THE AUTHORITIES
AND THE COMMUNITY OF
ZIELONA GÓRA
IN THE YEARS
1945-1975
Immediately after the war actions in
1945
Zielona Góra
was an arena for relatively typical processes
taking place then in the regained territory connected with structuring the Polish authorities, dis¬
placement of the German inhabitants and influx of the Polish citizens, as well as their adaptive and
assimilative difficulties and the unfortunate policy towards the indigenous population.
The
social
structure of the inflowing population had the crucial significance for the development of
Zielona
Góra.
There were two dominating groups of extremely diversified culture and traditions
-
from the
Poznań
voivodship and from so called Eastern Borderlands (Polish territories incorporated into
the Soviet Union). Nevertheless the social background had a crucial significance. The majority was
a rural population and they were bringing along a specific mentality, culture and traditions. Having
been devoted of their roots and being surrounded by the otherness they were closing themselves in
their communities suspicious towards the strangers and they were not participating in the city life.
To the high extent they lacked the necessary qualifications to function in the urban organism. As
they usually have finished their education on the lowest level (there was a number of illiterates)
.
The
existence of the population in the first after war period was extremely difficult. What was the initial
advantage of moving into the city, namely the easy availability of accomodation soon became invalid
due to the high influx of people.
In the fast developing urban society the political processes were taking place in a typical manner.
The emerging political parties were competing in achieving the influence on the urban institutions.
The analysis of the above processes in the local perspective reveals varied situations which escape the
standard schema. It is connected with the attitudes of the political leaders whose main motivation
was rather a personal profit than the political visions for Poland. The situation on the left side of the
political stage was interesting, because until the central decision of assuming the univocal front
policy, both parties
PPR
(Polish Workers Party) and
PPS
(Polish Socialist Party) were competing
to achieve the impact in the town and among the employers of the companies. The party policy was
implemented mainly by the leading structures, party and administrative organizations. So called
party bottoms , meaning the ordinary party members who did not know and did not understand
the ideological assumptions and who relied on the propaganda slogans of working-class power, often
made negative remarks about the activities of their party.
The party was making a lot of efforts to enlarge its impact not only on its members, but also on
their families. For the state and militia officers, who were promoted socially and who had low educa¬
tion, the people in power were the authority and they fulfilled the function of its guardsmen, whereas
their wives and children remained under the influence of the Church, The authorities tried to defy
religion being the element of the traditional culture, upbringing, social order and core value with
a new system being in opposition towards religion. The doctrinal aim of the party was the develop¬
ment of the new man who would base his activities in the classless society on the rational assump¬
tions. The climax of the conflict in
Zielona Góra
conditions was reached on May
30, I960
when the
incident connected with implementing the administrative decision of taking over the Catholic House
turned into a battle between part of the community and the militia. The consequences imposed on
the participants of the riot were unproportionally severe.
The critical event in the history of
Zielona Góra
was the nomination of the town to fulfill the
function of the capital of the region. The municipality was not prepared for it. It had neither the
qualified personnel, nor the adequate infrastructure. Nevertheless, the setting up of the voivodship

institutions
became a reason for the promotion of the local leaders and the arrival of qualified people
delegated to fulfill specific social functions or people looking for chances to make a professional career.
It was a factor accelerating the development of the town in a variety of aspects of social life as also
the people connected with culture and arts, literature, music and theater articulated their aspirations.
And what is significant, they found their wider and wider audiences. Finally, the second generation
of
Zielona Góra
inhabitants found a favourable pathways and succeeded in creating the academic
community. The education of the own leaders allowed to satisfy the ambitions and aspirations of
better and better educated young post-pioneer generation. Post-October
Zielona Góra
started to
create life conditions at least partly comparable to those
ofin
the big municipalities. It is necessary
to notice the cohesion of the aims of the authorities and the community.
Undoubtedly,
Zielona Góra
is an example of the town whose development was determined by the
institutions being founded. It was not the foundation of the industrial companies which was a factor
generating the municipality, but first of all the increasing cohorts of civil servant in a variety of state
institutions and social sectors. It was also an important factor of generating the attitudes of
Zielona
Góra
inhabitants towards the party and administrative authorities. The dependence of their careers
from the political leaders caused their conformist attitudes. It was clearly visible in the structure of
PZPR
(the Polish United Workers Party) a working-class party by definition where the clerk com¬
munity prevailed. The reasons for
inerţial
attitudes and behaviour in the national social conflicts in
1956,1968
and
1970
are to be looked for in the social structure and the structure of the employment
in
Zielona Góra.
