ABSTRACT
OF THE BOOK "ROMA DROPOUTS"
The book "Roma Dropouts" is the finale of a recently reported project "Towards
Desegregation of the Bulgarian School: Educational Policies and Social Technologies
for Overcoming the Dropping Out of Roma", based on a contract with the Scientific
Research Fund at the Ministry of Education
(2005-2008);
it is a possible answer to the
circle of serious problems related to the mass-scale dropping out of Roma children from
school and from the educational system. The authors are researchers from the Institute
of Sociology and university teachers. From
1990
to
2007,
between
10 000
and
33 000
children have been dropping out of school each year
,
mostly Roma children; this has
produced a formidable and dramatically increasing contingent of young uneducated
people, unprepared for the conditions of the present-day labour market, potentially
unemployed, poor, marginalized persons. The measures undertaken so far by the state,
NGOs,
local government, etc., have been too-fragmentary, unsystematic, and have
not led to substantial positive results. In the surveys and analyses in the framework
of this project, the phenomenon of "Roma dropouts" is analyzed by means of a varied
set of qualitative and quantitative methods and from various perspectives, from the
viewpoints of different basic stakeholders. A complex set of methods has been used
for studying the condition and perspectives for solving the problems in this sphere.
A methodological grounding is proposed for the general approach to analyzing and
developing concrete policies for the different ethnic groups in present-day society,
including policies for the permanent limiting of the dropout trend among the Roma. The
authors have defined basic concepts and indicators, discussed the development of the
problem across its different stages. The educational-pedagogic causes of dropping out
have been specified, as well as the ethno-cultural and social-economic preconditions
for the phenomenon, the role of poverty among the Bulgarian Roma, as well as the
unused reserves of different institutions (the state,
NGOs,
political parties, local
and municipal agents). A generalized summary is given of the conclusions of other
researchers and projects on these issues, and presented are the viewpoints of experts on
the most intensively discussed issues related to the Bulgarian Roma; rational practices
are presented for dealing with the dropout problem among ethnic minorities in the US,
Central and Eastern Europe. Valuable expert experience of colleagues who have been
working for many years in this field, has been overviewed. On the basis of data from
different surveys conducted in the framework of the project (including field research
in two regions
-
Montana and Pazardjik
-
with a considerable presence of Roma
dropouts), the authors have formulated concrete conclusions and recommendations for
overcoming this grave problem. The entire text is full of fresh new information on the

issues discussed, as well as concrete opinions voiced by various respondents during the
field research. The positions of various municipalities on the dropout issue, collected
by university students, have been cited. Presented at the end is the full set of research
