The Orenburg Subdivision of the American
Relief Administration
After the October revolution and the Civil war at the
vast territories of Soviet Russia there was a great drought.
The natural disaster of the summer 1921 in the country that
had been weakened during the previous years brought to
the unprecedented famine.
At that hard times some foreign charity organizations
came to rescue the Russian people in trouble. Among them
the greatest was the American Relief Administration (ARA),
headed by Herbert Hoover. Bulk deliveries of food and
medicines from the USA to Russia were provided by this
organization and saved several millions of people.
This book is highlighting the activity of the one of
twelve ARA subdivisions, which worked in Russia in 1921-
1923. Its headquarter was in Orenburg. From here ARA
employers gave aid to the people that lived in the area of
63320 square miles. The Orenburg district of ARA was
opened in November 1921 and worked until October 1922.
At first it was headed by Frederik Lyon, who organized here
the first kitchens for children. Since December 1921 to Sep-
tember 1922 Walter Coleman was the district supervisor. A
small group of Americans led by Coleman with the help of a
local brigade fed hundreds of thousands of Russians, Ka-
zakhs, Bashkirs and Tartars. All in all, during the peak Of
their activity in August 1922 the ARA “Orenburg” subdivi-
sion provided daily 340 thousand of children with hot food
and 860 of adults with corn dry meals.

At the same time the ARA subdivision helped the lo-
cal hospitals and ambulatories with large-scale supplies of
medicines. Besides this, it carried on a campaign of disease
prevention by means of city sanitation and the administrat-
ing of vaccinations. Many sick and hungry people also re-
ceived clothes and footwear.
The Orenburg subdivision of the ARA was closed in
October 1922. But it was reopened in January 1923 be-
cause of food shortage in this district. Now the Americans
helped mostly helped children. In June 1923 there were
more than 175 thousand of them that received meal daily.
At that stage of the subdivision activity L’Engle Hartridge
headed it.
The author tries to analyze many details of work of
the ARA employers in the Orenburg district. There were a
lot of difficulties that hamper them to help the starving and
sick people. Sometimes there were problems with local au-
thorities. There were also some mistakes which had been
were made by ARA men too, but they tried to do the utmost
to save the people.
Due to the aid of American people with the help the
ARA the people of Russia overcame one of the greatest
tragedies in their history.