Even the community of the
Zielona Góra
intellectuals did not undertake any actions
directed against the decisions of the authorities.
Even if Post-October changes introduced in socio-political system had only a superficial char¬
acter, the way the system functioned changed what was felt also in
Zielona Góra.
The working-class
communities, as well as intellectuals communities, were revived within the companies, especially when
setting up the workers councils. Then the pro-active movement took place in the social and cultural
spheres. And even if none of the set up organization did not survive for a long time, the very revival
of the social activity when the conditions were favourable had a crucial significance. More effective
actions took place in culture. It was caused, on one hand, by the aspirations of the community itself,
and by the state policy directed towards generating the
integrative
and assimilative processes through
initiatives in cultural life. The bottom-up initiatives had a favourable political climate to implement
their goals. They were the initiatives connected with setting up the
Lubuskie Towarzystwo Kultury
(Lubuskie
Culture Association) which until founding the
Lubuskie Towarzystwo Naukowe (Lubuskie
Academic Association) was also coordinating the issues of the regional academic research. These
initiatives constituted the foundations of the
Zielona Góra
academic community, which with the
support of the local press, succeeded first in setting up a technical tertiary education institution and
later in founding a teacher training tertiary education school. LTK was also a mover, with a significant
political support, of publishing a socio-political magazine Nadodrze
(Oderland),
which cultural
role in the region is not to be underestimated. This regional movement was defined as the
lubuskie
culture model . The cultural map of Poland was marked with the traces left by the artists
-
surviving in
the real Spartan conditions in the first decade of the post-war period, who organized a cyclic event of
the National Symposium and Art Exhibition
Złote Grono
(the Golden Grape). The activities of two
scouting and guiding associations Korczak and Makusyny reverberated round the whole country.
The researched period of thirty years had two basic phases. The first phase lasted for the whole
decade and was characterized by setting up the foundations for the existence of the influx population.
It was taking place in very difficult and primitive conditions. For the majority of the inhabitants it was
also the period of adaptation to the urban conditions. It was easy to notice that the authority served the
authority and the inhabitants. The dramatic example was transferring the hospital outside the town in
order to
malee
space for the Office of Public Security. It is difficult to distinguish any activities in the
discussed period which would reveal the character of local intuitive, they were rather the processes
being the replicas of the national event, stemming from the decisions of the central authorities aiming
at the unification of the social life (the example is constituted by the social realism
m
culture.).
The October changes made certain caesura in the whole country, as well as in
Zielona Góra.
The decentralizing tendencies assuming the controlled variety paid a certain amount of attention

to the needs and aspiration of the society. The focal issues in
Zielona Góra
were the problems con¬
nected with the development of construction, communal infrastructure, education and culture, and
only later the jobs for the post-war demographic boom. At this phase the conflict free cooperation
between the authorities and the
Zielona Góra
community was noticed. Besides the already men¬
tioned factors, it is impossible to omit the then current international circumstances including the
instability of post-war settlements what had an influence on the relationships between the authority
and a local community.
Zielona Góra
undoubtedly had more difficult moment of the start in com¬
parison with the places of more established traditions and positions with the urban community with
along experience, institutions and system of educating leaders. Different social circles, informal and
formal groups, associations were functioning in these towns making social bonds characteristic for
the urban community.
Zielona Góra,
as it has been already mentioned, in the initial period was the
town where the rural population dominated. The atomized society of a diversified cultural identity
was withdrawn into family circles cultivating and preserving their own life-style (in the framework
of the primal environment). It did not create wider social circles and bonds within the secondary
environment. The aspirations of the incoming personnel to the voivodship institutions, the artists
and much better educated post-war generation (the children of the pioneers) triggered the ambitions
aiming at creating the numerous elements of the secondary environment which at the same time led
to attenuation of the primal environment. The process of urbanization of the
Zielona Góra
inhabit¬
ants was taking place. It was a process
-
referring to the Classic
-
of a transformation of society from
within into a self governing, active, politically subjective community for itself . This process due
to the social and professional structure was taking place very slowly and was subordinated to so
called political correctness.
