As Asia rises to global preponderance again, after centuries of subjection
or stagnation, Western powers are vying to simultaneously engage and
contain their emerging rivals in order to maintain their dominance.
Building international regional cooperation in Asia is vital for the
achievement of sustainable peace and prosperity. It is hoped that
SAARC will help meet this goal, writes

ASEAN REGIONAL ECONOMIC SECURITY: THE ROLES OF
ASEAN AND SAARC

Bharti Chhibbershows that regional economic associations, inspired
by the European Union are increasingly seen as necessary for the
achievement of economic security in
a multipolar
context of global
interdependence. In Asia, ASEAN and SAARC are the most significant
international groupings of this type and in recent years have come
mutually closer while increasing their influence in the realms of trade,
cooperation for development and financial policies. However, the
member states of bom associations are wary of unmitigated trade
liberalisation and are reluctant to intervene in each other s internal
affairs.
A REGIONAL FUND FOR THE LEAST DEVELOPED
COUNTRIES OF ASIA

The massive economic growth in Asia as a whole tends to hide the
disparities between its component states. The least developed countries
(LDCs) are falling further behind and their trade deficit with China
is rising yearly. The vast foreign currency reserves of the leading

Asian economies are also creating domestic inflation and could be
profitably invested in LDCs, helping to close the gap and promote
intra-regional demand and trade. Ramesh Gampat suggests setting
up a regional fund to further this strategy.

IMPLICATIONS FOR THE INDIAN ECONOMY

The almighty US dollar has finally proven to be vulnerable, as most
currencies have seen sharp appreciations against it in the past few
months. An appreciating rupee implies cheaper imports and India s
imports are more than its exports. Other goods like gold and crude oil
also become cheaper as a result and hence reduce inflation. In fact,
whenever the currency of a country moves up, it is usually implicit that
the economy of the country is doing well, but implications are not
always verified in reality and a rising Indian currency may lead to a
problem of plenty. Sumanjeet Singh shows that in the long run, the
Indian economy has less to lose and more to gain from it
.
INDIA S RISING POWER: MYTH OR REALITY?

India s widely acclaimed rise on the global scene masks certain
enduring structural weaknesses in the country s polity which put
it at a serious disadvantage
vis-à-vis
China. India has been unable
so far to integrate states located on its periphery within its
economy and build a coherent, pro-active foreign policy. The
country s alleged soft
power may
not yield real, enduring benefits
unless its hard industrial and trading power is enhanced.
Zorawar Daulet Singh argues that at present India s national
security is under serious threat, both from its neghbours and from
internal factors.

Following a period of post-Soviet turmoil and economic crisis,
Russia is going through a process of stabilisation and reconstruction.
Though he rose to power with the support of some of the most
notorious profiteers of the Yeltsin era, President Putin has managed
to restore the clout and prestige of the state at home and abroad while
bringing the buccaneering oligarchs under control. According
to Alec Rasizade he has instituted a distincdy nationalistic form of
free market authoritarianism reminiscent of Bonapartism, while
rebuilding the Russian empire in a new, more sustainable form, as an
indispensable balancing power between Asia, Europe and North
America.
