Ukrainian Campaign of
1920
Abstract
The Polish-Soviet War, which began in February
1919
and ended its warfare
in October
1920,
could be divided into a few separate campaigns. One of those,
although with no decisive importance for the ultimate fate of the war, was the cam¬
paign waged in the Ukrainian war theatre. It lasted from April to October of
1920.
Within this campaign the Polish side conducted the following operations: in the
spring, an offensive was launched that ended with arriving to the middle of Dnieper
River and occupying of Kiev; a retreat which began in the early days of June and
lasted till the beginning of August; a defence in August (the defence of Lvov and
Lubelszczyzna
[the Lublin Region]); an offensive of the Third Army in Volhynia
and the Sixth Army in Eastern
Galicia,
from the early September to nearly mid-
October. The Russians could distinguish three phases of the campaign: a with¬
drawal towards the Dnieper River; an offensive launched towards the line of the
Bug and
Seret
Rivers; and a retreat carried out behind the line of the Zbruch River
and eastern Volhynia. Although the operations conducted in this theatre of war
were of no such decisive character for the final result of the war as the ones con¬
ducted in Belarus, nonetheless they engaged the massive forces and led to the re¬
alization of important political goals: of Poland
-
to the restoration of the Ukrain¬
ian State ruled by its chief ataman Symon Petlyura, allied with Warsaw; of Soviet
Russia
-
to the opening of a direction of the revolution exportation via the Bal¬
kans to the south and west of Europe.
That those operations should be categorised as campaigns is indicated by their
waging according to the guiding principle formulated by the Supreme Command
of the Polish Army and sewing the puipose of realization of the war comprehen¬
sive plan. Marshall
Józef Piłsudski
too often devoted his commanding attention
solely to the events in the Belarusian strategic direction (the Warsaw or Neman
Operations). The chief of the General Staff of the Polish Armed Forces took the
command over the forces fighting in the Ukrainian operational theatre from the
Commander in Chief.
Ukrainian Campaign of
1920.
Abstract
341
The Ukrainian campaign of the Polish Army did not generate any special at¬
tention of the Commander in Chief, apart from its early spring phase, which was
the reason for his direct command, not corresponding to the rank of his function,
over the major part of the fighting in the outskirt of Warsaw or the Neman Battle.
It seems that the dashing of his hopes that Petlyura would realize his concept of
Polish-Ukrainian federation influenced the decline of his interest in the events in
the Ukrainian theatre of operations.
In Pilsudski s intention, the Ukrainian campaign of the Polish Army was to
lead in military terms to the decisive crash of the enemy, and in political terms to
the formation of the federation with the Ukrainian People s Republic headed by
Petlyura. The military assumptions of the campaign ended in failure, despite sig¬
nificant territorial gains, since the enemy avoided a decisive battle. It also became
clear that contrary to the expectations there would not be a strong Ukrainian State
under the leadership of ataman Symon Petlyura, as he did not gain the support of
the Ukrainians.
During the Polish preparations for the Ukrainian operation the political reasons
overshadowed the requirements of military planning. Pilsudski underestimated the
strength of the Red Army and made numerous mistakes, with occasional gross er¬
rors, in his war planning. He misjudged the intentions of the enemy relating to
their main military efforts. This had significant implications for later military fail¬
ures and almost ended in destruction of the Polish State and its armed forces.
The offensive actions launched by the forces of the South-Western Front under
the command of
Alexandr Yegorov,
although were supposed only to support the
main military operations conducted in the Belarasian war theatre and mounted to
defeat Poland decisively, threatened Polish independence. Moreover, the obstruc¬
tion of the commanders of the front -Yegorov and Stalin
-
greatly influenced the
result of the decisive battle fought in August in the outskirt of Warsaw. This was
advantageous for the Polish side and allowed it to use the combat method consist¬
ing in successive beating of isolated enemy groupings leading to the victorious
ending of the war.
The knowledge about the course of war operations in Ukraine is of paramount
importance for research into the all issues of the analysed war. It also allows us,
to a great extent, to learn the specificity of this war theatre, being so often the stage
of military struggle in various armed conflicts.
The present book is divided into ten chapters corresponding roughly to the re¬
spective phases of warfare, albeit with certain exceptions. The first chapter presents
the federative conceptions of
Piłsudski
and his political camp towards Ukraine and
the attempts at their realization. Whereas the next chapter deals with the period
Preceding the Ukrainian campaign, describing the events from the Polish-Russian
War of
1919-1920
till the end of March
1920.
