sign of the National Environmental Strategy
(2005-2014)
and the Action Plan
(for the period
2005-2009).
The author has analyzed how, through knowledge,
behavior, and preferences, citizens can participate effectively in the process of
policy making for achieving a better quality and healthier environment.
ELECTORAL SOCIOLOGY IN THE CONTEXT OF

The field of electoral surveys is one of the most disputed research areas of soci¬
ology in Bulgaria. A special research project has been designed to study key
problems of Electoral Sociology in Bulgaria.
The text presented is devoted to results from one of the research compo¬
nents implemented under the project
-
a methodological survey carried out
among nine research agencies with the richest experience in conducting electoral
studies. Its basic aim was to analyze the researchers' theoretical views on elec¬
toral studies and, in parallel with this, to identify basic methodological and tech¬
nological approaches applied in these studies.
The authors outlined the basic problems facing researchers in the practice
of electoral studies. The problems assessed to be of paramount importance, and
especially urgent, are: a) the gathering of representative and reliable informa¬
tion; b) the lack of professional ethics in conducting electoral sociological sur¬
veys (especially in the use, presentation and interpretation of the obtained data);
c) the decrease of public trust in the results of such surveys; d) the ability of re¬
search units to defend the results of their own surveys in cases of incorrect
treatment, comments and analysis on the part of commissioners, journalists and
other customers; e) lack of efficient interaction between the research units and
the journalists popularizing their results through electronic media and the press;
f) ineffective cooperation between research units and national academic institu¬
tions and bodies dealing with theoretical, methodological, and organisational
problems in that field.

The paper discusses the problems of media and civil society in the European
countries in transition. The main questions in societies in transition to democ¬
racy are: how the functions of media are understood by politicians and civil so¬
ciety leaders; how the media are able to contribute to the goals of the civil soci¬
ety. The problems of the media are: the lack of sufficient guarantees for inde¬
pendence, the lack of adequate expert knowledge, and the lack of transparency
in the financing and the property of the media, the continuing political interven¬
tion in the work of the media.
The impact of the governments and parliaments in these countries was of
great importance to ensure pluralistic, independent and free media. Parliaments
must pass legislature that eliminates political intervention in the work of the me¬
dia; the legislative body of media regulation and observation must include repre¬
sentatives of civil society; the final goal is the creation of democratic, really in¬
dependent media.
It is necessary to enhance the development of civil society and the culture
of the media so as to contribute to the further improvement of democracy in the
European countries.

Bulgaria finds itself undergoing a process of profound social transformation.
The lack of agreement in the assessment of the totalitarian past is a problem that
is equally serious in every post-totalitarian country of Central and Eastern
Europe, as well as in the countries from the former Soviet Union. Without the
elder generation changing their attitudes to their own life experience, the effec¬
tive integration of young generations will continue to map out new arenas of int-
ergenerational conflict and new levels of social disintegration. By examining the
transfer of experience and values between the Cold War generations in Bulgaria,
one is able to delineate and interpret the main problems facing the adoption of
the open society values. It is necessary to construct a research perspective in
which issues of post-totalitarian societies can structure their public debate on
memory, reason and life experiences in conditions of social transformation and
European integration.
