Summary
Successes and Failures. Polish Landowners from the Nine Western
Provinces in the Elections to the Russian State Duma and State Council
in the years
1906-1913.
Changes in the Russian Empire, brought by the Manifesto from 17th
(ЗО*11)
October
1905
changed autocratic Russia into the representative monarchy, in which
the Duma and the State Council became legislative institutions apart from the
tsar. For the first time in the history of Russia all deputies to the Duma and
a half of deputies to the State Council were elected by the society. Admittedly, the
elections were not fully democratic, and they were
curial,
but in Russian condi¬
tions it was a big advance towards the political development of Russian Empire.
The study deals with the activity of Polish landowners from

Western guber-
niyas in the election to two Chambers of Parliament established in Russia in
1905.
The first chapter discusses two sets of electoral rules from
1905
and
1907.
They were so constructed, as to extremely limit at Duma, the attendance of social
elements, recognized by tsarism as dangerous ones. There were the workers
in I Duma and II Duma, and representatives of other than Russian nationality, in
the third and the fourth Duma.
The subsequent chapters
(2 ,3, 4)
focus on the participation of Polish landow¬
ners in the election to the Duma, which was the first since the January Uprising
1863,
so widely organized political action, on which the authorities had given con¬
sent. The Poles appeared to be much better prepared than Russians.
Chapter two underlines a very great success of Polish minority to the first
Duma election, after about
100
years from the collapse of the Commonwealth of
Two Nations. Among

deputies,
20
were the Poles from

Western Provinces,
and
16 -
were the landowners!. Such a big success would have never happened
again.
The third chapter is devoted to the next election where the Poles met the
counteraction of tsar's administration, which wasn't so astonished as in
1906,
and
only

Polish deputies were elected in the Western Provinces and none in Minsk
guberniya.
Chapter four deals with the III and IV Duma, which held basing on the chan¬
ged electoral regulations. The number of Poles was reduced to

and then to
5
members only. No Polish representatives were elected in the following provinces:
Kiev, Mohylev,
Podole,
Vitebsk and Volhynia, and the elected Poles were in guber-
niyas with the greatest number of Polish inhabitants, that is: Grodno, Vilnius, and
Kovno.
The election campaign to the State Council is discussed in chapter
5.
The
members of Parliament were elected only by very rich and well-educated landlords.
There were more such Poles than Russians in every guberniya, except the Kiev's
one, and in the elections in
1906, 1909, 1910,
the Poles won everywhere except
the Vitebsk province in
1910.
This year they gave away on their own will a seat in
Parliament to the Russians from the Kiev's province. It was only when ziemstvo
was introduced in
1911,
which elected deputies according to the nationality status,
that the number of Poles was reduced to

members in the State Council. They

came from Vilnius, Kovno, and Grodno guberniyas, where so called Stolypin's ziem-
stvo did not exist.
The subsequent chapter considers all the electoral campaigns and interference
of tsarist's authorities in their process. The distinctive feature of these events was
increasing nationalistic rivalry, which receded political disputes into the backgro¬
und. The most visible conflict was the Polish
-
Russian one. The Poles lost it
firstly: because the Russian government and local administration used all possible
means, legal and illegal, to weaken the opponents, and Russian effectively suppor¬
ted nationalistic organizations: The Union of Russian Nation, and the Russian
Union Borderland. Secondly, the Orthodox clergy closely cooperated with nationali¬
stic organizations, efficiently participated in the electoral campaign to the III and
IV Duma, and contributed to the defeat of Polish electors. Thirdly, the level of
aggression of Russian nationalists, beginning from the II Duma was greater and
greater and no attempts of agreement were impossible.
The final chapter of the study focuses on the social state, education, professio¬
nal and political careers of Polish Members of Parliament. Since the researched
group derived from one social environment, they proved to be homogenous in al¬
most every aspect of the scientific research.
In this study the author tried to prove, that Polish landowners efficiently
availed themselves of an opportunity to come into being in political life of imperial
Russia by attendance at two eligible Chambers of Parliament. They did not play
an important role together with the deputies from the Kingdom of Poland they
were very much in the minority, but having participated in the elections, they
showed their entity in the Western borderland of the tsarist's empire, the presence
which had been reducing by the Russian authorities since the January Uprising.
Ultimately, the elections turned out to be a good parliamentary school for the
Poles. There were many previous members of Duma and the State of Council in
the Parliament and Government of the II Republic of Poland.