The next eight chapters are devot¬
ed to the events recognised as the elements of the Ukrainian campaign waged from
the early spring to the beginning of autumn
1920.
These include, in the first place,
342
Ukrainian Campaign of
1920.
Abstract
the offensive operations of the Polish side concluded with the reaching of the mid¬
dle Dnieper River and occupying of Kiev, presented in the chapters entitled Drive
for Crushing the South-Western Front and March to Kiev . A relatively short
period of the front stagnation is depicted in the chapter Defensive Fights on the
Dnieper Line . The next important stage of the campaign was the retreat move¬
ments of the Polish forces towards the line of the Bug and
Seret
Rivers. This is
described in the chapters entitled The Offensive of Yegorov s Forces and The
Battle for
Brody
and Continued Retreat to the West . The stage of defensive com¬
bat of the Polish forces, included in the general war plan according to which the
enemy was to be stopped in the so-called Battle for Warsaw , concerned the de¬
fence of a western sector of Eastern
Galicia,
with Lvov and the Lublin Region.
This is described in the chapters entitled The Battle for Lvov and Fights in East-
era
Galicia
and Fighting in the Lublin Region and Eastern
Galicia
after the Bat¬
tle for Lvov . When the war tide turned after the Battle of Warsaw, there began
the last phase of the war
-
a Polish offensive in all the sectors of the front. This
is depicted in the last chapter The Offensive of the Third and Sixth Armies in
Volhynia and Eastern
Galicia
in August and September of
1920 .
The last episode of the fights waged in Ukraine, albeit without the participa¬
tion of the Polish forces, were the independent operations conducted by Petlyura
forces in Podolia and Volhynia, from the end of October to the November of
1920.
They are presented briefly in the last chapter.
The Ukrainian operation clearly corroborated the necessity to correlate pre¬
cisely the political goals with practical military potential. A dominance of the po¬
litical goals in the phase of planning and waging warfare by the Polish side had a
powerful impact on their realization.
The events in the Ukrainian war theatre brought many experiences enriching
the Polish military science. In terms of operation of special interest was the suc¬
cessful retreat of the Third Army from Kiev that escaped the impeding double en¬
velopment. In terms of tactics, very interesting was the way of detaching from the
enemy of the First and Third Infantry Divisions of the Polish Legions under the
command of Edward
Śmigły-Rydz
at the time of redeployment for the Battle of
Warsaw. When investigating the experiences of the campaign through the prism
of the accomplishments of individual arms, the cavalry achieved most. It was in
Ukraine where the Poles had to struggle against the biggest cavalry formation of
the war, the First Cavalry Army. Also the Polish side formed its eavahy into con¬
centrated combat units
-
the Operational Cavalry Group fighting at the battle of
Brody
and similar one operating at the turn of August during the combat in Lub¬
lin Region (including the largest eavahy battle of the war, the Battle of
Komarów)
and in the final stage of the war, then called the Cavalry Corps of Col.
Juliusz
Rommel. The experiences of eavahy combat gained during the Ukrainian cam¬
paign influenced the lines of its development almost for the whole interwar period,
but also had an impact on the directions of the war doctrine. They had, however,
Ukrainian Campaign of
1920.
Abstract
343
an adverse effect on the progress of war preparations and in fact set a conserva¬
tive approach to the warfare that had negative consequences for the September
campaign of
1939.
There were, however, some experiences defining the lines of progress in the
development of military science which, above all, pertains to the conclusions
drawn from the raid on Kovel carried out by the so-called group of fast forces:
motorized troops with the infantry attack with the participation of the cavalry. Yet,
the problem was that the observations made at the time were studied mainly out¬
side Poland. They were analysed by the staffs of numerous states, including the
Armed Forces of the United States.
The Ukrainian campaign of
1920
has not yet been properly described, neither
in Polish nor Russian historiography. Whereas the operations on the Belarusian
direction, recognised in the Soviet war plan as decisive for the realization of the
established strategic goal, were meticulously presented in many of important Polish
military monographs (although there is still no comprehensive, scientific synthesis
of the war), the operations conducted on the Ukrainian direction seem to be de¬
picted insufficiently or even marginally. The same holds true also for the Russian
military historiography.
The present publication has a character of scientific study based mainly on the
source material and Polish and Russian studies, as well as on the texts of Western
European authors, although to a lesser extent, since they very seldom take up the
topic. The author had pursued a thorough research in Polish and Russian archives.
In addition to that, he made use of the source texts published by the both sides of
the conflict. He hopes that a solid and adequately representative basis for the
present monograph allowed for a genuine presentation of the analysed subject.
