SURVEY RESULTS AND CONCLUSIONS
Following A Guide to Public Libraries of Bosnia and Herzegovina, the National and
University Library of Bosnia and Herzegovina published A Guide to Academic Libraries
of Bosnia and Herzegovina. This was an opportunity for collection of first statistics and
other relevant information about these libraries after the war.
A basis for compilation of the Guide was a survey that along with identification data
also contains data on library s condition and function (year of establishment,
organization, space, equipment, funds, services, users, data bases, staff, education,
etc.). Owing to survey method and direct communication with relevant associates,
described condition of academic libraries is as
realísticas
possible.
There are eight universities in Bosnia and Herzegovina, six in the Federation of

(FBIH) and two in the Republic of
Srpska (RS).
Within these universities there are

faculties,

in FBIH and

in RS. These universities and faculties have altogether

libraries,

in FBIH, and

in RS.

faculties do not have a library which is a disappointing result.
Considering the significance of academic libraries as important elements of
educational institutions, the question is raised how these faculties function without
the support of libraries to their educational process.
ESTABLISHMENT AND ORGANIZATION
Foundation of academic libraries is related to establishment of faculties and
universities. Before
1992,
there were
47
academic libraries in
ВІН,
and in the period
after
1992
new faculties have been founded and therefore more libraries. From
1992
to
2008,41
faculties have been established, each having its own library.
According to submitted data, there are
113.013
students at faculties which have their
own libraries.
Considering the fact that libraries are part of the faculties, they use the same budget
resources as the faculty. Most libraries do not have resources for stock acquisition,
thus the annual resources are not planned in advance and they are mostly acquired
from faculty s fund, from students membership fees and other donations. These
resources are minimal and they do not meet the needs. According to submitted data,
only

libraries have some resources for stock acquisition.
PREMISES AND EQUIPMENT
Most surveyed libraries do not have adequate nor sufficient premises. Reading rooms
are rarely separated, if there are any at all.

According to standards for determination of library s area, the parameters are the
number of seats in reading rooms, and the number of publications. Situation is similar
regarding the seats in reading rooms. Overall space of the reading rooms is
4,348
m2
and actual number of seats in reading rooms is
3000,
which is more than

Libraries are mostly equipped with dysfunctional furniture, because they do not have
resources for that purpose. Considering IT equipment, we can say that academic
libraries are well equipped.

library assistant to doctors.

academic libraries,

of total number of employees in all academic libraries.
PROFESIONAL
ARRANGEMENT OF LIBRARY
Information acquired from the survey show that most of the academic libraries are
properly arranged. For

libraries we have the following data:

libraries have professional catalogue,

libraries have online catalogues. We have no data on
catalogues in academic libraries of the University of
Banja Luka.
Some libraries have more than one catalogue.

and the reasons for lack of professional arrangement are insufficient qualification of
employees or small number of employees.
For processing of library material,

we have no information.
DATA BASES
Out of total number of academic libraries,

These are the following: EBSCO, EMERALD, SCOPUS, MEDLINE, SCIN.DIREKT, etc.
We have no data for libraries of the University of
Banja Luka.
EDUCATION OF LIBRARIANS AND USERS
Education of librarians is ensured in

libraries. It is organized through various
seminars, professional counseling, courses and workshops.
Education of users implies education for search and usage of catalogues and is
conducted in only
14
libraries.
CONCLUSION AND RECOMMENDATIONS
Analyses of condition of academic libraries can not be assessed as relatively positive.
The fact that

faculties do not have libraries is a disappointing result, especially
considering their importance in educational institutions.
Presented indicators show that the most common problems are the following:
inadequate and insufficient premises, lack of IT equipment, lack of resources for stock
acquisition, particularlyjoumals, and lack of textbooks and other material.

status and importance
for these libraries.
It is important to highlight changed role of academic libraries, as well as their
significance for both parent institutions and the university. Academic libraries (both
university and faculty libraries) have developed as scientific libraries which collect
publications for scientific research of university professors and scientific workers, as
well as textbooks for students.
These libraries, as a scientific bases of a university, contribute to education, training
and cultural upbringing of students, and they represent foundation for scientific
research of professors and associates. By exchanging publications and scientific
information, academic libraries maintain and develop cooperation with libraries,
universities and institutes in the country and abroad.
Status of academic libraries is not favorable at this moment, especially considering
their development. Today s situation in Bosnia and Herzegovina can not be considered
as positive, but successful reorganization of certain number of faculty libraries must
be mentioned. These libraries have achieved library automation, greater access to
important electronic sources, while librarians in these libraries can be considered as
academic associates.
Today, academic libraries deal with additional requirements such as transparent
expenses of business activity and efforts for their reduction. Libraries are always
analyzed and treated as non-profit and non-productive organizations. This picture
must be altered by the librarians.
This condition in libraries requires additional training of librarians through work
studies, additional specializations, seminars, courses, etc. Library automation
requires that librarians invest in their education and training. In order for professional
staff to transform a library into information center of a faculty, they need to help their
users to use existing data bases and reference collections, to know to evaluate the
authenticity of information source, to use equally electronic and printed information
sources, to educate users for independent search, to attract potential users, to realize
good communication with relevant actors in their institutions.
Relation between institution (faculty or university) and a library, first of all depends on
the fact how successfully librarians represent a library, and whether they are involved
in search for information and thus becoming a part of research process.
Another challenge lies ahead of our libraries. Bosnia and Herzegovina has been
implementing the Bologna process and various reforms in higher education are
imminent. Libraries will not be exempted from these processes, because they need to
fit into process of standardization in order to function properly in European space.
Solid support by their parent institutions will be necessary. Responsible and managing
structures of universities and faculties will have to treat libraries differently and to
respect their importance, in order to function properly.
